Bascom Avenue Martial Arts School Dear Mr. Burke, Thank you for your pre-application submittal for the establishment of a martial arts school in approximately 1000 square feet of the existing commercial building on the subject property, The referenced property is zoned C-2-S (General Commercial). Your proposed use is considered to be similar to a commercial school which is a permitted in the C-2-S General Commercial Zoning District. subject to approval of a Conditional Use Permit. A conditional use permit is a mechanism, whereby the Planning Commission may consider uses on a C:lse by case basis at a public hearing. The Planning Commission will look at the compatibility of the proposed use with surrounding uses as well as the adequacy of on-site improvements to accommodate the proposed use. Issues of parking, landscaping, and buffering are often discussed. The Planning Division is not supportive of your use at this location due to the limited parking on- site. The approved site plandepict twenty parking spaces to serve a 3800 square foot retail building. Your request implies that you will occupy approximately 26 percent of the building. Twenty-six percent of the provided parking is 5.2 parking spaces. The Planning Commission previously approved the Hertz rental car agency at this location with the allowance of 6 rental cars :.md 4 employees for :l total of 10 spaces. This approval allows 10 or 12 parking spaces for the remaining tenants. The resulting parking ratio is 1 parking space for each 234 square feet of building area. This potential creates a deficiency in available parking. With proposed class sizes of up to fifteen persons a potential parking problem exist. Haley Associate Planner Community Development Dept. 70 North First Street CampbelL Ca. 95008 Dear Mr. Haley, Per your instructions I am submitting a preliminary request for a hearing for a use permit for a small Martial Arts School (lOOOsq.ft.) to be located at 2236 S. Bascom Ave. The primary concern of the City of Campbell as to whether or not to issue said permit seems to be one of potential parking problems, especially in light of Hertz Car Rental also applying for space in the same building. To allay those concerns, I respectfully submit the following: 1) Classes will be held from approximately 5 :OOpm until 1 0:00pm (evenings). when parking is no longer at a premium. Some classes will be held on weekends, when again, parking is not at a premium. 2) Purposely. children's classes will be held first. as parents tend to drop them off, and then return later to pick them up, using up almost no parking. 3) Several classes will be of a private nature with no more than one or two students. --1-) Largest class sizes will be no more than 15 students and held later in the evening. 5) We will be located at the opposite end of the building. 6) The o\ovner of the building informed me that he plans to remove a large cold storage locker located directly in the rear of the unit to be occupied by Hertz, which will free up another six parking spaces. There are also at least another seven spaces abutting the fence in the rear of the building, and another three spaces along the southern side of the building, which would not impede ingress and egress. With approximately twelve existing spaces in the front, this would be a total of 28 spaces. 7) I hold a two year lease on the adjacent building directly to the North (2220 S. Bascom), with approximately 12 parking spaces. and will direct all student parking to those spaces first. Please also note, that according to the schedule of non use-permitted businesses, a restaurant with a 30 person capacity (l COOsq. ft.) using as much as 30 parking spaces at - . T anyone time, would be acceptable without a use-permit, and could take up all available parking at once. Our school will never come close to using that amount of parking all at once. As a final consideration, I submit that neither a restaurant nor Hertz Car Rental can offer to the community the level of service that we can. We build self esteem in children and create an after school haven for them with our children only classes. We create confidence in women through our women only self-defense classes. We create a sense of discipline, strength, family, accomplishment, pride in the community and self motivation for all of our students. In the 16 years that we have been together, we have taught hundreds of women, children and men, who have gone on to win over 500 trophies, collectively, in tournament competition, demonstrating a significant level of personal grow1h and achievement.
