Subject: PRE2001-43 486 E. Campbell Avenue
Internet and Computer Rental Service
Dear Mr. Wen,
Thank you for your pre-application submittal for the establishment of a computer rental and internet
service at 468 E. Campbell Avenue. The property is zoned P-D (Planned Development) and designated
as a Commercial land use on the General Plan. Approval of the building was for offices.
Based upon the zoning of the property and the approved use, the Community Development Department
is not supportive of this use at this location. This determination is based upon the following factors:
1. The proposed use is similar to a retail service and lor commercial school that requires parking at
a ratio of 1 parking space for each 200 square feet of building area. This building was approved
with a parking ration of 1 parking space for each 240 square feet. Thus the site has insufficient
parking.
2. Retail spaces require accessibility per Title 24 of the 1997 Uniform Building Code. This would
require disabled access to this second floor office space.
Consequently, the proposed use is not supported at his location.
If you should have any questions regarding this determination, please contact me at (408) 866-2144.

City of Campbell
Planning Department
Dear City Planners;
I like to thank the City of Campbell and the Planning Department for an
opportunity to explain our business model we plan to bring to the community. I
mean to establish a computer hourly Service Rental business. This enterprise will
allow business travelers and local students check their E-mails, perform
educational research, or other online needs.
We look forward to opening a store at 486.E.Campbell Ave. We will
provide a place for people to experience the Internet as a social gathering
both electronically and physically. Over one hundred units of PC will be
available to customers to rent. It will provide Conferencing and other
interpersonal-related activities for an affordable hourly fee too, with forty
computers will be networked in the facility. One or two employees would preside
at business hours to keep hard and soft wares at optimum performance and
manage customer services. Inappropriate material such as
adult, racial, militia, and other illegal or less-desirable web contents
will be completely filtered out and banned, of course. We also plan to serve
bottled water and stand a soft drink vending machine; so lessening competition
with local business enterprises as regards to food and other types of beverage.
Our facility presents an exciting spot for anyone who wishes for a fast and
convenient Internet Access or a more personal level of online activities.
This facility will provide a highly social "technology center" kind of
environment. Of course this is only a brief description of what our
business have to offer Campbell. If you like a more in-depth business
layout, please feel free to contact me. I will be more than happy to
discuss the purposes and objectives of this venture. I implore the City of
Campbell to make this review a high priority and to consider this rental permit
type that best fits this category of Internet business model.
I thank you for your time, and I look forward to hearing from you.
Sincerely Yours,
Andy Wen
