Each application addresse the of the conditions listed in the homeowners' agreements with the builders, Barry Swenson and the Andarch Associates. The following conditions are evident in the approved plans and agreemen with Andarch, dated July 28, 1987 - (S 88-20): 1. Dedicate rear landscape strip as an easement. Yes, 20 foot wide easement separates the residential and office use is implemented on plan. 2. No windows or decks on the rear of the building. No decks present and windows are green glazed glass and angle so as not to allow direct visibility of the residential properties on White Oaks. 3. Secure the parking area. A wrought iron security gate at the Bascom Avenue entrance is included on the plans. 4. Construct the two single-family residences on White Oaks at the sam time as the office building. Homes have been constructed. 5. Construct an 8 foot solid fence for sound control and security. The plan specifies a solid pre-cast wall located along the entire perimeter of the project. 6. The letter of agreement, dated December 9, 1988, between Barry Swenson and the White Oaks Homeowners' Association, additional conditions that were specified include: 1. Landscaping in front of the aforementioned homes will be completed with the construction of said homes. Landscaping has not been installed at this time - not required for R-1 properties. 2. Twelve foot high trees will be planted along the back boundary of the commercial project to create a buffer between the residential area. Principal Planner Stafford reviewed the Staff Report Discussion and Recommendation. Commissioner Perrine reviewed the considerations of the Architectural and Site Review Commit- tee; the Committee recommended a revised Condition of Approval 7. Chairperson Olszewski noted that a parking shortage existed at this site; he was concerned that the City's parking requirements were inadequate for this medical use and parking would spill over into the residential area. A minor reduction in the number of physicians may not address the problem. Planning Director Piasecki responded that this item was discussed at Architectural and Site Review Committee; they asked that any change of substance which may impact the parking ratios be reviewed by the Planning Commission. Chairperson Olszewski added that he had difficulty basing the parking ratio on the number of physicians; a number of medical/dental assistants had their own patient load who required parking. He asked that the basis for establishing the parking ratio be reviewed separate from this Item. Commissioner Perrine added that the out-patient operating theaters were going to be customized which would not lend itself to use by several doctors; furthermore, consideration had been given by the Architectural and Site Review Committee to the fact that the number of physicians was being. reduced slightly. The Public Hearing was opened. Mr. Jerry Rehn, Representing the Applicants, stated that the average square foota~e per physici~n was 1815 sq. ft. The medical specialities practiced at this center were low traffic generator~; In addition, the anesthetist did not have his own patients and cardiac surgeons saw very few patIents outside the hospital. Only the dermatologists were considered to be a high traffic generator. MIS Meyer, Perrine That the public hearing on M 89-13 (S 88-20) be closed carried unanimously (7.0). Bascom Ave. in a P-O (Professional Office) Zoning District. STAFF RECOMMENDATION That the Planning Commission take the following actions: 1. ADOPT the attached FINDINGS. 2. APPROVE the requested MODIFICATIONS, subject to the attached conditions. DISCUSSION Background: The Planning Commission, at its meeting of August 22, 1989, continued the consideration of this request so that the applicant could submit revised plans addressing the following concerns: 1. 2. The provision of additional parking spaces. The provision of a clere-story element on the building. A copy of the previous Staff Report of August 22, 1989, and the minutes of that meeting are attached for the Commission's review. Revised Plans: The applicant, at this time, has submitted a revised proposal for this project indicating an increase from 114 parking spaces to 116 parking spaces for the proposed office building and a provision of a roof screening element, similar to the clere-story element, previously approved by the Planning Commission. The submitted plans, additionally, provide an indication of the proposed sight lines for the clere-story element. These sight lines generally indicate that the clere-story element is not a highly visible portion of the building except from a significant distance away. Provided Parking: As previously discussed, the revised plan indicates the provision of 116 parking spaces for this use. The applicant has indicated the proposed facility is to accommodate 15 physicians rather than the 18 as previously indicated. Based upon an ordinance requirement of 6 parking spaces per doctor, the ordinance would require the provision of 90 parking stalls for this use. Staff considers the provided parking adequate for the for proposed use. Clere-Story Element: Regarding the clere-story element, as discussed in the previous Staff Report, the applicant has reduced the size of the clere-story element for this building due to structural complications. The revised plan indicates the provision of a roof screening element similar to that of the clere-story element and providing a similar architectural relief on the roof of the building. M 89-13 - 2 - September 12, 1989 Staff is of the opinion that due to the limited visibility of this element on the building, the proposed changes are not a significant detriment to the original building design. Building Usage: The applicant has indicated that typical square footage areas for each of the doctors is substantially larger than typical medical practice facilities. The applicant has indicated that a typical medical practice usually has a square footage of approximately 1500 to 1800 square feet per doctor. The proposed building has an average square footage of 4500 square feet per doctor and providing both operating rooms as well as office and