OF THE CITY OF CAMPBELL AMENDING THE
ZONING MAP FOR PROPERTY KNOWN AS
61 CATALPA LANE, AS SHOWN ON THE ATTACHED EXHIBIT
APPLICATION OF MR. COURTLAND WATSON, ZC 90-11 (HPB
90-06).
The City Council of the City of Campbell does ordain as follows:
SECTION ONE: That the Zoning Map of the city of Campbell is hereby
changed and amended by adopting the attached Exhibit A entitled Map of
Said Property, as per the application of Mr. Courtland Watson for
approval of a Zone Change for property located at 61 Catalpa Lane from
R-1 (Single-Family Residential) to R-1-H (Single-Family
Residential/Historic Overlay) zoning District. The designation of this
residence regulates the exterior fascade and courtyard of this building
and does not regulate interior modifications or changes to the
surrounding property.
SECTION TWO: This Ordinance shall become effective thirty days
following its passage and adoption and shall be published once within
fifteen days upon passage and adoption in the San Jose Mercury News, a
newspaper of general circulation in the City of Campbell, County of
Santa Clara.

PLANNING COMMISSION RECOMMENDATION
The Planning Commission recommends that the City Council take the
following actions:

GIVE FIRST READING OF AN ORDINANCE approving a Zone Change
as recommended by the Planning Commission on November 27,
1990, to allow the designation of the residence located at 61
Catalpa Lane as an Historic Landmark in the city of Campbell.
BACKGROUND
On October 24, 1990, the Historic Preservation Board adopted
Resolution No. 25, recommending that the Planning Commission and
the city council approve the request of Courtland Watson to
initiate a Zone Change and designate the residence at 61 Catalpa
Lane as an Historic Landmark in the City of Campbell.

The Planning Commission recommends that the City Council give first

Overlay) in order to designate the residence and courtyard as an
Historic Landmark.

PLANNING COMMISSION
BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL
OF A ZONE CHANGE FROM R-l (SINGLE-FAMILY RESIDENTIAL) TO
R-1-H (SINGLE-FAMILY RESIDENTIAL/HISTORIC OVERLAY)
FOR PROPERTY LOCATED AT 61 CATALPA LANE
AS SHOWN ON THE ATTACHED EXHIBIT (APPLICATION
OF MR. COURTLAND WATSON; ZC 90-11 (HPB 90-06).
After notification and public hearing as specified by law on the
proposed amendments to the Zoning Map of the City of Campbell, and after
presentation by the Planning Director, proponents and opponents, the
Planning Commission did determine that the change as shown in the
attached Exhibit A should be made to the Zoning Map based on the
following findings with regard to the proposed Landmark:

The E.R. Kennedy House is an excellent example of the Spanish
Colonial style of architecture.
The building has been well maintained.
Designation of the E.R. Kennedy house as a local historic
landmark will emphasize the importance of historic
preservation in the Community.
The property is listed in the Santa Clara County Heritage
Resource Inventory.
Based on the foregoing findings of fact, the Planning Commission further
finds and concludes that the proposed Landmark would:

The proposed designation safeguards the heritage of the city
by providing for the protection of a Landmark which
exemplifies a Spanish Colonial style of architecture;

compatibility of architectural styles reflecting unique and
established architectural traditions;
Designation of the E.R. Kennedy house will foster public
appreciation of historic preservation in the community.
Designation will help stabilize and improve property values
and promote the private use of landmarks for the education,
prosperity and general welfare of the people.
The designation of this residence regulates the exterior fascade and
courtyard of this building and does not regulate interior modifications

Mr. Tim J. Haley, Planner II, reviewed the Application and discussed the
Staff Report. He stated that Staff is recommendinq that the Planninq
commission initiate a Zone Chanqe to a110w the residence to be
designated as an Historic Landmark, for the followinq reasons:
The E. R. Kennedy House is an exce11ent example of Spanish
Colonial style architecture.
Historical designation will emphasize the importance of
historic preservation in the community; and,
The property is listed in the Santa Clara County Heritage
Resource Inventory List.
Photoqraphs of the home were on display.
commissioner Fox asked if the historic designation would inhibit the
sa1e or deve10pment of the property associated with the residence.
Mr. Haley stated that the Applicant's request was for Historic
Designation of the house and courtyard, and that the surrounding
properties could be modified.
Chairperson Perrine asked if the designation would protect the inside of
the home relatinq to modifications and Mr. Haley responded that local
ordinance does not specify or inhibit interior modifications.
The Public Hearinq on ZC 90-11 was opened.

