I ha e completed my research of the items we discussed last week by going through
all 0 the records (back to 1969) on file at the Planning Division for the PruneYard
Sho ping Center. My findings are as follows:
. The existing Wells Fargo ATM can sign was approved in June 1998 with
the dimensions of 10' by 1'-2". This conforms to the Sign Program
approved in August 1996 which permits each tenant to have one (1) can
I sign measuring a maximum of 10' by 1'-4".

I . The existing Bank of America ATM can sign was approved in March 2000
with the dimensions of 8' by 1'-0". The sign cabinet and retainer were
required to match the existing center colors.
. There were no sign permit approvals in our files for the Trudy's Bride's
signs, so there is no explanation as to why they have 2 signs. In all
likelihood it's because they merged 2 tenant spaces and took over the sign
of the second tenant space (Julie mentioned this merging last week).
. There are no records of any arcade signs being approved in our files. The
only mention of them I could find was a letter from August 1998 in
response to a sign permit application for the Bank of America which
denied their request for an arcade sign because "the type of sign
submitted (an arcade/suspended sign) is inconsistent with the sign
program approved for the PruneYard Shopping Center."

Associates to allow three new freestanding signs and a sign program for the Pruneyard
Shopping Center located at 1875 S. Bascom Avenue in a C-2 (General Commercial) zoning
district.

1. Take an action approving three new on-site freestanding signs and signage program subject to the attached
fmdings and conditions of approval.
EN ONMENTAL DETERMINATION
The pr posed sign application is Categorically Exempt under Section 15311 (a), Class 11 ofCEQA; therefore no
further environmental action is required.

A lie nt's Pro osal and Back round: The existing signs on site are
locate within the new sidewalk as a result of installing the new streetscape
for B com Avenue. These signs must be relocated so that safe access is
provid d in the public areas around the perimeter of the site. The site
provid s approximate one thousand linear feet of public frontage on each
street ith access to the center. The applicant previously proposed to
relocat d these signs and to create a new design for these signs. The
Planni g Commission approved the new freestanding signs on July 25th
1995. e applicant now proposes to provide a new design for these signs.
Additi nally, the applicant is presenting a signage program to coordinate all
new si age on-site as required with the conditions of approval for the
overall project/site remodel.
Existing Freestanding Sign
All three existing freestanding pylon signs are currently legal non-
conforming signs based on the sign ordinance. The ordinance calls
for a height limit of 14 feet to the top of a sign. Any change to a
legal non-conforming sign requires the applicant to either modify the
sign to comply with current sign ordinance standards or seek
approval of an exception to the sign ordinance.

Freest nding Signs
Each 0 the major freestanding signs on site will be replaced by the design currently being proposed by the applicant.
Additi nally, all signs on site will be of a consistent architectural theme. This includes all tenant signs under the roof
line, a 1 directional signs, directory signs, and modifications to the existing monument signs for Wells Fargo and
Marsh lI's which are also legal non-conforming signs. The complete "family" of signs proposed for the center is
enclos d with the staff report for your review. As with the previous sign approval, the name of the anchor tenant for
the ce ter, Barnes & Noble, will be placed on the freestanding signs.
Si esi: The signs are proposed to consist of a metal cabinet coated with a textured material to blend with the
stucco texture of the new tenant buildings. The signs will be the same size as the existing freestanding signs and in
appro imately the same location. The main sign for the center will be relocated 30-feet to the north on Bascom
Avenu . The main body of the signs will be plum. The Pruneyard will be in yellow-gold letters on a rust/terra cotta
cabine mounted vertically, and two black faced tenant panels. Above the panels will be the tree Prune tree logo for
the ce ter. The overall height of each structure will not be increased or decreased from existing conditions.
Bank of America - Approved Wall Sign
The n Bank of America building has approval for a
wall ign and a freestanding monument sign as
permi ed under the sign ordinance. The applicant is
reques ing four additional wall signs for the remaining
wall e evations of the new building. The specific
signs þroposed by the applicant for the Bank of
Ameri~a building are attached for the Planning
comm~sions' review. The following table

The b ilding is located at the intersection of two streets. Comer buildings are allowed to have two walls signs or a
wall si and a freestanding sign. The applicant is proposing to install four additional wall signs consisting of the
Bank f America logo, "Versateller" and "Bank of America". The applicant has submitted a site plan and elevation
dra . gs indicating the exact locations of these signs for the Planning Commissions' review. Although the applicant
is req*sting additional wall signs which in themselves are not obtrusive, staff is unable to make all the required
fmdin~s to recommend approval of an exception to the sign ordinance. However, under the sign ordinance the
Plannipg Commission can approve larger or additional wall signs if it feels that the request is consistent with the
intent ~fthe sign ordinance or is necessary in this situation.

Sign P ogram
The si n ordinance does not identify specific criteria for a sign program. However, design review of a sign program
seeks t establish a framework within with in which all subsequent signs, once established, comply with the criteria
establi hed. Typical criteria that staff considers in reviewing sign programs is to ensure that all signs must meet
overhe d clearance standards per local and state codes, should be architecturally consistent throughout the site and
provid identification unique to the shopping center or site.