suite rooms. A review of the proposed tenant makeup is enclosed for the Commission's review. Planner II Tim Haley presented the Staff Report, dated August 22, 1989, and indicated the modifications which staff considers significant, noting that the Staff is recommending approval, with retention of the landscaped areas and retention of the clear-story element, as redlined. Commissioner Perrine commented on the Site and Architectural Review Committee meeting noting that the Committee is recommending approval, with reluctance. Discussion ensued relative to the elevators for handicapped and elimination of the fountain. Chairperson Olszewski opened the Public Hearing on M 89-13. Mr. Vince Vincent, A.I.A., addressed the Commission explaining that the fountain was eliminated due to the current water shortage. Chairperson Olszewski indicated his reluctance in supporting the reduction of the clear-story element. Mr. Vincent explained that there was only one clear-story element that was eliminated since it was not visible. In response to questions from Commissioners, Mr. Haley stated that the Architectural Advisor was not supportive of the project. Commissioner Christ expressed concern regarding inadequate parking provisions. Commissioner Walker pointed out that medical facilities are viable businesses and that they almost always require more parking. Commissioner Perrine suggested that the applicant be allowed to resubmit plans to the Site and Architectural Committee before Friday, August 25, 1989. Bascom Ave. in a P-O (Professional Office) Zoning District. STAFF RECOMMENDATION That the Planning Commission ADOPT the attached FINDINGS and APPROVE the requested modifications, subject to the attached conditions and redlining. Discussion Background: The Planning Commission, at its meeting of December 13, 1988, approved a site and architectural application allowing the construction of a medical office building on the subject property. The applicant at this time is requesting modifications to the approval as outlined in the attached letter. The significant modifications are summarized below. Appeal: The Planning Commission's decision was appealed by an adjacent office manager who felt that on-site parking is inadequate and that the building design was inappropriate. The City Council upheld the Planning Commission's approval. Requested Modification: The revised plans indicate a significant number of minor changes or refinements to the project. The following modifications are considered significant: 1. A reduction in proposed parking from 121 parking spaces to 114 parking spaces. 2. A modification to the perimeter 8' screen wall to provide the fencing along residential boundaries rather than the complete project. 3. The addition of a storage area at the southwest corner of the building. Elevations: 4. Modification to the mullion treatment at the building entries. 5. Reduction in the clerestory element of the building, and Landscape Concept: 6. Elimination of the fountain element at the project entry. M 89-13 3803 S. Bascom Ave. - 2 - August 22, 1989 Parking Provision: As previously discussed, the revised plan indicates a reduction in the proposed parking to 114 parking spaces. The applicant has indicated a maximum of 18 doctors which would require the provision of 108 parking spaces (6 spaces per doctor) for this project. The total number of spaces, consequently, exceeds the code requirement. Staff recommends the proposed parking to provide a maximum of 40% compact spaces. This change is reflected in red on the presented plans. Landscape Areas Eliminated: A number of smaller landscape pockets have been eliminated along the southerly elevation of the building. Staff is recommends these areas be re-introduced to allow an improved landscape element in this portion of the project. Architectural Modification: As previously discussed, the clerestory element of the project has been revised in size. Staff recommends this element be retained to provide a more interesting roof element and to reduce the "box" appearance of this building. Modification: Surrounding property owners within 300 feet of the project were notified regarding this request, including the building manager who previously appealed the application. Summary: The revised plans with the changes as indicated in red on the presented plans propose a similar project to that previously approved by the Commission, consequently, Staff is recommending its approval. A letter of appeal is attached for the Council's information. Pro;ect Parking The proposal indicates the provision of 119 parking spaces, or 6.6 per doctor. The proposed parking exceeds the 108 parking spaces, or 6 spaces per doctor, typically required for a medical office use. The appellant is of the opinion that the proposed parking is insufficient for this medical office use. Building Des ign The other concern raised by the appellant is in regards to the building design. The presented elevations indicate the construction of a contemporary style structure with pillar accents at building corners, and a distinctive architectural statement. On December 13, 1988 the Planning Commission approved the application of Mr. Kurt Anderson, on behalf of Barry Swenson Builder, for a 2 1/2 story medical office building on South Bascom Avenue. I believe the Commission failed to fully consider critical areas, parking and neighborhood esthetics: at least two PARKING: The proposed building contains 32,632 Sq. Ft. The site has allocated 119 spaces for parking. This is significantly below Campbell's standards. The City of Campbell requires one space for every 225 Sq. Ft. of general office space, that would be 145 spaces. The proposed 119 spaces falls far short for general office use. Medical facilities require more parking, not less. When Campbell issued a six space per physician minimum it was to assure adequate parking for this type of usage. For example, if I were to build a 1,000 Sq. Ft. office for a physician, it would, under the general office requirements require parking for 4.4 cars; but, the guidelines for physicians would increase that requirement to six spaces. The increase in traffic generated by