1. Approved Proiect: Approval is granted for a Site and Architectural Review Permit (PLN2003-110) to
allow the exterior remodel of an existing gasoline service station and a Sign Application (PLN 2003-
109) on property located at 2029 S. Bascom A venue. The site, building, and landscaping design shall
substantially conform to the project exhibits listed below, except as may be modified by the Conditions
of Approval herein:
a. Set of plans prepared by ARC, Inc. Architects, revised November 11, 2003, including
building elevations, site plan, and a signage plan consisting of nine sheets.
2, Site and Architectural Review Permits Approval Expiration: Within one year from the date of
approval, a building permit must be obtained and construction completed one year thereafter or the Site
and Architectural Review Permit approvals shall be void.
3. Fencing: Any existing or proposed fencing shall comply with Section 21.59.090 of the Campbell
Municipal Code,
4, Signing: This Sign Permit has been approved subject to the following conditions of approval:
a. The applicant shall obtain a demolition permit for removal of the building signage and monument

b. The applicant shall obtain any necessary building or electrical permits from the Building Division
prior to sign installation.
c. The proposed wall and freestanding signs shall be fabricated and installed per the approved plans dated
as approved on November 17,2003.
d. The sign shall be maintained in good condition at all times and shall be repaired or replaced as
necessary.

7. Mechanical Equipment: All roof mounted and ground mounted equipment shall be screened with
architecturally compatible materials, subject to approval by the Community Development Director,
prior to the issuance of building permits,
8. Utilities: All new on-site Utilities shall be installed underground per Section 20.36,150 of the
Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall comply
with all plan submittals, permitting, and fee requirements of the serving utility companies.
9, Operational Hours: Operational hours shall be limited to 7 a.m. to 11 p.m. daily for both gasoline and
repair uses, unless a conditional Use Permit is obtained from the Planning Commission for late night
operations.
Buildine Division
10, Permits Required: A building permit application shall be required for each proposed new structure.
The building permit shall include Electrical/PlumbinglMechanical fees when such work is part of the
permi t.
11, Construction Plans: The Conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
12, Size of Plans: The maximum size of construction plans submitted for building permits shall be 24
inches by 36 inches.
13. Plan Preparation: This project requires plans prepared under the direction and oversight of a California
Licensed Engineer or Architect. Plans submitted for building permits shall be "wet stamped" and
signed by the qualifying professional person,
14, Site Plan: Application for building permit shall include a competent site plan that identifies property
and proposed structures with dimensions and elevations as appropriate. Site plan shall also include site
drainage details. Site address and parcel numbers shall also be clearly called out.. Site parking and
path of travel to public sidewalks shall be detailed.
15, Title 24 Energv compliance: California Title 24 Energy Standards Compliance forms shall be blue-
lined on the construction plans, Compliance with the Standards shall be demonstrated for conditioning
of the building envelope and lighting of the building.
16. Special Inspections: When a special inspection is required by U.B.C. Section 1701, the architect or
engineer of record shall prepare an inspection program that shall be submitted to the Building Official
for approval prior to issuance of the building permits, in accordance with UB.C Section 106,3.5.
Please obtain City of Campbell, Special Inspection forms from the Building Inspection Division
Counter.
17. Non-Point Source Pollution Control: The City of Campbell, standard Santa Clara Valley Non-point
Source Pollution Control Program specification sheet shall be part of plan submittal. The specification
sheet (size 24" by 36") is available at the Building Division service counter.

18. Title 24 Accessibilitv - Commercial: On site general path of travel shall comply with the latest
California Title 24 Accessibility Standards. Work shall include but not be limited to accessibility to
building entrances from parking facilities and sidewalks. Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on submitted

The station located at 1530 Campbell Avenue is owned by Shell. Equilon Enterprises is wholly owned by
Shell Oil Products Company. Equilon Enterprises is an operating name used to define a Joint Venture
between Shell and Texaco that started in 1998. The Joint Venture was resolved in 2002 and Shell took
ownership of all assets.