STAFF RECOMMENDATION
That the

Planning Commission take the following action:
ADOPT a RESOLUTION incorporating the attached findings
recommending that the City Council initiate a Zone Change and
designate the structure located at 61 Catalpa Avenue as a
historic landmark.
2)
This project is exempt from the California Environmental Act,
therefore, no environmental action is required.
APPLICANT'S REQUEST
The owner of the residential property located at 61 Catalpa Avenue
requests that the home be designated as a local historic landmark,
under the provisions of the Historic Preservation Ordinance. The
applicantls letter requests the designation apply to the fascade of the
structure and the courtyard area.
GENERAL PLAN AND ZONING CONSISTENCY
A.
General Plan Desiqnation:
The site is currently designated for low-density residential
development at less than 6 units per gross acre. The proposal is
consistent with the density range specified in the General Plan.
B.
Zoning Desiqnation:
The site is currently zoned R-1, Single Family Residential. The
addition of the historic overlay zoning to the portion of property
occupied by the house is consistent with the uses allowed in R-1
zone.

HISTORIC LANDMARK DESIGNATION
The designation of the structure as a Historic Landmark will impose
additional review procedures, for demolition permits and architectural
modifications to the house exterior or courtyard area.
HISTORIC SIGNIFICANCE
Mrs. Missouri Ann Kennedy was one of the early pioneer families that
moved to Campbell in 1881. Mrs. Kennedy's son, Mr. Earl Russel Kennedy
was one of the first realtors in Campbell. At one time, Mr. Kennedy
owned the Campbell Water Company. Through Mr. Kennedyls successful
real estate business and farming operations, he was able to commission
an architect to design the home on Catalpa Avenue in 1930. It was
modeled after a home the Kennedyls admired in Southern California.
Mrs. Kennedy was active in civic organizations and was one of the
founders of the Campbell Women's Service Club and spearheaded the
development of the Countrywomenls Club building in 1923.
ARCHITECTURAL SIGNIFICANCE
The 1930ls home is exemplary of the Spanish Colonial Revival
Architecture, consisting of a white stucco exterior with red tiled hip
roof, with projecting eves and paned windows on the two story design.
The courtyard contains a unique fish pond/fountain and outdoor
fireplace. The addition of wrought iron gates and window treatment
punctuate the fascade.
HISTORIC PRESERVATION BOARD
At the meeting of October 24, 1990, the Historic Preservation Board
unanimously adopted Resolution No. 25, recommending the historic
landmark designation.

designation requested, findings and the conditions limit the historic

Tuesday, November 27, 1990, in the City Hall Council Chambers, 70 North
First street, Campbell, California, for Public Hearing to consider the
application of Mr. Courtland Watson for approval of an historic
designation for his residence located at 61 Catalpa Lane; and, a
City-initiated Zone Change from R-1 (Single-Family) to R-1-H
(Single-Family/Historical Overlay) Zoning District to enable the
property to be included as an Historic Landmark in the City of

landmark (A.P.N. 305-33-066). (Tentative Planning
Commission date: November 27, 1990).
STAFF RECOMMENDATION:
That the Historic Preservation Board take the following action:
1.
ADOPT A RESOLUTION, incorporating the attached findings,
recommending that the Planning Commission and City Council take the
necessary action to designate the residential structure located on
property at 61 Catalpa Avenue as an Historic Landmark.
NOTE: This project is exempt from the California Environmental Quality

APPLICANT'S PROPOSAL:
The owner of the residential property at 61 Catalpa Avenue has requested
that his home be designated as a local Historic Landmark under the

As indicated in the attached description of the property, Mr. Erle Russel
Kennedy was one of the first realtors in Campbell. At one time, Mr.
Kennedy owned the Campbell Water Company. Mr. Kennedy's mother, Mr.
Missouri Ann Kennedy was one of the early pioneer families who moved to

upstairs bedroom racing Winchester. The driveway to the house
original Iy was from Winchester so the house faces that street
ratner than Catalpa. The curve in Catalpa is due to the fact
that the owner did not want to move it when he created his subdi-
vision.