doctors requires more parking not less. The builder states that 18 physicians, maximum, will occupy this building therefore requiring only 108 parking spaces. Indeed, if only 18 physicians practice medicine at this location they would average 1,812 Sq. Ft. of office space per doctor. That is well above the average of space per physician in this area. Cilker, President of Cilker Orchards located at 2505 Samaritan Drive, San Jose, a company which specializes in Medical Office Buildings, the average doctors office space is 720 Sq. Ft. This figure is based on Mr. Cilker's own medical facilities comprised of 150,000 Sq. Ft. occupied by 208 physicians. His projects have 5 parking spaces per 1,000 Sq. Ft. of leasable space. In a recent conversation with Mr. Cilker, he pointed out that in large facilities, like his, the average effect on the parking was spread out over the entire day but with a smaller building, like the proposed structure, the parking areas would be severely impacted during normal business hours. The city of San Jose recently updated its Bascom/Forest, O'Connor Hospital Study and came to the conclusion that a Medical Facility requires 5 parking spaces per 1,000 Sq. Ft. of leasable space. I respectfully submit that the city of Campbell along with a 6 space per physician minimum have a Medical Building standard that reflects the high traffic volume generated by medical facilities. I urge you to use this well researched 5 space per 1,000 Sq. Ft. of medical office space on this project. Stating 18 physicians will ultimately use the building is not an enforceable restriction but an attempt to circumvent a well researched guide line. It is a fact of modern life that we must carefully plan ahead not only for people but for vehicles. Please review the requirements for parking at this location. ESTHETICS: At the Commission meeting of December 13th when discussing other projects on the agenda, more than one commissioner used phrases like the following to describe proposed buildings: 1I....fitting into the neighborhood....11 1I....matching an existing building....11 1I....blends in nicely....11 These were stated as positive qualities that these projects had obtained. What happened to those standards for this project? Transitions between existing and new projects should be gradual, not incredibly dramatic. There are older office buildings on White Oaks of typical California ranch styling. We are a Southwestern, tiled roof building directly across the street. The Recovery Inn, a soon-to-be-neighbor, is an attractive Mediterranean building with tile roof and classic columns. As Mr. Anderson said himself on the evening of December 13, 1988, III want people to see this building a block away!1I If built as CITY OF CAMPBELL Page 3 proposed, they most surely will. This is not a desirable quality but a flaw that needs to be corrected. The massive white structure with bright, high gloss red and green tile trim, accompanied with red and green window mullions and a green metal roof will indeed stand out. This building, as proposed, is reminiscent of the original McDonald's with the famed golden arches. Cities do not allow red and white tiled McDonaldls anymore. We no longer build structures whose main goal is to leap out at you. This red, white, and green building is a step backward in city planning. All we are asking the same esthetic currently applied Campbell. STAFF DISCUSSION The applicant is proposing the construction of a 2-1/2 story medical office building on the 1.1 acre site. The proposed office building will accommodate 18 doctors and will cover approximately 32% of the project site. The development of this proposal would require the removal of two single family residences. The Planning Commission previously approved a 2 story, 22,700 sq.ft. office building on this site. The project site which has access to Bascom Ave. is surrounded by the following land uses: North: South: West: East: Vacant (approved post-operative care facility - 20 beds) R-3-S (Single Family Residential) R-1-6 (Single Family Residential) Commercial (Office building) The site plan indicates that approximately 27% of the project will be landscaped. Existing Pepper trees have been retained along the street frontage and a 20' landscape area has been provided along the rear property lines. Building elevations indicate the construction of a two-story office building over a depressed parking area resulting in a 2-1/2 story building with a height of 351. The building design is a contemporary design with pillar accents at the building's corners. A "clerestory" roof element is provided over the building's hallways and projects above the 35' height limit. Window treatment is shown as a tinted green glass with green anodized mullions. Roofing is shown as a green metal material. He does question some of the architectural details as well as how well this design addresses the surrounding neighborhood. The Public Works Department has requested that a revised traffic report be prepared for this project. Having developed over 2 million square feet of property, we understand that once we've completed the building project, it must remain as an asset to the local community. It is with this in mind that we offer the following: 1. Two, two-story single family detached homes (simiJiar to the Pinn Brother Development) will be constructed concurrently with the medical building. - 2. Landscaping in front of the aforementioned homes will be completed with the construction of said homes. 3. Twelve foot high trees will be planted along the back boundry of the commercial project to create a buffer between the residential area. 4. Light standards shall be 7' high and of the type which will cast the light downwards. 5. Commercial project shall have a security gate located near the front entrance on Bascom Avenue and shall be locked after business hours. 6. Window located at the rear of the building servicing the second floor shall be of the "clear story" type. Bottom of window to be at least 6'-6" off the floor and leaning towards the center of the building. 7. Trash receptacles are to be at least 100' from the rear boundary of the property. 8.
