Campbell Avenue located on the northwest corner of S. Bascom and E. Campbell Avenues. lC 68-l5 Chairman Klein called on Secretary Kee for his comments. Secretary Kee stated the Staff recommended approval, subject to the "01/ Overlay Zoning District reguJ ations becoming final. The zone change would provide zoning under which the 18 story office building could be permitted. An application for a special development permit also appears on the agenda. The effective date of the "0" Overlay regulations would be .January 2, 1969. Chairman Klein questioned whether there would be any problems in proceeding with the hearing before the effective date of the Overlay Ordinance, and Mr. Bonacina advised approval would be subject to the ordinance becoming effective. Chairman Klein declared the public hearing open and asked if anyone wished to speak in favor of the application. Mr. Fred Sahadi, applicant, stated h~ would be glad to answer any questions the Commissioners might have. Commissioner Grim asked what type of zoning Mr. Sahadi received for the corner of Bascom and Campbell Avenues and Mr. Sahadi informed him the whole parcel had been zoned C-2-S since 1958. He had not asked for rezoning. He had previously received approval of a use permit for a service station on the property at Bascom and Campbell Avenues. Secretary Keè stated the site plan for the entire center was recently before the Planning Commission and involved the shopping layout, the circulation and parking and location of various structures. No service station was indicated. One condition of approval was that each phase of construction would come back before the Commission. Secretary Kee stated the main purpose of the proposed change is to provide zoning under which an 18 story building may be permitted with approval of a special development permit. -13- Mr. Sahadi stated that they had included, a larger portion of the property than was necessary for parking by the previous approval so they would have leeway in shifting the area required for parking. He stated that soil testing has been completeð for the four corners of the building and they do not propose to change the location of the building. Chairmal1 Klein asked if there were other proponents or opponents to speak on behalf of the application. Commissioner Scott moved the hearing be closed, seconded by Commissioner Healey and unanimously adopted. (See Map # 7 attached) STAFF RECOMMENDATION: Approval, subject to the "0" Overlay Zoning District regulations becoming final. STAFF DISCUSSION: The applicant proposes to establish an overlay zone over an existing C-2 zone and to remove the existing "S" district regulations. The main purpose of the proposed change is to provide zoning under which an 18 story office building may be permitted with approval of a special development permit. An application for the special develop- ment permit appears on this agenda. It should also be noted that the overlay district regulations will not become effective until January 2, 1969.
