After backfilling the trench, temporary surfacing shall be placed if reg~ured by State's representative, Open trenching is authorized one lane at a time with necessary traffic control as required by State's representative to keep traffic moving in both directions during working hours with as little inconvenience thereto as possible; and if at the end of the working,. day backfilling operations have not been properly completed, steel bridging shall be required in accordance to the attached "Reguirement for Temporary Steel Plate Bridging With a Norr-Skid Surface" to make the entire highway facility available to the traveling public.
