Dear Dr. Rowe:
An abandoned wall sign reading "Winchester Hardware" previously identified the
commercial property at 2127 Winchester Boulevard preventing the installation of your
proposed signs. The Campbell Municipal Code (CMC) requires that the property owner
remove abandoned signs immediately. The property owner has removed the abandoned sign
allowing the installation of your proposed wall signs. A 49 square foot sign reading 'Teen
Challenge Store' painted on the building wall facing Rincon A venue has been approved and
may be installed at this time.
As indicated in my letter dated April 8, 2003, a 48 square foot sign reading 'Teen Challenge
Store' facing Winchester Boulevard is not approved. The Sign Ordinance requires that
"permanent signs shall be designed so as to be architecturally compatible with and suitable
for the buildings and structures with which they are associated as well as the surrounding
area". Staff recommends that you change the wall sign background from plywood to metal
or other durable, long lasting material. Please submit revised drawings to the Planning
Division for approval of the wall sign facing Winchester Boulevard.

Sandi,
Attached is a copy of our temporary sign application. There is no fee required for
filing the application, just return the completed form to the Planning Division.
Regarding your additional questions, all ADA questions can be directed to the
Building Division. I have attached a copy of the parking space and signage
requirements for handicap spaces. Most sign companies are also aware of the
ADA sign requirements. I looked in the yellow pages and there were several sign
companies with ads advertising II ADA Signs & Surveysll.
I checked with the Fire Department and the proposed location of the trash
enclosure is fine. Geoff recommends looking at the trash enclosure located at
IIDrinxll on Winchester Boulevard. IIDrinxll is a drive-thru coffee place that is in the
Safeway shopping center right down the street from the Thrift Store. The trash
enclosure is right behind the drive-thru coffee building.
Our code enforcement officer recommends the IIno dumping II and IIdonation hours"
be separated in to two signs. The sign you faxed to me seems appropriate for the
IIdonation hours" sign. I would remove the Penal Code section and refer to the
Campbell Municipal Code section on the IIno dumping" sign. You can post the
donation hours in the window of the door on Rincon Avenue. The IIno dumping"

sign should be made of metal and mounted on the wall next to the door on Rincon
Avenue as well as behind the building, close to the trash enclosure. I have an
example that you can copy. It does not fax well so please stop by sometime and I
will make you a copy. The wording on the IIno dumping" sign reads:
NO
DUMPING
It is Unlawful to Dump
Any Materials Outside of
Dumpsters. Such Act is
a Crime and Punishable
by a Fine of $1000
and/or Imprisonment of
Six Months.

I strongly recommend that you contact a sign company to design and install the
signs for the property including the "no dumping" sign, ADA signs and the
proposed sign for Winchester Avenue.

The Planning Division has reviewed your sign application for two new wall signs on the above
referenced property.
This commercial property is currently identified by a wall sign that advertises a previous tenant
reading "Winchester Hardware". The identification of a tenant on this sign, which no longer
occupies a tenant space on this property, constitutes an abandoned sign and consequently is
considered a prohibited sign. The Campbell Municipal Code (CMC) requires that this sign be
removed immediately by the owner.
The proposed wall sign facing Winchester Boulevard does not meet the requirements since the
proposed plywood background is not architecturally compatible with the building. The Sign
Ordinance requires that "permanent signs shall be designed so as to be architecturally compatible
with and suitable for the buildings and structures with which they are associated as well as the
surrounding area". Staff recommends that you change the wall sign background from plywood to
metal or other durable, long lasting material.
The Planning Division requires the following modifications as follows:
1) A 48 square foot sign reading 'Teen Challenge Store' facing Winchester Boulevard is not
approved. Please submit revised drawings to the Planning Division indicating the background is
metal or other durable, long lasting material.
2) A 49 square foot sign reading 'Teen Challenge Store' painted on the building wall facing Rincon
Avenue is approved.
3) The "Winchester Hardware" wall sign is considered prohibited and abandoned in that it
identifies a business that no longer occupies the property. This sign must be removed
immediately and prior to the installation of any new signing on the property.
