Pre-Application - 2001 Darcy Smith Community Planning Department 70 North First Street Campbell, CA 95008 March 15th, 2001 Dear Darcy: Last week we received the unfortunate news that our dreams to relocate our preschool to Bucknall Ave in Campbell would never come to life. It seems that the parents who offered our school the opportunity to renovate their property have had a change of heart and now need to retain the option to sell the property at market value due to personal financial concerns. As you can imagine this was very disappointing for the parents of the school and the members of the board who had worked so hard to make this project a go. Luckily for the school we had not invested much money, just the time of our hard working volunteer parents. We wanted to inform you and the members of the planning department that we will not be submitting the application for conditional use. Thank you and the members of your team for meeting with us in late January to discuss with us our project. We found your enthusiasm in and cooperation with our project to be quite promising. We are sorry that the project ended in this way. Sunnymont is continuing to look for new site leads and has much work to do before we find another home. The project site is located in an R-l Zoning District (Single-family residential). Your application was distributed to the Public Works Department, Building Division, Planning Division, and the County Fire Department. Comments ITom the Building Division, Public Works Department and the County Fire Department are attached. Below, please find comments ITom the Planning Division. Please note that these are intended as preliminary only and additional comments and requirements may be forthcoming. The proposed project will require approval of a Conditional Use Permit (application enclosed). In reviewing a Use Permit application, planning staff and the Planning Commission will evaluate such items as building placement and size, traffic generation, noise, hours of operation, adequacy of parking, circulation, drop-off facilities and overall compatibility of use with adjoining properties. Parking In conjunction with Public Works, Staff will require the establishment of a four-vehicle car length (approximately 80-88 feet long) passenger loading zone area on site to accommodate vehicle queues estimated for the site during the AM and PM peak drop off and pick up times. It is recommended that this zone be in the form of a circular driveway with designated parking spaces for four to five cars. Staggered drop-off and pick-up times will also be required to decrease the likelihood of overflow parking on the street. Approximately four or five Designated staff parking spaces on the project site will be required. Noise Staff is concerned about the noise impacts ITom outdoor play on adjacent residential uses. An upgraded fence may also be required if the existing fence is in poor condition. Existing Office and Barn The office and barn shown on the site plan do not appear to have been legally constructed since no permits are on record at the Building Division for these structures. The structures will need to be removed ITom the site. Plans The plans submitted with the preliminary application are not adequate to use for the Conditional Use Permit application. For its entire history, Sunnymont has been dedicated to the notion of serving the "whole child" and is regarded as a leading proponent of the child-centered, developmental preschool philosophy. Children attend ITom one to four half-days per week, participating in a sensory-rich, cooperative curriculum. The daily program emphasizes hands-on learning and self-responsibility, and encompasses elements of literature, science, art, music, and social sciences. One class of eighteen to twenty-four preschoolers meets each morning and afternoon, supervised by one teacher and several parents who are trained as classroom aides. Hours of operation of the school are ITom 9:00 AM to 3:00 PM Monday through Friday and 9:00 AM to 11 :30 AM Saturdays, Sunnymont employs three part-time teachers and one additional part-time teacher/director, Adjacent uses of the property include residential housing on the eastern property line, a vacant lot on the western property line, and apartments in the rear. The new Harker Academy property lies nearby across Bucknall Road, approximately 1 block southeast of this parcel. Current square footage of the one-story building on this site is approximately 975 square feet. At this time there is no proposed renovation of the property that would modify the current exterior footprint of this building, although child-care licensing may require us to make some minor interior modifications.
