Commer School Similar to Office MINUTE ORDER OF THE PLANNING COMMISSION OF THE CItY OF CAMPBELL DETERMINING THAT COMMERCIAL SCHOOLS BE INTERPETED AS SIMILAR TO OFFICE USES IN THE CENTRAL BUSINESS DISTRICT WHEREAS, the City recognizes the special character of downtown and has developed spedfic goals and policies in the General Plan to retain this character; WHEREAS, the General Plan goals include the establishment of a pedestrian- oriented retail environment on Campbell Avenue and polities state that the area east of Second Street shall be designated as primarily retail, the area west of Second Street shall be designated mixed use, and Campbell Avenue shall promote pedestrian-oriented retail uses; WHEREAS, the C-3 zoning district was created to implement the downtown policies and uses are regulated under the C-3 zoning district according to the General Plan policies; WHEREAS, office uses are permitted uses on the second floor and conditional uses permitted on the first floor along Campbell Avenue east of Second Street in order to maintain a mix of uses downtown and promote a retail environment on the ground floor along Campbell Avenue east of Second Avenue; NOW THEREFORE BE IT RESOLVED, the Planning Commission determines that a commercial school is a similar use to an office use in the downtown core and therefore is a permitted use in the C-3 (Central Business) Zoning District except for on the ground floor of parcels abutting E. Campbell Avenue east of Second Street where a conditional use permit is required.
