First Street San Jose, CA 95112 RE: Tree Removal Permit Application File No.: PLN2003-138 --600 East Hamilton Avenue Dear Ms. Jeffrey: The Community Development Director has conditionally approved your application for a Tree Removal Permit (PLN2003-138) to remove two (2) Canary Island Pine trees currently located adjacent to the Salmar A venue building entrance of the building located on property at 600 East Hamilton Avenue, subject to the following condition of approval for tree replacement: 1. Three (3) 24-inch box Chinese Pistache trees will be planted on the property to replace the two Pine trees on or before January 27, 2004, per the Tree Protection Ordinance and the Tree Replanting Plan. The Tree Removal Permit has been approved based upon the City's determination, with a supporting recommendation by a Certified Arborist, that the trees have overgrown the landscape area where they are located causing potential damage to the building foundation and gas utilities. This condition may not be remedied by means other than removal. It is recommended that the tree be removed by persons who are experienced and bonded for the removal of trees and that the stumps be ground out and the roots removed so there will not be re-growth of the tree. This approval is final in 10 calendar days, unless an appeal is received in writing at the City of Campbell City Clerk's Office, 70 N. First Street, Campbell, on or before Mondav. December 27. 2003 at 5:00 p.m. The tree may not be removed until after the lO-day appeal period has passed and no appeals have been received. If no appeals are filed, staff will send you a letter to let you know that the Tree Removal Permit is final. A notice of tree removal will be posted on the property where it is visible to the public and a notice will be sent out to all the property owners within 300 feet of the property. Reason for Grantine: Tree Removal The Tree Removal Permit has been approved based upon the City's determination, with a supporting recommendation by a Certified Arborist, that the trees have outgrown the landscaping space and are in close proximity to the building foundation and gas utility services thus creating potential property damage. The is structurally unsound through its trunk and crown areas and presents a danger of falling that cannot be reasonably remedied by means other than removal. Conditions of Approval for Tree Removal The applicant is required to plant three (3) 24-inch box Chinese Pistache trees on the property in the front landscape area before January 27,2004 to replace these trees. This approval is final in 10 calendar days, unless an appeal is received in writing at the City of Campbell City Clerk's Office, 70 N. First Street, Campbell, on or before Monday. RECEIVED APR 1 7 zoOI Assignment At the request ofLyn Jeffrey who is a property manager with MCM Diversified a commercial real estate management co. in San Jose,Ca., I have been requested to evaluate two canary island pine trees on their property located at 600 E. Hamilton ave. in Campbell Ca. The concern involves their close proximity to the building and are the trees safe. Observations The two trees in question Canary Island pine (Pinus canariensis) Tree #1 D.B.H. 5' ,)I eight aprox. 65-70' Canopy spread 14 ' Tree is 2112' from building. Tree #2 D.B.H. 6'8" Height aprox.90-95' Canopy spread 21 ' Tree has about 30% lean and raised root ball on opposite side oflean. Conclusions These are large trees they have outgrown their space and they are too close to the buildings, there is constantly a large amount of dry needle buildup on the roof that is not easily accessible (about 45'up) which contributes to a fire hazard and deterioration to the roof During my visual inspection of the trees I noted tree #2 is leaning aprox. 30% and the root structure is raised and mounded which could indicate a degree of root failure at the present time. See page 4 ITom publication 21584 university of California agriculture and natural resources entitled "Recognizing Tree Hazards A Photographic Guide For Homeowners" The illustration on page 3,4 plates 3,4,5,6 are typical examples of what I witnessed on the property. Page 5 are photos of the trees at the actual site which illustrates the lean and some of the mounding that is visible, they also show how close the trees are to the building. Recommendations These trees need to be removed without delay, the possibility of tree failure is great.
