CALL TO ORDER
Chair Hernandez called the Historic Preservation Board meeting of Wednesday,
October 10, 2007 to order at 5:00 p.m. in the City Council Chambers, located at 70
North First Street, Campbell, California, and the following proceedings were had to wit.

NEW BUSINESS
Review of a proposal by Pino Spanu (Campbell Cafe) for exterior paint colors to
Second Bank of Campbell Building located at 360 East Campbell Avenue owned
by Ms. Karen Blancato.
Acting CDD Young Lind presented the staff report. Applicant commented that the
proposed colors are elegant and he intends on installing outdoor lights on the building.
Vice Chair Blake stated that the wainscot cap is not painted. She therefore has a
problem with painting the wainscot cap. Chair Hernandez concurred. Chair Hernandez
asked if the brown and orange paint samples on the side of the building are color

choices. The applicant replied no. Chair Hernandez asked if the the at the entryway will
be replaced. The applicant stated that replacing the tiling is a possibility. Applicant also
noted that the building exterior is damaged and has paint drippings on it. Power
washing did little to clean up the building exterior. Chair Hernandez asked if the awning
will be removed. The applicant stated that he intends on replacing the awning. The
applicant also stated that he is being careful about the amount of interior renovation as
improvements exceeding 50% would trigger the need for seismic upgrades pursuant to
the City's Un-reinforced Masonry (URM) Ordinance. Vice Chair Blake stated the
wainscot cap has incurred a lot of damage and vandalism, and also that the drainage
pipe on the side of the building is sometimes a problem. The applicant commented that
he wants to do outdoor seating for his proposed cafe. Board Member Herz stated that
the exterior historic building the has value, but is in bad condition. Board Member Herz
asked if the historic the could be encapsulated somehow and then painted. Board
Member Lutz asked about capping the damaged tile, but noted that may not work as
overlayments could react with the historic tile. Board Member Lutz also questioned the
cost of this solution. Chair Hernandez asked if the the is painted, would the cracks first
need to be filled. The applicant responded yes. Chair Hernandez stated that the historic
the is worth saving. Asked if the applicant could have an expert examine the the and
look at the possibility of encapsulation. The applicant responded that he rather leave the
the as is. Board Member Lutz suggested that the applicant e-mail "This Old House" to
get advise. The applicant said that restoration is very difficult, and that he has been
working on this building since January 2007. Vice Chair Blake stated that she supports
the proposed colors and location, except for the proposed painting of the wainscot cap.
Board Member Herz stated her agreement with Vice Chair Blake, unless the damage to
the wainscot cap represents a health and safety issue. Board Member Lutz suggested
again that the applicant e-mail "This Old House" to get advise. Chair Hernandez offered
to do a little research on possible solutions for the wainscot cap.
Vice Chair Blake made a motion to approve the proposed exterior paint colors, with the
exception of the painting the cap of the wainscot, and to add the requirement to paint
side access wall. Board Member Herz seconded. Approved 4/0.

The Historic Preservation Board was adjourned at 5:45 p.m. to the next Regular
Meeting scheduled for 4:00 p.m. on Wednesday, October 24, 2007.
