The plans were distributed to the City's Public Works Department, Building Division, Planning Division, and County Fire Department. Below, please find comments from the Planning Division and the other comments are attached. Zonin2 The project site is zoned R-3-S (Multiple-Family Residential). The General Plan designation is Commercial. The proposed use is consistent with the zoning and general plan designation. The proposed project will require a Site and Architecture Review Permit, which is approved by the Planning Commission at a public hearing. Site Plan The site plan submitted will need to meet the requirements as stated on the Site and Architectural Permit checklist. Parkin!! If feasible, place the two new parking spaces behind the building instead of in the front yard area. In the front yard area, the spaces are awkward and difficult to back out of. If they must stay in the front due to site constraints, revise these two spaces so that they are closer to the existing driveway and do not remove as much landscaped area. Landscapin2 As part of the Site and Architectural permit application, the applicant shall submit streetscape, landscape, and irrigation plans that indicate enhancements to the existing landscaped areas. These landscape and irrigation plans should be prepared consistent with the Water Efficient Landscape Standards (WELS), the Tree Preservation Ordinance, and the Public Works Department requirements as atta~hed. Bundin!! Desi!!nlSite Layout Please consider the following changes to the Union Avenue building frontage: 1. Introduce an architectural element that adds interest to the streetside elevation. The brick, currently on sides of the front entry only, would also serve to enhance the front elevation. These comments are intended as preliminary only. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution Discharge Elimination System (NPDES) permitting requirements and the California Storm Water Best Management Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley Water District and the City of Campbell Municipal Code regarding Storm Water Pollution Prevention. This proposed scope of improvement to the subject property addresses the following: 1) An upgrade to the building façade fronting on Union Street Design changes include: A) An alteration to the existing roof profile by the addition of three types of plant-on gabled dormers - one centrally located pitched roof over the administration office and two alternating sized roofs along the south side of the building. B) Removal of the exterior horizontal plumbing chase between the first and second stories. Substitution with minimal-thickness horizontal trim. C) Removal of the exterior faux balcony-skirts below each window. D) Replacement of the existing solid wood office entry door with a glass door. E) A change in color scheme to muted warm earth tones. There will be an intermittent increase in height of about 2 feet at the ridge of the plant-on gabled dormers, for a total building height of approximately 22 % feet. The vertical wood siding design is to remain, with extensions matching the existing. The front (and rear) windowed walls of the office and two brick veneer return walls on either side are to remain as existing. All windows and trim are to remain. 2) Additional on-site parking at the frontage. Site modifications include: A) Increasing the width of the existing access/egress driveway at the intersection of Union Street, extending the curb-cut and installing a new compliant handicap-accessible curb. B) Adding a turn-out from the existing access driveway to accommodate paved and lined 90° parking for two vehicles. C) Adding flatwork from the new parking area to the existing concrete entry walk. D) Relocating site lighting to include a standing flood lamp for the new parking area. E) Re-Iandscaping to include a planting strip between the new parking area and the existing municipal sidewalk, as well as a general upgrade in planting throughout the frontage. . F) A free-standing monument sign near the parking area, displaying the name and address of the complex.
