Pre-Application (PRE2000-0S) - 1614 Walters Avenue
Dear Mr. Little:
The Planning Division has reviewed your Pre-application (pRE2000-0S) for the proposed
residential addition at 1614 Walters Avenue. The subject property is located in an R-1-9
(single-family residential, 9,000 square foot minimum lot size) zoning district within the San
Tomas Area Neighborhood. Upon review of your plans, the Planning Division requests that
additional revisions be made to your plans to provide better consistency with the development
standards and design guidelines of the San Tomas Area Neighborhood Plan (ST ANP). The
following is a list of requested revisions:
1. Please provide an accurate site plan that indicates the correct property dimensions. The
dimensions shown on the site plan indicate the dimensions to the center line of the
street. Although this information is also required, the Planning Division also requests
that dimensions from the property line also be indicated on the plans. The lines
indicating the approximate edge of Walters Avenue and York Avenue do not appear to
be the correct locations of the property lines. Upon review of the County Assessor's
Map, it appears that the property lines are approximately 20 feet from the center line of
the streets.
2. Please modify the site plan indicating the correct setbacks. If the property line from
York Avenue is approximately 20 feet from the center line of the street, it appears that
the side yard setback along York Avenue is only 10 feet. The required side yard
setback along street sides is a minimum of 12 feet.
3. The project summary does not indicate the net lot area. The site area which is
indicated on the plan is the gross lot area to the center line of the street. Please also
include the net lot area and provide lot coverage and floor area ratio calculations based
upon the net lot area.
4. Upon review of the elevations, the design of the residence is not consistent with the
design policies of the STANP. The STANP policies indicate that vertical elements

that emphasize the height of the residence should not be encouraged. The front
elevation of the house accentuates the height of the residence with the vertical design
of the two-story bay window section of the house. In addition, it appears that other
windows on the right-hand side of the two-story bay window section do not serve any
particular purpose other than to accentuate a two-story appearance. Please modify your
plans in accordance with the guidelines of the 8T ANP, which is included with this
letter.
5. Please indicate if any trees are to be removed in conjunction with this application. If
any trees are to be removed, please indicate on the site plan the type, size and location
of such trees.
