Sahadi Application of Fred Sahadi for approval of site plans for a thirty acre commercial development on property located at the northwest corner of Campbell and Bascom Avenues in a C-2-5 Zoning District. STAFF RECOMMENDATION: Approval subject to the following conditions: 1. 2. 3. 4. Architectural plans indicating dimensions and heights of buildings, construction materials, and proposed uses shall be approved for. each phase of development by the Planning Commission. Proposed variations from the approved overall site plan shall require reconsideration of the total site plan by the Planning Commission. Approval of a parking ratio for each use classification as listed below: a) Retail commercial - one parking space for each 182 square feet of gross floor area after 10% has been deducted for non-public uses such as storage, passageways, mechanical utility space, etc. b) Offices - one parking space for each 360 square feet of gross floor area. c) Restaurant - the same ratio as other retail commercial uses, provided that the use does not exceed 10% of the gross floor area of the retail commercial center, and further provided that if the restaurant use is in excess of 10%, parking shall be provided by a ratio of one (1) parking space for each three (3) seats or one (1) parking space for each 45 square feet of floor area useable for seating purposes. Theater - that the theater be considered and approved as a dual use in relation to the overall site layout; provided, however, that if the theater is constructed prior to the office complex, parking shall be provided in accordance with ordinance requirements. d) Plans for fencing and landscaping, including the location of hose bibs, sprinkler system and types of fencing shall be sub- mitted for approval of Planning Director at the time of appli- cation for building permits for each phase of development. A faithful performartce bond shall be posted with each phase of de~elopment to insure lanðscaping~ fencihg and striping of' parking areas within th,ree {3) months of cO1l1pletion of construction. The amount ef the bond shall be determined with each phase of development. STAFF DISCUSSION: " " In the Staff's opinion the overall layout of the site is acceptable. The on-site vehicular circulation pattern has been reviewed with the City Engineer and in the Staff's opinion seems to be workable in relation to traffic patterns on Campb~¡l and Bascom Avenues. The on-site circulation pattern also has a good relationship to the pedestrian walkways in retail shopping areas. Due to the size and magnitude of the proposed development, the Staff has recommended that each phase of the development come before the Planning Commission fÐr approval of elevations and that each phase develop in accordqnce with the approved parking ratio. The parking ratios r~commende~ by Staff are based on: 1) ~~~~:i~:lC::~i~~:nò~;n5la;dP~~~i~lu~:~~i~~~â~~~r~ÓI965. Parking in the C~tx Center, Wi¡bur Smith Associates, May, 1965. 2) 3) A survey of parking requirements of six nearby cities, October, 1968, regarding commercial and office parking requirements. 4) A review óf some nearby office developments which have been cO1\structed \i1\'<Ìèr regulations less stringeRt than those indicated in the Staff Recommendation.
