HPB Mins 04/25/2007HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 4:00 p.m. -Wednesday City Council Chambers APRIL 25, 2007 CALL TO ORDER Chair Hernandez called the Historic Preservation Board meeting of Wednesday, April 25, 2007 to order at 4:05 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: JoElle Hernandez, Chair Susan Blake, Vice Chair Julie Heinzler Micky Lutz Board Members Absent: Joanna Herz Staff Members Present: Jackie C. Young Lind, AICP, Acting Community Development Director APPROVAL OF MINUTES Vice-Chair Blake made a motion to approve the Regular Meeting minutes of March 28, 2007, with the following corrections: Page 2 (Ju to Jue), and Page 3 (Chair Blake to Vice-chair Blake). Board Member Lutz seconded. Approved 4/0. Vice-Chair Blake made a motion to approve the Study Session Meeting minutes of March 28, 2007. Board Member Lutz seconded. Approved 4/0. ORAL REQUESTS None. Historic Preservation Board -Regular Meeting Minutes April 25, 2007 Page 2 of 5 NEW BUSINESS 1. Review of a Heritage Tree Application for an oak tree located on private property on the common area of the Orchard Oak HOA between 127 and 129 Orchard Oak Circle. Acting CDD Young Lind presented the staff report. Vice-Chair Blake made a motion to approve the application. Board Member Lutz seconded. Approved 4/0. 2. Review of a Heritage Tree Application for a magnolia tree located on private property at 37 Decorah Lane. Acting CDD Young Lind presented the staff report. Vice-Chair Blake made a motion to approve the application. Board Member Lutz seconded. Approved 4/0. 3. Review of a Heritage Tree Application for a redwood tree located on public property at the southwest corner of Civic Center Drive and First Street. Acting CDD Young Lind presented the staff report. Vice-Chair Blake made a motion to approve the application. Board Member Lutz seconded. Approved 4/0. 4. Review of a Heritage Tree Application for a redwood tree located on public property at the southwest corner of Civic Center Drive and Second Street. Acting CDD Young Lind presented the staff report. Vice-Chair Blake made a motion to approve the application. Board Member Lutz seconded. Approved 4/0. ADJOURNMENT The Historic Preservation Board was temporarily adjourned at 4:10 p.m. to the City Green for the Arbor Day Celebration. SPECIAL EVENT An Arbor Day event honoring recipients of the 2007 Heritage Tree designations was held on the City Green. The property owners of the newly designated private Heritage Trees received resolutions from Mayor Furtado. Mayor Furtado received resolutions from Chair Hernandez for the newly designated public Heritage Trees. CALL TO ORDER Chair Hernandez reopened the Historic Preservation Board meeting of Wednesday, April 25, 2007 at 4:30 p.m. in the City Council Chambers. Historic Preservation Board -Regular Meeting Minutes April 25, 2007 Page 3 of 5 5. Heritage Tree Inventory: Discussion the status of the oak at 1236 Harriet Avenue, and updating of the inventory. Vice-Chair Blake asked that the Board look at the tree at 1236 Harriet Avenue. CDD Young Lind to check to see if John laquinto made contact with the property owner regarding the dangerous limb. Vice-Chair Blake asked that this tree's status be changed to "no" on the Tree Inventory, but not deleted. Vice-Chair Blake's hope is that this tree could be returned to health. CDD Young Lind to add the four new Heritage Trees to the Tree Inventory. Vice- Chair Blake suggested formation of a subcommittee to review the Tree Inventory. Chair Hernandez and Vice-Chair Blake volunteered for the subcommittee. CDD Young Lind offered to prepare a resolution for Vice-Chair Blake's Heritage Tree. Chair Hernandez suggested we review the Heritage Tree designation procedure set forth in the Campbell Municipal Code. 6. May 2007 Historic Preservation Month Display Cabinet: Discussion of ideas for a display recognizing the National 2007 Historic Preservation Month Theme: "Making Preservation Work!". CDD Young Lind suggested a cannery theme to reflect the theme word "work". Chair Hernandez will ask Karen Lange for items to borrow. Chair Hernandez and Vice-Chair Blake to set up the display on Tuesday, May 1St OLD BUSINESS 1. 661 EI Patio Minor Land Division: Approved at Administrative Hearing on April 16, 2007. Two, two-story homes are planned for the site by the developer. The project includes a Condition of Approval requiring that the front home have a the roof indicative of the historic homes in the area. 2. Governor's Award: Update for nomination of the Historic Design Guidelines for Residential Buildings. Early application deadline is April 27, 2007. Chair Hernandez is mailing the application today. Chair Hernandez will supply a copy for the City Historic file. 3. CLG Report for 2006/2007: CDD Young Lind to get copies to HPB. Historic Resource Inventory: Discussion of next steps for the review and consideration of possible additions to the Historic Resources Inventory. Revised Historic Resources Inventory (March 2007) to include twelve additional potentials. The Board agreed to prioritize the East Campbell Avenue corridor and side streets given the current development pressures. Discussed the following properties: WPA Bridge E. Campbell Avenue 347-349 (Orchard Coffee), 422-428 & 866 E. Campbell Avenue 32, 40, 48 & 56 Page Street 649 & 705 EI Patio Drive 197 Poplar (@ EI Patio Drive) 40 & 316 Union Avenue Vice-Chair Blake noted that two of the Page Street cottages have been significantly altered. Chair Hernandez will make field visits. 5. Website: HPB Agenda & Minutes were posted to the City's web site for the first time. Chair Hernandez noted that the HPB meeting time and place is accurate on the City's web site. ANNOUNCEMENTS/COMMUNICATIONS 1. Bunnies & Bonnets Parade: Reviewed the April 7, 2007 HPB event float "Pulling for Preservation". Vice-Chair Blake brought beautiful pictures: some in sepia! 2. SCCAPO Meeting of May 2, 2007 (10:00 am - 1:00 pm): Historic preservation theme. No one from HPB is available to attend. 3. Historic Preservation Month Events: Events will include: Mystery Articles and featured historic homes in the Campbell Express, and a Farmer's Market booth on Sunday, May 20tH 4. HPB Attendance: Board Member Lutz will not be in attendance at the May or June 2007 meetings.
