Dear Darcy:
Last week we received the unfortunate news that our dreams to relocate our preschool to
Bucknall Ave in Campbell would never come to life. It seems that the parents who offered our
school the opportunity to renovate their property have had a change of heart and now need to
retain the option to sell the property at market value due to personal financial concerns.
As you can imagine this was very disappointing for the parents of the school and the members
of the board who had worked so hard to make this project a go. Luckily for the school we had
not invested much money, just the time of our hard working volunteer parents.
We wanted to inform you and the members of the planning department that we will not be
submitting the application for conditional use.
Thank you and the members of your team for meeting with us in late January to discuss with
us our project. We found your enthusiasm in and cooperation with our project to be quite
promising. We are sorry that the project ended in this way.
Sunnymont is continuing to look for new site leads and has much work to do before we find
another home.

Thank you for your preliminary application for the establishment of Sunnymont Nursery School in an
existing single-family residence at 1685 Bucknall Road.
The project site is located in an R-l Zoning District (Single-family residential).
Your application was distributed to the Public Works Department, Building Division, Planning Division,
and the County Fire Department. Comments ITom the Building Division, Public Works Department and the
County Fire Department are attached. Below, please find comments ITom the Planning Division. Please note
that these are intended as preliminary only and additional comments and requirements may be forthcoming.
The proposed project will require approval of a Conditional Use Permit (application enclosed). In reviewing
a Use Permit application, planning staff and the Planning Commission will evaluate such items as building
placement and size, traffic generation, noise, hours of operation, adequacy of parking, circulation, drop-off
facilities and overall compatibility of use with adjoining properties.
Parking
In conjunction with Public Works, Staff will require the establishment of a four-vehicle car length
(approximately 80-88 feet long) passenger loading zone area on site to accommodate vehicle queues
estimated for the site during the AM and PM peak drop off and pick up times. It is recommended that this
zone be in the form of a circular driveway with designated parking spaces for four to five cars. Staggered
drop-off and pick-up times will also be required to decrease the likelihood of overflow parking on the street.
Approximately four or five Designated staff parking spaces on the project site will be required.
Noise
Staff is concerned about the noise impacts ITom outdoor play on adjacent residential uses. Staff will
recommend inclusion of a condition of approval that allows the Community Development Director to limit

the outdoor play area times and the Planning Commission to review the use permit if it adversely impacts
adjacent residential uses. An upgraded fence may also be required if the existing fence is in poor condition.
Existing Office and Barn
The office and barn shown on the site plan do not appear to have been legally constructed since no permits
are on record at the Building Division for these structures. The structures will need to be removed ITom the
site.
Plans
The plans submitted with the preliminary application are not adequate to use for the Conditional Use Permit
application. Additional information is needed. This includes:
A. PLOT PLAN CLEARLY SHOWING:
1. Scaled site plan indicating property dimensions (reference recorded map).
2, Distance from centerline of adjacent street(s) to property line(s).
3. Proposed or existing street improvements dimensioned from the center line of the street (curb, gutter, sidewalks,
driveways, tree wells, etc.).
4. Recorded or proposed easements/dedications.
5. Setbacks - indicate all setbacks from property line and buildings.
6. Existing or proposed driveways and other proposed ingress/egress design.
7, Parking/loading - location and dimension of spaces and aisles as specified in Chapter 21.50 of the Campbell
Municipal Code.
8. Paved areas - indicated existing and/or proposed walkways, patios, and handicapped access.
9. Landscaping - conceptual landscape plan indicating existing and proposed landscaping. Landscape Plan should be
consistent with Campbell's Water Efficient Landscape Guidelines.
10. Fencing (including retaining walls, existing and/or proposed fencing to be shown (type, height, and materials).
11. Provide location and uses of buildings on adjacent properties.
12. Scale and directional arrow.

