HPB Mins 03/28/2012HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 4:00 p.m. -Wednesday City Council Chambers MARCH 28, 2012 CALL TO ORDER Chair Blake called the Historic Preservation Board meeting of Wednesday, March 28, 2012 to order at 4:02 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: Susan Blake, Chair JoElle Hernandez Laura Taylor Moore Masel Sheehan Todd Walter, Vice-Chair (Arrived at 4:05 PM) Board Members Absent: Staff Members Present: Steve Prosser, Associate Planner Paul Kermoyan, Planning Manager SPECIAL PRESENTATION AND PROCLAMATION None. APPROVAL OF MINUTES Boardmember Sheehan made a motion to approve the Regular Meeting Minutes, of February 22, 2012. Board Member Hernandez seconded. Approved 4-0-1 (Walter Absent). Historic Preservation Board -Regular Meeting Minutes March 28, 2012 Page 2 of 3 ORAL REQUESTS None. PUBLIC HEARING 1. Historic Resource Invento HRI List U date: Public Hearing to recommend up to 13 properties for historic resource designation. Following staff's presentation, the Board opened and closed the public hearing. After a short discussion on how to address those properties that do not want further contact, Board Member Hernandez made a Motion to recommend that the Planning Commission recommend and the City Council designate 649 EI Patio Drive, 705 EI Patio Drive and 58 S. 3~d Street as Historic Resource properties and that the City not contact the five property owners in opposition of designation for a period of one year. Vice-Chair Walter seconded. Approved 5-0. OLD BUSINESS 1. National Historic Preservation Month: Continue discussion on Historic Preservation Board activities and public outreach for May 2012. This year's theme is "Discover America's Hidden Gems". The Board continued the discussion of Historic Preservation Month activities including attending the May 1St City Council meeting and hosting a social gathering for historic resource property owners on May 16tH 2. 2012 Heritage Tree Designation: Continue Discussion. Staff advised the Board that the City received one application for Heritage Tree designation that would be heard by at the April 25tH meeting. 3. Vasona Park Roosevelt Tree Update: Update on the fundraising activity to date for the installation of an informational and educational display to replace the original plaque that was stolen last year. Chair Blake advised the Board that the Campbell Parks Foundation has agreed to partner with the Board on the Roosevelt tree plaque replacement. 4. Downtown Informational Displays: Update on the Campbell Rotary downtown historic plaque project. Chair Blake advised the Board the grant application has been completed and she is working with staff to recommend the appropriate display materials and mounting techniques for each of the historic properties in order to ensure that no damage to the exterior of the buildings occur. Historic Preservation Board -Regular Meeting Minutes March 28, 2012 Page 3 of 3 ANNOUNCEMENTS/COMMUNICATIONS 2012 Campbell Women of Distinction Awards: Historic Preservation Board Chair Susan Blake and Campbell Express owner Sally Howe were announced as the two recipients of the 2012 Campbell Women of Distinction Awards at the March 20t" City Council meeting. Council honored the women for their local leadership and contributions to the community. This award was established in 2010 and coincides with the month of March's designation as "Women's History Month". The Board congratulated Chair Blake and expressed that the honor is well deserved for all of her hard work. ADJOURNMENT The Historic Preservation Board was adjourned at 4:55 p.m. to the next regular meeting to be held on April 25, 2012, at 4:00 p.m., City Council Chambers, 70 North First Street, Campbell, California. ~. -" PREPARED BY: ,t,.r_ -Steve Prosser, Associate Planner APPROVED BY: ~V•.~Cwr~~ Susan Blake, Chair RESOLUTION N0.2012-01 BEING A RESOLUTION OF THE HISTORIC PRESERVATION BOARD RECOMMENDING THAT THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMEND THE ADDITION OF THREE RESIDENTIAL PROPERTIES TO THE CITY'S HISTORIC RESOURCES INVENTORY. FILE NO.: PLN2012-63. After notification a11d public hearing, as specified by law and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Historic Preservation Board did find as follows with respect to application PLN2012-63: Environmental Finding 1. The Historic Preservation Board recommends that the Planning Commission find that this project is Categorically Exempt under Section 15331, Class 31 of the California Enviromnent Quality Act (CEQA), pertaining to projects involving the maintenance, rehabilitation, restoration, preservation, or reconstruction of historical resources, provided that the activity meets published federal standards for the treatment of historic properties. These federal standards describe means of preserving, rehabilitating, restoring, and reconstructing historic buildings within adversely affecting their historic significance. Evidentiary Findings 1. The properties located at 649 El Patio Drive, 705 El Patio Drive, and 58 S. Third Street are recommended for the Historic Resource Inventory designation as they are locally important and convey Campbell's image as a distinct community within Santa Clara County. 2. The property owners of 649 El Patio Drive, 705 El Patio Drive, and 58 S. Third Street understand the importance and significance of each of the properties and that retention benefits the community, with the understanding that the property owners of 705 El Patio Drive may elect to remove their property from consideration with the full support of the Historic Preservation Board any time prior to a decision by the City Council. 3. The property owners of 458 Esther Avenue, 197 Poplar Avenue, 156 E. Rincon Avenue, 1126 (1124) Steinway Avenue, and 95 S. Third Street have formally requested that their properties be removed from consideration and will not be contacted for reconsideration for a period of one year. 4. Historic resources have intrinsic value and are an important part of modern life and should be identified for the community's knowledge and benefit. 5. Of the City's 16,103 housing units, less than 1.~% has been designated as historic resources or currently under consideration for designation. Historic Preservation Board Resolution No. 2012-01 PLN2012-63 -Historic Resource Inventory Update Page 2 6. Each historic building and structure represents an investment and listing on the Historic Resource Inventory may encourage maintenance and rehabilitation of older buildings and neighborhoods by allowing property owners to utilize tax incentives and the State Historic Building Code for repair and rehabilitation which can mean savings in energy, time, money, and raw materials. 7. Managing information about historical resources and making informed decisions regarding historic resources is a critical step in the planning process. Based upon the foregoing findings of fact, the Historic Preservation Board further finds and concludes that: 1. The proposed historic resource inventory properties possess significant aesthetic, architectural, cultural, or engineering interest or value of an historical nature. 2. An undue hardship has not been demonstrated by the owners of the properties proposed for designation 3. Approval of the identified properties for addition to the historic resource inventory properties is consistent with the purposes and criteria of City of Campbell Historic Preservation Ordinance and the General Plan.. THEREFORE, BE IT RESOLVED that the Historic Preservation Board recommends Planning Conunission recommend the addition of 649 El Patio Drive, 705 El Patio Drive, and 58 S. Third Street to the City's Historic Resource Inventory.
