Mod to Site and Arch - 1994 Planning February 25, 1994 NOTICE OF HEARING Notice is hereby given that the Planning Commission of the City of Campbell has set the time of 7:30 p.m., or shortly thereafter, on Tuesday, March 8, 1994, in the City Hall Council Chambers, 70 North First Street, Campbell, California, to consider the request of Ms. Diane Waters, on behalf of Monighan & Associates Architects, for approval of a Modification to a previously-approved site plan allowing the expansion of a parking area on property located at 1920 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Interested persons may appear and be heard at this hearing. Please be advised that if you challenge the nature of the above project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this Notice, or in written correspondence delivered to the City of Campbell Planning Commission at, or prior to , the public hearing. Date: March 8, 1993 RECEIVED MAR 08 1993 ---------------------------------------------------------- I have reviewed the letter you drafted to Tower Records and ask that you replace paragraph 1 with the following. I have also made a minor change to the introductory paragraph. As we discussed last week regarding inter-dept. coordination and maintaining a single contact for developers, please do not refer Tower Records directly to Gary. Please have their resubmittal come to Planning as the lead department and Engineering will work with Planning on the application. The median island improvements on Bascom Avenue were designed by City staff with a number of specific pedestrian/traffic safety and residential/commercial access objectives in mind. These objectives were represented at the four Bascom Avenue Improvement Project community meetings held by City staff. The community's input was received and incorporated into the design to the extent possible without sacrificing the safety objectives. As you are aware, the design was approved by the City Council at the Feb. 2, 1993 Council meeting. These objectives include: 1. - . .-. * Prohibit pedestrians from crossing Bascom Ave. in the middle of the block to encourage use of the signals at Campbell Ave or the north Pruneyard driveway. This is achieved in the current design by locating the median opening far enough south that nothing is gained in terms of distance or time by crossing at mid block unprotected. It is the City's intent to design the median in front of Tower Records with landscaping and fencing so that pedestrian crossings are essentially impossible. * Provide additional equal street access to ALL businesses in that block of Bascom Ave. via a median opening between the signals at Campbell Ave. and north Pruneyard driveway. The current access for vehicles southbound is via the signal at Campbell Avenue. The existing proposed location of the median opening allows for street access for all businesses in the block. * Do not promote additional traffic on the residential side streets. This was accomplished by not locating the median opening at either McBain Ave. or Fewtrell Dr. Page 2 Tower Records - Median Design An additional objective of the Bascom Avenue Improvement Project was to receive and incorporate community input to the maximum extent possible to achieve a project that meets the objectives of the City and the community. The City feels this has been achieved through the community process that was undertaken and we would not be comfortable making significant changes to the design, which has been adopted by City Council, in order to satisfy the desires of a single business. However, if you feel you have a design proposal which meets the City and community objectives outlined above, and you are willing to undertake a community process to show that the community, and specifically the adjacent businesses, support your proposed design change, then the City will consider it. Bascom Avenue Dear Ms. Waters: The Planning Department has reviewed your preliminary parking lot layout and your request to relocate the left turn movement proposed on South Bascom A venue. Based upon this review and discussions with the Engineering Division of our Public Works Department, a number of concerns are raised. Additionally, further information is necessary to adequately review such a proposal. The following concerns are in response to your initial submittal: 1. The Traffic Engineer has requested that an origin/destination study be provided for the Tower Records store, an analysis of the potential for parking linkage situations between neighboring retail uses and an analysis of the bus stop (transit) locations within the vicinity be provided in a design proposal. 2. The Planning Department would recommend that the parking lot layout be reviewed further in light of requirements to provide landscaping buffer along adjacent residential uses, a boulevard treatment along the South Bascom A venue frontage, and improved pedestrian access and walkways through the parking area. 3. The Planning Department would encourage that the project be reviewed or considered a phase of a larger master plan for the eventual development or expansion of the Tower Records store and CITY OF CAMPBEll Ms. Diane Waters Re: Parking Lot Modifications March 8, 1993 Page 3 4. Recommends that the proposed circulation take into consideration the circulation patterns of adjacent commercial developments. It appears that the proposed driveway is duplicating the driveway adjacent to the existing Der Wienerschnitzel restaurant. Perhaps, a further review of the parking lot layout would conclude that one driveway can be provided to service both of these developments. I have enclosed a copy of an aerial photo and the median treatment layout as proposed by the Public Works Department. The neighboring property owners should be consulted to obtain concurrence of a revised circulation pattern for their properties.