Proof of Ownership: Prior to issuance of any grading, drainage, or building permits for
the site, the applicant shall provide a current preliminary title report, grant deed, or other
satisfactory proof of ownership.
Right-of-Way for Public Street Purposes: Prior to issuance of any grading or building
permits for the site, the applicant shall cause additional Right-of-Way to be granted for
Public Street Purposes along the Bucknall frontage to accommodate a 30 foot half street
right-of-way. The applicant shall cause all documents to be prepared by a registered civil
engineer/land surveyor, as necessary, for the City's review and recordation.
Public Service Easement: Prior to issuance of any grading or building permits for the
site, the applicant may be required to grant a 10 foot Public Service Easement on private
property contiguous with the public right-of-way along the Bucknall Road frontage. The
applicant shall cause all documents to be prepared by a registered civil engineer/land
surveyor, as necessary, for the City's review and recordation.
Street Improvements: Prior to issuance of any permits for the site, the applicant shall
execute a street improvement agreement and shall cause plans for public Street
Improvements to be prepared by a registered civil engineer, pay fees, post security and
provide insurance necessary to obtain an encroachment permit for construction of the
standard public street improvements, as required by the City Engineer. The fee for a non-
utility encroachment permit is $245.00. The plans shall include the following:
. New curb and gutter with curb face at 20 feet from centerline.
. New pavement to centerline of required right-of-way plus an additional distance of
about 2 feet to 4 feet to conform to existing pavement elevations based on a Traffic
Index of 7.5 and an R value provided by a qualified soils engineer.
. New separated five foot sidewalk on the north side of Bucknall Road.

Traffic Mitigation: Prior to issuance of any grading or building permits for the site, the
applicant shall satisfy the following Traffic Mitigation measures:

the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving
utility companies.
Gradinl! and Drainage Plan: Prior to issuance of any grading or building permits for the
site, the applicant shall conduct hydrology studies based on a 10 year storm frequency,
prepare an engineered Grading and Drainage Plan, and pay fees required to obtain
necessary grading permits. The plans shall comply with the 1998 edition of the California
Building Code including Chapters 10, 11, 18, 33, and Appendix Chapter 33.
Storm Drain Area Fee: Prior to issuance of any permits for the site, the applicant shall
pay the required Storm Drain Area fee which is $2,500 per acre.
Santa Clara Valley Water District (SCVWD): Prior to issuance of any permits for
grading, landscaping, or building, the applicant shall obtain a clearance from the
SCVWD.

Note: No building code issue has been reviewed at Development Review Committee, it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for
building permit shall comply with the code in effect at that time. Submit permit application together with
required documents to the Building Inspection Division to obtain a building permit. No construction can be
commenced without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for Approval, with the following
conditions.
TO THE SA TISF ACTION OF THE BUILDING DIVISION MANAGER/BUILDING OFFICIAL:
1.
PERMITS REQUIRED: A building permit application shall be required for the proposed
conversion of the existing residential structure to commercial use. The building permit shall
include Electrical/PlumbinglMechanical fees when such work is part of the permit.
2.
CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover
sheet of construction plans submitted for building permit.
3.
SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4.
PLAN PREPARATION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be
"wet stamped" and signed by the qualifying professional person.

SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called
out.

TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms
shall be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning ofthe building envelope and lighting of the building.

SPECIAL INSPECTIONS: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance ofthe building permits, in accordance with
UB.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the
Building Inspection Division Counter.
The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.
TITLE 24 ACCESSIBILITY - COMMERCIAL: On site general path of travel shall comply
with the latest California Title 24 Accessibility Standards. Work shall include but not be limited
to accessibility to building entrances ITom parking facilities and sidewalks.

TITLE 24 ACCESSIBILITY - COMMERCIAL: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on

Written Description:
Sunnymont Nursery School has provided family-oriented neighborhood preschool service to the
communities of West San Jose/Cupertino/Campbell for 47 years. For its entire history,
Sunnymont has been dedicated to the notion of serving the "whole child" and is regarded as a
leading proponent of the child-centered, developmental preschool philosophy. Children attend
ITom one to four half-days per week, participating in a sensory-rich, cooperative curriculum. The
daily program emphasizes hands-on learning and self-responsibility, and encompasses elements
of literature, science, art, music, and social sciences.
One class of eighteen to twenty-four preschoolers meets each morning and afternoon, supervised
by one teacher and several parents who are trained as classroom aides.
Hours of operation of the school are ITom 9:00 AM to 3:00 PM Monday through Friday and 9:00
AM to 11 :30 AM Saturdays, Sunnymont employs three part-time teachers and one additional
part-time teacher/director,
Adjacent uses of the property include residential housing on the eastern property line, a vacant
lot on the western property line, and apartments in the rear. The new Harker Academy property
lies nearby across Bucknall Road, approximately 1 block southeast of this parcel.
Current square footage of the one-story building on this site is approximately 975 square feet. At
this time there is no proposed renovation of the property that would modify the current exterior
footprint of this building, although child-care licensing may require us to make some minor
interior modifications.
