Dear Mr. Melik-Karamov:
The Planning Division has reviewed your building permit submittal of January 3,2000 for a
proposed single-family residence on the referenced property. Your plans must receive site and
architectural approval by the Community Development Director before building permits will be
issued.
As the property is located in the San Tomas Neighborhood, the plans were reviewed by the
Planning Division per the requirements of the San Tomas Area Neighborhood Plan (ST A.NP).
The general policy of the plan is intended to preserve the unique qualities of the San Tomas
Area. New development and additions should respect and enhance the best aspects of the area.
Staff is requesting a modification to your plans. The stone finish proposed for the left front
façade is not a design feature found historically in the San Tomas Area and is not architecturally
compatible with the surrounding neighborhood. An appropriate use of the stone could be as a
base for the porch pillars.
I discussed this thoroughly with you in mid-January and have not received revised plans showing
this change. Please submit these immediately.

The Planning Division has reviewed your plan submittal received for the construction of a two-
story single-family residence on the above referenced property. Based upon a review of this
submittal with the San Tomas Area Neighborhood Plan (STANP) and it appears that the
proposed addition meets the setback standards for the R-I-8 zoning district, however, the
following items need to be addressed or submitted prior to a Planning Division clearance:
1) Front Yard Paving: Clearly identify all existing and proposed paved areas, i.e.
sidewalks, driveway). Please note that a minimum of 50% of the required front yard
setback area must remain unpaved per the STANP.
2) Landscaping: Per the STANP, new developments are required to provide a minimum of
one tree per 2,000 square feet of net lot area. Existing trees within the net lot area shall
be included in the total. A tree disclosure statement or a tree protection plan illustrating
existing tree(s) to be retained and a landscape plan illustrating additional trees must be
submitted. The landscape plan should provide typical planting details, tree size, and
types. Please incorporate the conceptual landscape plan as a part of the Building Division
submi ttal.
3) Utilities: Clearly identify any proposed utility connections. Per Section 20.36.150 (1) of
the Municipal Code, utility facilities installed for the purposes of providing service to the
development shall be placed underground.

4) Street Improvements: Please note that you may be subject to street improvement
requirements ftom the Public Works Department, in that your proposed addition exceeds
50% of the existing floor area.
Please submit the above-referenced information and revisions, including a completed Tree
Disclosure Statement for Planning staff review at your earliest convenience so that we may
continue processing your request.
