Dear Mr. Kim,
Thank you for your pre-application submittal for the establishment of a Japanese restaurant in an existing
commercial building on the referenced property. This property is located in a C-1-S (Neighborhood
Commercial) Zoning District. The establishment of a restaurant use is permitted subject to a site and
architectural approval and a conditional use permit is required for a liquor license or late night
operational hours.
The project site has been vacant for a number of years and is generally in a state of disrepair.
Additionally, the site currently is not improved with site development standards associated with
commercial developments. These standards would require the following:
1. On site landscaping
2. Streetscape standard along Campbell Avenue
3.
A six foot masonry wall between the parking area and adjacent residential uses
4. Issues of the size and height of the freestanding sign
5. The architectural merits of the structure; and
6. The screening of service areas and mechanical equipment.
The submitted site plan does not indicate the square footages so a calculation regarding parking
adequacy can not be made. Typically, restaurants provide one parking space for each 3 seats and offices
provide one parking space for each 225 square feet of building area. Additionally, parking needs to be
provided for the disabled.
The Pre-Application was reviewed by the Planning Division, Building Division, Public Works
Department, and the Santa Clara County Fire Department.
In addition to the above comments, please find enclosed copies of comments and preliminary conditions
of approval from the City's Building Division, Public Works Department, and the Santa Clara County
Fire Department.

1 Review of this Developmental proposal is limited to acceptability of site access and
water supply as they pertain to fire department operations, and shall not be
construed as a substitute for formal plan review to determine compliance with
adopted model codes. Prior to performing any work the applicant shall make
application to, and receive from, the Building Department all applicable
construction permits.
2 At time of building permit application, the architect shall show compliance with the
1997 Uniform Building Code relative to exiting and any area or occupancy
separation which may be appropriate.

It is understood that the Planning Division will implement the Streetscape Standards for West
Campbell A venue.
Preliminary Title Report: Prior to issuance of any grading or building permits for the
site, the applicant shall provide a current Preliminary Title Report.
Right-of-Way for Public Street Purposes: Prior to issuance of any grading or building
permits for the site, the applicant shall cause 9 feet of additional Right-of-Way for Public
Street Purposes along the Campbell A venue frontage to accommodate a 49 foot half street
for construction of Streetscape Standards. The applicant shall cause all documents to be
prepared by a registered civil engineer/land surveyor, as necessary, for the City's review
and recordation.
Street Improvements: Prior to issuance of any grading or building permits for the site,
the applicant shall execute a street improvement agreement and shall cause plans for
public Street Improvements to be prepared by a registered civil engineer, pay fees, post
security and provide insurance necessary to obtain an encroachment permit for
construction of the public improvements, as required by the City Engineer. The plans
shall include the following:

. Removal of existing curb, gutter, sidewalk, driveway approaches, and related
improvements.
Construction of one ADA compliant driveway approach, seven foot sidewalk, ten
foot landscape strip for trees, turf, irrigation, and relateð improvements.

Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meter(s) and
Sewer Cleanout(s) shall be installed on private property behind the public right-of-way
line.
Utility Installation Plan: Prior to issuance of building permits for the site, the applicant
shall submit a Utility Installation Coordination Plan and Schedule for approval by the City
Engineer for installation of street improvements and/or abandonment of all utilities.
Streets which have been resurfaced within the previous 5 years will require boring and
jacking for all new utility installations. Applicant shall also prepare pavement restoration
plans for approval by the City Engineer prior to any utility installation or abandonment.
Grading and Drainage Plan: Prior to issuance of any grading or building permits for the
site, the applicant shall conduct hydrology studies based on a 10 year storm frequency,
prepare an engineered Grading and Drainage Plan, and pay fees required to obtain
necessary grading permits. The plans shall comply with the 1994 edition of the UBC
including Chapters 18, 33, and Appendix Chapter 33.
Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site,
the applicant shall pay the required Storm Drain Area fee which is $1,556.00.
Storm Water Pollution Prevention Measures: Prior to issuance of any grading or
building permits, the applicant shall comply with the National Pollution Discharge
Elimination System (NPDES) permitting requirements and the California Storm Water
Best Management Practices handbook prepared by the Storm Water Quality Task Force,
Santa Clara Valley Water District and the City of Campbell Municipal Code regarding
Storm Water Pollution Prevention.
Site Plan: The applicant shall submit a complete and accurate Site Plan in accordance
with the Planning Division's checklist.

Dear Mr. Pinther:
The Community Development Department has received your letter dated March 30, 1997 requesting
infonnation regarding the re-use of the above-mentioned property as a restaurant use. The above-
mentioned property is located in a C-1-S (Neighborhood Commercial) zoning district which allows
restaurants "excluding fast-food or drive-in establishments, dancing and entertainment and the sale of
alcoholic beverages". Fast food or drive-in restaurants, live entertainment and/or dancing, sale of
alcoholic beverages and late night operating hours after 11 :00 p.m. and before 6:00 a.m. would require
approval of a Conditional Use Pennit. Although the site previously had Use Pennit approvals for live
entertainment and dancing and for sale of alcoholic beverages, these Use Pennit approvals became void
once the approved uses were discontinued for a period of one year or more.
In addition to the above-mentioned Use Pennit requirements, the site may also likely require approval
of a new Site and Architectural Review Pennit should the character of the building or site change or
should an addition be proposed. This would require that the site be subject to meet current development
standards, including current parking and landscaping requirements. This particular site would also be
subject to the requirements of the City's Streetscape standards should the project entail remodeling of
25% of the square footage of the existing building, addition of 25% of new square footage, and/or
alteration of over 50% of the length of the facade of the building.
Please find enclosed for your reference a copy of the City's C-1 (Neighborhood Commercial) zoning
ordinance, Conditional Use Pennit and Site and Architectural Review brochures and applications,
parking regulations, landscaping requirements and the City's Streetscape requirements. Prior to the
submission of applications, the City will also require that applicants undergo a Pre-application process
which entails preliminary review of the applicant's plans.
