CALL TO ORDER
Chair Hernandez called the Historic Preservation Board meeting of Wednesday, June
27, 2007 to order at 4:05 p.m. in the City Council Chambers, located at 70 North First
Street, Campbell, California, and the following proceedings were had to wit.

APPROVAL OF MINUTES
A quorum was not present to approve the minutes of May 23, 2007. Approval of the
May 23, 2007 minutes was therefore postponed to the July 2007 meeting.
ORAL REQUESTS
None.
NEW BUSINESS
1. Review of proposed sign, lighting and security camera placement for the Motion
Ultra Lounge in the Grower's Bank Building at 400 East Campbell Avenue owned
by Mr. Nicholas Darpino.

Acting CDD Young Lind presented the staff report. The applicant could not be present
due to a last minute family emergency. Board Member Herz noted that she would
prefer a sign font for the new sign that is similar to the historic signs. Board Member
Heinzler disagreed, noting that a new sign should not mimic the historic signs. Chair
Hernandez was concerned about the manner in which the sign brackets would be
installed into the columns, and asked staff to forward additional mounting information to
the Board. The Board appreciated the translucent design of the sign which enable the
historic sign behind to remain visible. Motion to approve: Heinzler. Second: Herz.
Approved 3/0.
2. Review of proposed window replacements and secondary dwelling request for the
Louis and Edward Genasci House located at 207 North Central Avenue owned by
Ms. Yin Hsiaw.
All Board Members commented that the proposed replacement windows are a good
choice. Motion to approve: Herz. Second: Heinzler. Approved 3/0.
Acting CDD Young Lind presented the staff report. The applicant could not be present
due to a summer volunteer commitment. The request to consider lesser development
standards for secondary dwelling units established by rehabilitating an historic
accessory structure was discussed. Chair Hernandez's preference, in the Council
considers the request, is that each proposal be reviewed on a case by case basis and
that the scope of the rehabilitation work be clearly defined to ensure preservation of the
accessory structure as originally constructed. Board Member Herz noted that
accessory structures in Los Gatos have been preserved through re-use rehabilitation.
3. Review of a proposed addition to the Bill Haley House located within the Alice
Avenue Historic District at 176 Alice Avenue owned by Ms. Kim Pierce.
Acting CDD Young Lind presented the staff report. Project architect Bruce Johnson
noted that the proposed second story addition is set back over 60 feet from the street.
Board Member Heinzler noted that the addition looks massive. Board Member Herz
noted that the addition looks very modern. Chair Hernandez was concerned with the
proposal. The proposed addition changes the look of this historic Craftsman house to a
ranch style. Chair Hernandez suggested that the applicant look to Willow Glen for
successful examples of additions to Craftsman-style historic homes. Chair Hernandez
noted that Alice Avenue is the City's only historic district and that the streetscape should
be maintained. Occupant Barbara Pierce noted that the addition will not be visible from
the street due to the large setback and the presence of mature trees. Occupant Leon
Pierce noted that the project architect lives on the same street and is also concerned
about the look of the home. Occupant Leon Pierce noted that the rendering is
misleading as it shows the home without the trees and would be less visible in reality.
Board Member Heinzler commented that there should not be a reliance on trees to
screen inappropriate architecture, and that the addition should be lower and smaller.
Bruce Johnson asked if extending back the existing roof line would be an acceptable
alternative. Board Member Heinzler said no and that that could possibly even increase

the perception of mass. Acting CDD Young Lind asked if pulling in the left (east) side
elevation to eliminate the continuous two-story wall and adding dormers to the second
story roof to break up the roof would help. Chair Hernandez said no. Chair Hernandez
asked what the interior ceiling height was. Bruce Johnson said it is eight feet. Chair
Hernandez noted that she asked because if it were greater than eight feet possibly the
roof height could be reduced by reducing the interior ceiling height, but it is only
proposed at eight feet. Motion to deny: Heinzler. Second: Herz. Approved 3/0.
OLD BUSINESS
1. Historic Resource Inventory: Continuing discussion of next steps for the review and
consideration of possible additions to the Historic Resources Inventory.
Due to the Board vacation absences, discussion of this item was continued to the
regular July meeting. Chair Hernandez noted that the Board may wish to consider EI
Patio as an Historic District. Chair Hernandez asked for the Board to articulate how to
communicate the benefits of listing to potential property owners.
2. Work Plan: Review FY 07/08 Work Plan.
Acting CDD Young Lind noted that we have two Cal Poly summer interns whom will
assist with digitizing the Historic Resource Inventory.
3. Mills Act: Notes from May 18, 2007 AMAP training.
Acting CDD Young Lind reviewed the Mills Act Memo. The Board Members agreed with
all suggested next steps.
ANNOUNCEMENTS/COMMUNICATIONS
1. Ainsley House National Historic Landmark Plaque: Karen Lange did a great job on
the dedication and unveiling ceremony on May 23rd. The event was well attended
and the reception following was enjoyed by all.
2. Preservation Action Council of San Jose: The Vintage Hat fund raiser and reception
on June 3~ in an historic home in San Jose's Rose Garden area was well attended
and great fun.
3. OHP 2007 Governor's Historic Preservation Awards: Copy of application for the
Campbell Historic Residential Design Guidelines.
Chair Hernandez called the Governor's Office today and spoke with Diane Thompson.
Ms. Thompson noted an awards announcement will be made on November 2, 2007 and
wards will be presented in late November 2007. Previous City of Campbell projects that
received the Governor's awards included the historic calendar and the walking tour
brochures.

4. 226 Alice Street: Listed for sale. House is now sold.
5. May 2007 Historic Preservation Month Display:
Chair Hernandez will take the display down on June 28, 2007.
ADJOURNMENT
The Historic Preservation Board was adjourned at 5:30 p.m. to the next Regular
Meeting scheduled for 4:00 p.m. on Wednesday, July 25, 2007.
