HPB Mins 09/26/2007HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 4:00 p.m. -Wednesday City Council Chambers SEPTEMBER 26, 2007 CALL TO ORDER Chair Hernandez called the Historic Preservation Board meeting of Wednesday, September 26, 2007 to order at 4:10 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: JoElle Hernandez, Chair Susan Blake, Vice Chair Julie Heinzler (4:35) Joanna Herz Micky Lutz Board Members Absent: Staff Members Present: Jackie C. Young Lind, AICP, Acting Community Development Director APPROVAL OF MINUTES Board Member Herz made a motion to approve of the Regular Meeting Minutes of May 23, 2007. Vice-Chair Blake seconded. Approved 3/0. Board Member Herz made a motion to approve the Regular Meeting Minutes of June 27, 2007. Chair Hernandez seconded. Approved 2/0. Vice-Chair Blake made a motion to approve the Regular Meeting Minutes of July 25, 2007, with the following correction: Change Page 3, Chair Blake to Vice-Chair Blake. Board Member Lutz seconded. Approved 2/0. Vice-Chair Blake made a motion to approve Regular Meeting Minutes August 22, 2007. Board Member Lutz seconded. Approved 4/0. Historic Preservation Board -Regular Meeting Minutes September 26, 2007 Page 2 of 3 Vice-Chair Blake made a motion to approve Study Session Minutes August 22, 2007. Board Member Lutz seconded. Approved 4/0. Vice-Chair Blake made a motion to approve Regular Meeting Minutes September 5, 2007. Board Member Lutz seconded. Approved 4/0. ORAL REQUESTS None. NEW BUSINESS 1. Review of a proposal for cone-story addition to the Lincoln Bump House located at 106 S. Fourth Street and owned by Anthony and Samantha Oxley (attachment). Associate Planner Haley presented the staff report. Board Member Herz asked about the chimney design for the skylight well. Vice Chair Blake stated that she visited the home. She likes the new fencing with caps. The proposed remodel follows the recommendations of our new Historic Design Guidelines. The addition is nice and she has no objections. She supports the project. Chair Hernandez asked if the windows are original. The applicant stated that the windows were replaced in a past remodel. The new windows will be wood and double hung with a mullion pattern to match the original windows. Associate Planner Haley stated that this residence has been the past subject of code enforcement actions. Board Member Lutz asked if the home has a basement. The applicant stated that it has a basement with only a six foot clear height, so it will best be used for wine storage. Vice Chair Blake made a motion to approve the proposed addition. Board Member Lutz seconded. Approved 4/0. OLD BUSINESS 1. Second review of proposed window replacements for the Louis and Edward Genasci House located at 207 North Central Avenue owned by Ms. Yin Hsiaw. Laundry window: Seeking permission to replace with one 4' x 4', fixed, rear elevation window with a vinyl frame window in-lieu of the previously approved wood frame window specification. Vice Chair Blake stated that the rear location of this window is not significant. Board Member Herz commented that there is no change to the existing window opening size and that the window could therefore be replaced in the future with a wood window. Board Member Herz made a motion to approve. Vice Chair Blake seconded. Approved 4/0. 2. Historic Resource Inventory: Review next step: proof-reading all new HRI sheets. Historic Preservation Board -Regular Meeting Minutes September 26, 2007 Paae 3 of 3 Proofreading of the updated Historic Resource Inventory sheets will be divided equally between Acting CDD Young Lind and the five board members (23 sheets each). Proofreading will be submitted on October 24, 2007. 3. Historic Preservation Code: Study Session to be held November 28, 2007. Please review materials from August 22, 2007 before the November meeting and bring comments. ANNOUNCEMENTS/COMMUNICATIONS 1. Governor's Award: Historic Design Guidelines for Residential Buildings received the Governor's Award. Time and place of awards ceremony in Sacramento to be announced (sometime in November 2007). Jeanette Watson would like to attend. 2. Attendance for the October 24, 2007 HPB Meeting: Joanna Herz will be absent. 3. Night at the Races: Chair Hernandez reminded that Saturday September 29th is the museum fund raiser. There will be a silent auction. The cost is $30 per person and boxed chicken dinner will be served. 4. 91 N. 2"d St Remodel: A remodel was approved at an Administrative Hearing on September 24, 2007. The appeal period ends October 4, 2007 at 5pm. 5. Downtown Businesses: Acting CDD Young Lind updated the Board on current activity in the Downtown (attachment). ADJOURNMENT The Historic Preservation Board was adjourned at 5:00 p.m. to the next Regular Meeting scheduled for 4:00 p.m. on Wednesday, August 22, 2007.
