A preliminary review of your proposal indicated that all setback requirements have been met as well as lot coverage and floor-to-area ratios. As part of the review of your official building plans, we will also check to see that the proposed building materials and style match that of the existing house. The only concern that would arise over a detached building such as this is that it would not be difficult to convert the building into an additional living unit, given that all the electrical and plumbing equipment (as well as a such amenities as a fireplace and a covered porch) would be in place. It is easy to see that with the current house being relatively small, the detached garage and recreation room provide space for parking and storage that is not present in the main house. However, if you decide at any point to enlarge the main house, it is possible that the City will ask for the filing of a deed restriction on the property to ensure that the detached structure not be converted into a separate living space that can be utilized for sleeping purposes or contain any appliances for cooking. The minimum lot size required for a secondary living unit on a single-family property is 12,000 square feet. Since this lot does not meet the minimum requirement, a secondary unit would not be permitted. Aside from that issue, the Planning Division does not have any other comments regarding this proposal. Please find enclosed Preliminary Comments from the Building Division and the Department of Public Works. Please be aware that building codes are changing constantly; plans submitted for building permit shall comply with the code in effect at that time. Submit permit application together with required documents to the Building Inspection Division to obtain a building permit. No construction can be commenced without an appropriate building permit. It is recommended that this item be forwarded to the Planning Commission for Approval, with the following conditions. TO THE SA TISF ACTION OF THE BUILDING DIVISION MANAGER/BUILDING OFFICIAL: 1. PERMITS REQUIRED: A building permit application shall be required for the proposed new structure. The building permit shall include ElectricallPlumbinglMechanical fees when such work is part of the permit. 2. CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover sheet of construction plans submitted for building permit. 3. SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall be 24 in. X 36 in. 4. SITE PLAN: Application for building permit shall include a competent site plan that identifies property and proposed structures with dimensions and elevations as appropriate. Site plan shall also include site drainage details. 5. FOUNDATION INSPECTIONS: A pad certificate prepared by a licensed civil engineer or land surveyor shall be submitted to the project building inspector upon foundation inspection. This certificate shall certify compliance with the recommendations as specified in the soils report and the building pad elevation and on-site retaining wall locations and elevations are prepared ~ . . .-.. , r' according to approved plans. SPECIAL INSPECTIONS: When a special inspection is required by U.B.c. Section 1701, the architect or engineer of record shall prepare an inspection program that shall be submitted to the Building Official for approval prior to issuance of the building permits, in accordance with u.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the Building Inspection Division Counter. 7. The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is available at the Building Division service counter. 8. Right-of-Wav for Public Street Purposes: Prior to issuance of any grading or building permits for the site, the applicant shall cause additional Right-of-Way to be granted for Public Street Purposes along the Peggy Avenue frontage to accommodate a 25 foot half street. Utility Installation Plan: Prior to issuance of building permits for the site, the applicant shall submit a Utility Installation Coordination Plan and Schedule for approval by the City Engineer for installation of street improvements and/or abandonment of all utilities, Streets which have been resurfaced within the previous 5 years will require boring and jacking for all new utility installations. Applicant shall also prepare pavement restoration plans for approval by the City Engineer prior to any utility installation or abandonment. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the applicant shall pay the required Storm Drain Area fee which is $2,000 per acre, Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution Discharge Elimination System (NPDES) permitting requirements and the California Storm Water Best Management Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley Water District and the City of Campbell Municipal Code regarding Storm Water Pollution Prevention.
