Dear Mr. Juif:
The City of Campbell Planning Division has reviewed your Pre-application (P A 97-23) for the
installation of an above ground fuel tank to be located at 720 Camden Avenue and is
supportive of conditionally approving your plans subject to the following conditions:
Planning Division:
1. The proposed above ground tank shall be 11 feet 3 inches in length, 8 feet in width and 5
feet 6 inches in height and shall be located as specified by the site plan submitted by the.
applicant on April 3, 1997. The tank shall have an aggregate look with a natural stone
color.
2. Screening slats shall be installed prior to installation of the tank in a portion of the existing
chain link fence located south of the proposed location for the above ground fuel tank as
indicated on the enclosed site plan. The slats shall be made of non-combustible material
an? shall be painted to match the color of slats currently found at the subject site.
Building Division:
1. Applicant shall comply with all Building Code requirements and obtain necessary pennits
as detennined by the Building Division.
2. All electrical installations shall confonn to NEC Section 514 for electrical supply to the
gasoline dispensers.
Public Works Department:
1. Applicant shall insure that the proposed above ground fuel tank does not conflict with any
existing easements.
Central Fire District:
1. Prior to perfonning any grading, demolition, construction or building modifications, the
applicant shall make an application to, and obtain from the Building and Fire Departments
all necessary pennits. The requirements for conditions if stated above shall be
incorporated into the project drawings submitted for the Building and Fire Department
Pennits.

This installation shall comply with the following:
1. 1995 California Fire Code (CFC), as adopted by the City of Campbell,
2. Chapter 17.06 of the Campbell Municipal Code (CMC)

Obtain approval from City of Campbell Building Department (for electrical
permit) and the City of Campbell Planning Department for this installation.

The storage of flammable/ combustible liquids in aboveground tanks outside of
buildings is permitted only in areas zoned as "Industrial" or as approved by the
Chief. Additionally tank locations relative to buildings and property lines shall
be approved by the Chief.
Note: Tank installation has been approved by the Fire Marshal.

Normal vent shall be at least as large as the fill or withdrawal connection,
whichever is larger, but not less than (1.25) inch nominal inside diameter.

Approved flame arresters shall be installed in normal vents.

5 The tanks shall not be filled in excess of (90) percent of their capacity. An
overfill prevention system shall be provided. The system shall:
1. notify the filling person that the tank is (85) percent full by providing an
audible or visual alarm, or other approved means, and
2. automatically shut off the flow of fuel to the tank at (90) percent capacity.
A sign shall be provided at the fill point which describes the filling procedure
and provides a tank calibration chart. The filling procedure shall require the
person filling the tank to determine the gallonage required to fill the tank

vehicle engines to be stopped during fueling shall be conspicuously posted
within sight of each dispenser. Conspicuous signs prohibiting simultaneous
tank filling and fuel dispensing shall be posted.
7 A portable fire extinguisher (minimum 2A:20B:C) shall be provided and located
such that it is not more than (75) feet from any pump, dispenser, or fill pipe
openIng.
S IEmergency shut down device for fuel dispenser shall be located within (75) feet
of, but not less than (25) feet from dispensers. Such device shall be labeled
"EMERGENCY FUEL SHUTDOWN DEVICE".

10 Vent pipe outlets for tanks shall be located such that vapors are released at a
safe point outside of buildings and not less than (12) feet above the adjacent
ground level.
11 Metallic fill pipes shall be designed and installed to minimize the generation of
static electricity by terminating the pipe within (6) inches of the bottom of the
tank and shall be installed to prevent excessive vibration.

12 An electrical disconnect switch shall be provided for all dispensers in
accordance with the Electrical Code. The disconnect shall be placed in the OFF
position before repairing dispensers and before closing a motor vehicle
fuel-dispensing station.
13 Weeds, grass, brush, trash and other combustibles shall be kept not less than
(10) feet from fuel storage vessels and fuel handling equipment.
14 Accurate daily inventory records shall be maintained and reconciled for each
tank for indication of possible leakage from the tanks. The records shall be kept
on site and available for review upon request and shall include records
showing, for each product, daily reconciliation between each product on hand
and the amount of product dispensed. A consistent or or accidental loss of
product shall be immediately reported to the fire department.
15 The Hazardous Materials Management Plan shall be updated. The hazardous
materials inventory statement, storage map, and separation, containment, and
monitoring page shall be updated to include the above ground tank. A
Hazardous Materials Management Plan is enclosed.
16 ¡Guard posts shall be constructed of steel not less than (4) inches thick and
concrete filled, spaced not more than (4) feet between post on center, set not less
than (3) feet deep in a concrete footing of not less than (15) inch diameter, set
with the top of the posts not less than (3) feet above ground, and
located not less than (3) feet from the tank. Note: The height of the guard post
shall be no higher than the distance between the guard post and the tank. The
,(3) foot clearance from tank has been approved by the Fire Marshal per code
Ivariance request.
