Review of plans (PA 99-45) for a proposed entryway modification, outdoor patio area addition and
landscape modification to an existing office development site located at 2155 S. Bascom Avenue
Dear Ms. Delucchi:
The Planning Division has reviewed your plans for a proposed entryway modification to an existing office
building located at 2155 S. Bascom Avenue and for site modifications including the addition of an outdoor
patio/smoking area and landscape revisions. Upon review of the submitted plans. the Planning Division has
determined that the addition of the outdoor patio/smoking area will require a reduction in the required parking for
the office development and will also create an undesirable gathering area within the parking lot which will be
visible from the public right-of-way. In addition, the Planning Division is concerned about the proposed
landscape plan which indicates the removal of existing trees along the building, which appear healthy and provide
visual softening of the building, and replacement with 15-gallon ornamental pear trees. Based upon these
concerns, the Planning Division is not supportive of the submitted plans, but recommends that the following
considerations be made for further review of your proposal:
1.
The Planning Division suggests that the outdoor patio/smoking area be moved to an area behind the building
to provide some visual screening of the use from the public right-of-way. The proposal does not indicate
what the proposed seating walls will look like. Please provide elevations of the proposed seating walls.
2.
The Planning Division suggests that the parking plan be revised to meet the parking requirements for the site.
Based upon the previously-approved Site and Architectural Review Permit (S 83-19), the site is required to
provide 137 parking spaces. Technically, the site is required to provide a total of 140 parking spaces based
upon a ratio of 1 parking space for each 225 square feet of gross floor area. The proposed revision of the
parking lot to accommodate the outdoor patio/smoking area will further reduce the total number of parking
spaces to 135 spaces. The Planning Division is not supportive of this parking reduction.
3. Please provide further details regarding the entryway modifications to be made (i.e. proposed revisions to the
elevations for the entryway modifications both along the south side of the building and along the east side of
the building).
4.
Please provide information regarding proposed new signage for the site and proposed lighting for the signage
(i.e. it appears that the existing monument sign facing the street is to be removed/replaced).
5.
The proposed plan indicates that the building is to be repainted. Please note that any change in building color
and trim than previously-approved must first be reviewed and approved by the Planning Division prior to
painting of the building.
6.
Planning Staff is not supportive of the removal of the existing trees along the building for replacement with
15-gallon ornamental pear trees.
Should you wish to pursuè the proposed Modification, you will need to obtain approval of a Modification
application to the previously-approved Site and Architectural Review Permit (S 83-19). Approval of a

Modification to the previously-approved Site and Architectural Review Permit will require approval by the
Planning Commission through a public hearing process. Please note that such improvements to the site will also
require installation of the required Streetscape improvements along S. Bascom Avenue. Please find enclosed an
application for a Site and Architectural Review Permit and a copy of the Streetscape requirements for your
reference.

PROJECT DESCRIPTION: South Bay Development, owner of the two-story office building at 2155 S.
Bascom Avenue, is requesting consideration of site and architectural (color) modifications to the building.
As a result of demand for an outdoor smoking area, South Bay Development is proposing to eliminate a few
parking spaces across from the main entrance to the building and create an outdoor seating area for
smokers. In addition, South Bay is requesting to repaint the building (see color samples enclosed).
Staff has met with representatives of South Bay and has expressed concern about the outdoor smoking area
being so visible from the street and having the potential to create a gathering area within the driveway.
Staff has also expressed some concerns about the newly proposed colors.
Please find enclosed a set of the proposed plans and paint samples for your review. Please let me know at
your soonest convenience what suggestions/recommendations you may have regarding the attached
proposal. I will need to retrieve these plans and paint samples once you have completed your review.