SHELL RENOVATION NARRATIVE
Shell has recently embarked on a nationwide program to convert their gray and yellow
Shell Retail Gasoline Stations image to their international image standard. The
international image standard, known as RVI (Retail Visual Identity), has been designed
to embody the core values of the Shell brand in a modern and welcoming design
resulting in a retail environment that is warm, friendly and inviting.
The functional benefits of Shell's RVI include, for example, the design of signs that
communicate information clearly and lighting that provides illumination for safety and
visibility. One of the emotional benefits of RVI design is that it creates a clean and
comfortable environment - an ambience that is more "retail" and less "industrial".
Shell is in the process of upgrading all Shell branded sites over the next few years and
they are very excited about the positive effect these upgrades will have on their
customers and the communities they serve. The conversions of their facilities will
include painting, general maintenance, and signage that will considerably improve the
facilities' appearances.

Dear Mr. Duttamel:
Thank you for your Site and Architectural Review Permit/Sign Program application submitted on August
15,2003, for the remodel of the Shell gasoline service station at 2029 S. Bascom Avenue.
Your application was distributed to the City's Development Review Committee. The Committee, which
consists of the Fire Department, Building Division, Planning Division and Public Works Department,
reviewed the application for completeness and compliance with the City's Zoning Code and General Plan.
The Planning Division has prepared comments that are included herein. The other departments did not
have comments at this time.
DesieD
The project site is located within the Site and Architectural Design Review Area and subject to the
development policies of the General Plan. Development requirements for this area are intended to enhance
the character, stability, and integrity of the business districts and to assure high quality architectural design
and optimum site design, The City recently adopted a General Plan Update, which states clearly that
generic "corporate architecture is discouraged." Corporate architecture is more difficult to blend with
existing development and becomes dated quickly. Development projects are required to be compatible with
surrounding development, which can be achieved through careful attention to scale, materials, colors,
building form, and design details.
The proposed Shell station remodel does not blend with the surrounding architecture and the canopy
design does not complement the main building design. Your design should include features, colors, or
materials that complement the surrounding buildings. The retention of the sloped red tile roof material is
an important characteristic of this site and neighborhood. The Planning Division is not supportive of the
proposed projects since it does not meet the City's design requirements and is not consistent with the
City's General Plan in regards to corporate architecture.

Simaee
The proposed remodel involves the addition and reconfiguration of signage. The City considers the entire
yellow and red fascia panel and dispenser spandrels to be signage since they are designated Shell colors
that reflect the corporate identity. Additional sign age requires the approval of a Sign Exception under a
separate application. The City is not supportive of additional signage beyond what is permitted for service
stations in the Sign Ordinance, which consists of only:
1. One wall sign per business, mounted parallel to the building. Any illumination shall be provided by
interior lights or reflectors concealed in shrubbery or decorative structures. Such illumination shall
not cause glare on surrounding streets or adjacent property.
2. One freestanding sign for each parcel. The maximum height of a freestanding sign shall be fourteen
feet above ground.
3. A maximum of two readerboard signs, not to exceed sixteen square feet each, to be attached to an
approved freestanding sign, the building, the canopy or secured to the property;
Generally, the proposed sign program exceeds the number and area standards of the sign ordinance.

If any new lighting is proposed with the remodel, it should be as minimal as possible. A photometric
lighting plan must be provided. The City will not be supportive of metal halide lighting that spills light off
the property, causes glare, or uses excessive amounts of energy. The lighting should be fully shielded and
carefully installed to maximize their effectiveness on the site and minimize their adverse impacts beyond
the site.

existing trees with a trunk diameter larger than four inches to be removed/retained. Indicate the
trunk diameter, tree drip line and tree type.
3. Fencing, including retaining walls, existing and/or proposed to be shown (type, height, and
materials). The stations must have a masonry wall a minimum of six feet in height on abutting
property lines. Existing fencing that does not meet this standard shall be upgraded to meet the
standards.
4. Provide location and uses of buildings on adjacent properties. Describe the height, setbacks and
type of structures on adjacent properties

Your application has been deemed incomplete and will not be placed on the Planning Commission agenda
