The City Council of the City of Campbell does ordain as follows:
SECTION ONE: That the Zoning Map of the City of Campbell is hereby
changed and amended by adopting the attached Exhibit A entitled ap of Said
Property, as per the application of Tanya and Todd Lonac, for ap oval of a
Zone Change for property located at 81 N. First Street, from P (Planned

The Planning Commission and the Historic Preservation Board r
that the City Council take the following action:
1.
Give first reading of an Ordinance approving a zone chang from PD
(Planned Development) to PD-H (Planned Developmen /Historic
Overlay) on the property and designate the residence and property
located at 81 N. First Street as an Historic Landmark in e City of
Campbell.
BACKGROUND
On October 27, 1993, the Historic Preservation Board adopted lution 29
recommending that the Planning Commission and City Council t e action
to designate the property at 81 N. First Street as an Historic Land k in the
City of Campbell.
On November 9, 1993, the Planning Department adopted Resolu .ons 2886
and 2887 recommending that the City Council approve designa . on of the
residence at 81 N. First Street as an Historic Landmark and a Zo e Change
adding an Historic Overlay Zoning District on the property.

The architectural style is a good example of a turn-of-
colonial cottage architecture.
The Historic Preservation Board and Planning Commission
property to be historically significant based upon the following:

After due consideration of all evidence presented, the Planning ommission
did find as follows:

sign application on property located at 1581 . Campbell
Avenue in a C-2-S (General Commercial) Zo ng District.
Mr. Tim Haley, Associate Planner, presented the staff report as folows:
. Applicant is seeking approval of a sign request that allows a greater area
and height than provided under the Sign Ordinance. Un er the Sign
Ordinance, the maximum square footage allowed is 50 squ re feet and
the maximum height is 14 feet.
. Proposed signage includes a height of 17 feet.
. Staff finds the sign area reasonable but suggests the height b reduced to
14 feet. This would be consistent with previous approvals.
Commissioner Perrine questioned the intent regarding how t adjust the
height of the sign.
Mr. Tim Haley, Associate Planner, responded that the recom endation is
that the freestanding sign be lowered by three feet so that the hig est portion
of the sign is no taller than 14 feet.

DISCUSSION
Historic Landmark Designation: The requested Landmark design tion of the
main structure would identify the residenti~ property as a Histori Landmark
under the Historic Preservation Ordinanèe and would require additional
review procedures for architectural modifications and demolition permits for
this property. Designation of this property will require the comb. g of the
PD (Planned Development) Zoning District with an Historic Zo g District
Overlay.
ArchitecturaLAlli!....ßj.storical Si¡nificance: The architectural. tyle of the
residence is characteristic of turn of the century colonial cottage chitecture.
The residence was constructed approximately 1912 and is c nsequently
significant due to its age. Additionally, the structure exemplifie the City's
cultural and social heritage in that the structure is indica .ve of the
archi tectural history of the City and also is typical for the middle- ass farming
community that resided in the City of Campbell. The structure SO retains

constructed for a Mrs. Bull and was later inhabited for several ecades by
relatives of Mayor Barbara Conant.

DISCUSSION
The property comprises .17 net acres and is currently develo
main dwelling and a detached cottage. The applicant request is
the main residence on the property as a Historic Landmark.

The Historic Preservation Ordinance specifies review criteria fa evaluating
designation of structures as Historic Landmarks. The p oposal for
designation of the "Bull House" as a Historic Landmark is consist t with the
review criteria as follows:
DESCRIPTION
The structure was constructed in 1912 and is a fine example of a
century colonial cottage architecture. The.. house, commonly kn
Bull House," is reflective of the typical housing style constructed .
in the early 1900's. As an agricultural community, Campbell was
middle-class, blue collar town. Although the structure was
middle-class working family, the home maintains many fine
features of this period and is in excellent condition.

C. Neighborhood and Geographic Setting
The Bull House is located across from Campbell City Hall on First treet directly in
downtown "historic Campbell". It is situated in a historic neighborh od, in between
three other homes that are from the same time period (one of which is the Lena
Campbell Swope home) and the Orchard Grange. It is also I cated near the
Campbell Historical Museum and across the street from the Ainsley ouse.
Its presence in the community adds to the historic character of th neighborhood
which will be increasingly important when the Ainsley House opens.

Dear Mr. Lonac:
The property at 81 N. First Street has a General Plan Designation of Low- edium Density
Residential/Office. The zoning designation is Planned Development - Historic L dmark (P-D-H).
Our records indicated that the house was constructed in 1912. The City has de ermined that the
secondary unit behind the main house was constructed sometime after 1912, but fore 1952, when
the City incorporated. Therefore, the secondary unit is considered "legal non-c nfonning". Non-
conforming buildings may be reconstructed after being damaged if the cost of r onstruction does
not exceed 75 percent of the cost of construction of a comparable new building as etermined by the
Building Official. Attached is a copy of Campbell Municipal Code Chapter 21.64 Nonconforming
Buildings for your reference.
In the event of a total destruction of the building, a new secondary unit could be nsidered on the
property because of the General Plan designation of Low-Medium Density esidential/Office.
Based on the lot size of 7,500 square feet, a maximum of two units could be onsidered on the
property. This would require approval of a Planned Development Permit y the Planning
Commission and City Council, upon recommendation of the Historic Preservation oard.
