Dear Mr. Johnson:
The Planning Division has reviewed your preliminary application for a remodeled residence and
a garage addition to an existing residence on the above referenced property. The plans were
distributed to the City's Architectural Advisor, the Public Works Department, Redevelopment
Agency, Building Division and the County Fire Department. The comments from the Public
Works Department are attached. The other departments and advisor did not have any comments
at this time. Below, please find comments from the Planning Division.
Zonin~ District/General Plan Desi~nation: The subject property is located in the P-D
(Planned Development) zoning district, which allows the development of detached single family
homes on this property. The property has a General Plan designation of Low-Medium Density
Residential, which allows 6 to 13 units per gross acre. The proposed residential density of 6.8
units per gross acre is consistent with this designation.
A Planned Development Permit was approved for this parcel in 1991 to allow construction of a
new two-story single-family home and a garage addition to an existing single-family home on
the property. The permit also included a subdivision of the lot into two parcels. In 1992, this
permit was reinstated. However, the permit expired in 1993. The proposed project requires a
reinstatement of the expired planned development permit and a modification to the permit.
Both units on the property are included on the City's Historic Resources Inventory List. The
Historic Preservation Board shall review the completed plans and provide recommendations
prior to the approval of a building permit.

Project Description: The floor plan submitted for review does not clearly present the entire
details of the proposed addition since the existing floor plans are not included. The project plans
must include the existing floor plans of the unit proposed for remodeling and all existing
structures on site, such as the existing accessory structure located between the two structures.
Complete elevations for all sides of both the remodel and garage addition should be provided. In
addition, information about the retention or demolition of the existing accessory structure should
be included.
Lot Covera~e
The proposed project has a lot coverage of 36 percent and aFAR of 0.46. These figures include
the garages of both houses.
Setbacks
The proposed new garages for both structures do not meet the required setback of 25 feet from
any public right of way. The building plans submitted for review indicate that both the existing
residence and the remodeled residence are 22 feet and 20 feet, respectively from Everett Avenue.
These setbacks as shown on the plans do not include the additional ten feet of public street right-
of-way requested by the City. Thus, the proposed setbacks are actually 12 and 10 feet. Although
these setbacks do not meet requirements, they are typical of other residences located on Everett
A venue.
The applicant may wish to consider reorienting the remodeled residence, so that access to the
garage is provided from the existing alley as opposed to accessing the site along Everett Avenue.
Please note that in this scenario a 25 foot backup distance would need to be provided as well.
The proposed garage addition should also be moved back to provide a 25 foot setback from
Everett A venue.
Tree Protection
Any tree on the property which measures 12 inches or greater in diameter or 38 inches or greater
in circumference, measured four feet above the adjacent grade,is protected under theCity's Tree
Protection Regulations. The location, size, and species of all protected trees on the property must
be shown on the site plan. If any trees are to be removed through the project, the applicant must
apply for a Tree Removal Permit. The planning division may request minor modifications to the
building size to protect the tree(s). Construction on property with protected trees must comply
with the City's standards for tree protection during construction. A signed tree disclosure
statement stating that protection is in place must first be received before a building permit can be
issued.
Public Works Department

. Grant additional Right-of-Way for Public Street Purposes along Everett A venue frontage
to accommodate a 30-foot right-of-way plus property line returns;
. Execute a street improvement agreement and shall cause plans for public street
improvements to be prepared by a registered civil engineer, pay fees, post security and
provide insurance necessary to obtain an encroachment permit for construction of the
public improvements, as required by the City Engineer;
. Install existing and proposed Water Meter(s) and Sewer Cleanout(s) on private property
behind the public right-of-way line;
. Provide a Soils Report prepared by a registered geotechnical or civil engineer;
. Submit a Utility Installation Coordination Plan and Schedule for approval by the City
Engineer for installation of street improvements and/or abandonment of all utilities;
. Prepare pavement restoration plans for approval by the City Engineer prior to any utility
installation or abandonment; and
. Pay the required Storm Drain Area fee, which is $2,000 per acre.

I am requesting the Planning Department waive the time frame to have the plans
approved based on the following:
1. Health Reasons
2. Work - if I have to return to work I could be called, and have to report
within three weeks and my job could be as short as 2 weeks or up to
two years. However, I am not available until the first of March for work.
3. A P & D permit has already been approved prior to mine for the same
location.
If possible I would appreciate it, if the planning staff/planning director could
approve the plans at the Department level.

I am reminded by Karen that a few months ago she had some
conversations with you and also Barbara Ryan on the above
subject matter. As you are aware this site falls in a PD
Zone Area of Campbell and requires a review by Planning.
This package of preliminary drawings will help you establish
the guidelines by which Karen Blade can proceed.
Our intentions for this existing house is to leave it in place
with front and left side at its present location, then to re-
model and add on to the structure; upgrading it in all areas.
We would appreciate your efforts to review it with all the other
departments and get back to us with a written response letter.
