First St. Dear Mr. James, The Planning Division has had the opportunity to review your pre-application submittal for a garage and living area addition to your house at 179 S. First Street. The property is presently zoned P-D (Planned Development) which allows for the expansion of the house under the low-medium density residential guidelines. The project will require a Planned Development permit to allow construction within a PD zone. The J Planned Qevelopment permit approves the site plan, elevations, and landscape plan for the property. An application for a Planned Development permit is enclosed and will require an application fee of $3,650. This permit will require approval by the Planning Commission and City Council through a public hearing process. One of the purposes of the Planned Development Zoning District is to provide some flexibility that allows a good design given the site characteristics. This is especially useful with a property such as this one, given the small size and unique orientation. Neither the Building Department nor the County Fire Department had any comments on your proposal, and the comments from the City's Public Works Department will be coming under separate cover. From the perspective of the Community Development Department, the site plan seems to work well for the property and we look forward to reviewing the detailed building elevations and conceptual landscape plan with your official submittal. Preliminary Title Report: Prior to issuance of any grading or building permits for the site, the applicant shall provide a current Preliminary Title Report. 2. Street Improvements: Prior to issuance of any grading or building permits for the site, the applicant shall execute a street improvement agreement and shall cause plans for public Street Improvements to be prepared by a registered civil engineer, pay various fees and deposits, post security and provide insurance necessary to obtain an encroachment permit for construction of the standard public street improvements, as required by the City Engineer. The fee for a non-utility encroachment permit application is currently $255.00. The plans shall include the following: a. Removal and repair of curb, gutter, and sidewalk, as necessary, b. Removal of the alley approach and replacement with a standard driveway approach, c. Removal of the concrete between sidewalk and curb, and installation of turf and irrigation, d. Installation of all ADA improvements, as n~cessary, e. Construction of conforms to existing public and private improvements, as necessary. 3. Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meter(s) and Sewer Cleanout(s) shall be installed on private property behind the public right-of-way line. 4. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions. Utility Installation Plan: Prior to issuance of building permits for the site, the applicant shall submit a Utility Installation Coordination Plan and Schedule for approval by the City Engineer for installation of street improvements and/or abandonment of all utilities. Streets which have been resurfaced within the previous 5 years will require boring and jacking for all new utility installations. Applicant shall also prepare pavement restoration plans for approval by the City Engineer prior to any utility installation or abandonment. 6. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the applicant shall pay the required Storm Drain Area fee which is $2,000 per acre. 7. Please be aware that building codes are changing constantly; plans submitted for building permit shall comply with the code in effect at that time. Submit permit application together with required documents to the Building Inspection Division to obtain a building permit. No construction can be commenced without an appropriate building permit. It is recommended that this item be forwarded to the Planning Commission for review, with the following conditions. TO THE SATISFACTION OF THE BUILDING DIVISION MANAGER/BUILDING OFFICIAL: 1. PERMITS REQUIRED: A building permit application shall be required for each proposed addition to the (E) structure. The building permit shall include Electrical/PlumbingIMechanical fees when such work is part of the permit. 2. CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover sheet of construction plans submitted for building permit. 3. SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall be 24 in. X 36 in. 4. SITE PLAN: Application for building permit shall include a competent site plan that identifies property and proposed structures with dimensions and elevations as appropriate. Site plan shall also include site drainage details. 5. TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Compliance forms CF-IR and MF-IR shall be blue-lined on the construction plans. 8% X 11 calculations shall be submitted as well. 6. SPECIAL INSPECTIONS: When a special inspection is required by D.B.C. Section 1701, the architect or engineer of record shall prepare an inspection program that shall be submitted to the Building Official for approval prior to issuance of the building permits, in accordance with D.B.C Section 106.3.5.
