Subject: Proposed FY 20112-2013 Planning Division Work Plan Item
Recommendation
That the Planning Commission provides any comment or recommendation it deems
appropriate with regard to the proposed FY 2012-2013 work plan item proposed for the
Planning Division of the Community Development Department.
Discussion
Each year as a part of the budget preparation process, each department identifies
specific projects identified as "work plan" items intended to be accomplished in the
upcoming fiscal year. These work plan items are defined as significant, one time
projects or studies that are non-routine. An example of past work plan items within the
Planning Division include the East Campbell Avenue and Winchester Blvd. Master
Plans and the recent updating of the City's Parking Ordinance.
These work plan items are generated by a number of sources including the City
Council, Boards and Commissions, the City Manager, staff, General Plan action items,
and State mandates.
This past year the department worked on the following work plan items
• Amending the Downtown Alcohol Beverage Policy
• Amending the City's Smoking Ordinance
• Review of the City's Tree Protection Ordinance
• Review of the City's Underground Utility Ordinance
• Updating the City's Historic Inventory List
Both the Tree Protection Ordinance and the Underground Utility Ordinance are in
progress and will be coming before the Commission in the near future. Given the
increase in development applications anticipated next year, the only additional work
plan item being proposed for FY12/13 is:
• Development of an Area Plan for Dell Avenue between Hacienda and Knowles
Drive.

The Dell Avenue area, between Hacienda and Knowles Drive, consists of 86 acres
with approximately $1.3 million square feet of primarily one and two story light
industrial, research and development, medical and professional office uses (see
attachment). It commonly referred to as the Vasona Business Park. The area is ripe
for redevelopment with older building stock and is being viewed as an opportunity to
attract and keep professional office and high tech companies in Campbell.
Campbell is seen as a "start up" community where small, inexpensive R&D and
office space can be found. However, as these start ups grow and expand, the City
lacks the space to retain high tech business and often times those businesses are
lost to other communities. The only other "business park" in Campbell is Campbell
Technology Park off of McGlincy Lane.
The area is underdeveloped in that the current Floor Area Ratio (FAR) is about .36.
There is opportunity for growth. Similar to the East Campbell Avenue and
Winchester Blvd. Plans, the goal is to develop a vision that includes design and
development standards fora "new" high tech/professional office district to attract
and retain professional and technology sector business. The area is up against the
percolation ponds and the Los Gatos Creek Trail as amenities, it enjoys access from
Highway 85 and is proximate to a planned light rail station adjacent to the Netflix
campus, all of which present a great opportunity.
