Susan Landry, Resident on Curtner Avenue:
• Identified herself as a small business owner in Campbell who also lives on Curtner
in the Cambrian 36 area most recently annexed into Campbell
• Stated that she wanted to address the Civic Center Master Plan that should be
going back to Council in September.
• Reported that at the last study session she had suggested that the City consider
and/or evaluate closing off Civic Center Drive.
• Stated the importance of "thinking outside of the box" when planning for the Civic
Center design.
• Pointed out that what she sees happening is people who are "just" driving through
Campbell but having a negative impact on the community.

PUBLIC HEARINGS
Chair Finch read Agenda Item No. 1 into the record as follows:
1. PLN2014-301 Public Hearing to consider the application of Hong Yang for a
Conditional Use Permit (PLN2014-301) to allow the
establishment of a commercial daycare center (pre-school
afterschool care) within an existing commercial building
located at 1625 W. Campbell Avenue in the C-1
(Neighborhood Commercial) Zoning District. Staff is
recommending that this project be deemed Categorically
Exempt under CEQA. Planning Commission decision final
unless appealed in writing to the City Clerk within 10
calendar days. Project Planner: Daniel Fama, Associate

Mr. Daniel Fama, Associate Planner, presented the staff report.
Chair Finch asked if there were questions of staff. There were none.

Commissioner Young said that it seems logical that traffic should be looked at due to
existing conditions on W. Campbell Avenue.
Commissioner Reynolds asked if there have been any nuisance complaints lodged
against the larger sized daycare facility previously approved by the Commission on
Darryl Drive.
Planner Daniel Fama said not that he was aware of. He added that it is rare to get
noise complaints about this type of activity.
Chair Finch questioned why there were proposed hours for Saturday and Sunday.
Planner Daniel Fama deferred the response to the applicant.
Commissioner Finch asked if outreach efforts were made with the neighbors.
Planner Daniel Fama responded that on that issue he also would defer to the applicant
for response.
Commissioner Young:
• Asked staff to elaborate on the discussion of loss of office zoned property to a
different use.
• Inquired if there was a perceived need for more office space in that area. Is there a
major impact anticipated or is that simply a general consideration of that potential
issue?
Commissioner Dodd provided the Site and Architectural Review Committee report as
follows:
• SARC recommended changes to the proposed parking configuration to place some
spaces against the building so parents dropping off young children don't have to
walk across the drive aisle of the parking lot.
Chair Finch opened the Public Hearing for Agenda Item No. 1.
Hong Vang, Representative for the Applicant:
• Thanked the Commission for this opportunity to explain their request.
• Reported that he and his wife have two young children.
• Recounted that Chinese families are always seeking more educational
opportunities for their children.
• Advised that they decided to create this school to meet an unmet need for
Chinese/English education. His wife is the teacher. They will give children unique
opportunities for play-based education.
• Added that there is a large Asian population in the area.
• Informed that the reason they chose Campbell to locate their school is that it is
conveniently located to many communities within the Bay Area. Additionally,
Campbell is a more affordable community for young families. Their students will
come both from Campbell and from outside of Campbell.

• Opined that most existing pre-schools in Campbell are not bi-lingual or if so they
are Spanish/English rather than Chinese/English.
• Reiterated that they are a different type of pre-school and will be the first play-
based Chinese/English pre-school.
Commissioner Kendall asked how they arrived at their proposed start time of 7:30 a.m.
She questioned whether 7:30 a.m. is an early enough start time to allow parents to
deliver their children to the school and still get to work on time, typically by 8:00 a.m.
Hong Yang said that they prepare for their day starting at 7:30 a.m. while their students
tend to be dropped off after 9 a.m.
Chair Finch asked the applicant if outreach efforts had been made to discuss their
plans with surrounding residential neighbors to the rear.
Hong Yang said just a few but not a larger attempt.
Chair Finch asked if the weekend hours are for enrichment programs. For example,
will they be bringing in other teachers for special types of classes?
Hong Yang replied yes.
Chair Finch closed the Public Hearing for Agenda Item No. 1.
Commissioner Young:
• Said that there is not a perceived over-concentration of daycare facilities in this
immediate area.
• Pointed out. that not all daycare facilities are the same. Having a variety offers
parents choices for their children.
• Stated that this school would fill a niche in the Campbell Community.
• Reminded that some parents actually work weekends rather than just on
weekdays.
Commissioner Dodd:
• Stated that much like the use of the former DMV office space on Darryl for a
daycare facility, this proposed daycare will also be a good use of this former office
space.
• Reminded that it seems the school is not expecting children on site until 9 a.m. and
that's after the big rush hour has concluded.
• Said that she is not opposed to this proposal but suggested consideration for
posting a "right-hand turn only" street sign.
• Suggested that there is a need for a Chinese school that offers specific and unique
educational opportunities.
• Advised that she would be in favor of this request.

Commissioner Kendall said that she is also in favor for a lot of the same reasons. She
pointed out that there is an existing two-direction center turn lane at that part of W.
Campbell Avenue.
Commissioner Bonhagen:
• Admitted that his biggest concern is traffic.
• Said that he agrees about the ability to use the center turn lane that is available to
both enter and leave this site.
• Stated that he would be in favor of this request.
Commissioner Reynolds:
• Advised that loss of tax revenues is always an issue that is considered when
evaluating a site for a change of use.
• Stated that this will be a good use for this location.
• Pointed out that it is right across the street from an ice cream parlor.
• Concluded that he would be supportive.
Commissioner Young reported that the turn lane mentioned in the center of W.
Campbell Avenue is used for access to The Right Stuff gym as well as the Baskin
Robbins Ice Cream Parlor both of which are located at the Kirkwood Plaza Shopping.
Chair Finch:
• Pointed out that this building has been vacant for a long time. If it was an optimal
location/building for office use, it wouldn't be empty so long.
• Stated that this proposal fits the plan per both zoning and land use.
• Concluded that this is no longer a viable office location.
Motion: Upon motion of Commissioner Young, seconded by
Commissioner Kendall the Planning Commission adopted
Resolution No. 4224 approving Conditional Use Permit (PLN2014-
301) to allow the establishment of a commercial daycare center
(pre-school afterschool care) within an existing commercial
building located at 1625 W. Campbell Avenue, subject to the
conditions of approval, by the following roll call vote:
AYES: Bonhagen, Dodd, Finch, Kendall, Reynolds, Rich
and Young

Chair Finch advised that this action is final unless appealed in writing to the City Clerk
within 10 calendar days.

2. PLN2015-153 Public Hearing to consider the application of Karis Triska
and Ryan Slater to rescind the inclusion of the residence
(PLN2015-153) located at 119 S. Second Street from the
City of Campbell's Historic Resource Inventory List. Staff is
recommending that this project be deemed Categorically
Exempt under CEQA. Project Planner: Cindy McCormick,
Senior Planner

Chair Finch asked if there were any questions for staff. There were none.
Chair Finch opened the Public Hearing for Agenda Item No. 2.
Chair Finch closed the Public Hearing for Agenda Item No. 2.
Commissioner Reynolds:
• Said that Council has been clear on a property owner's opportunity to opt out on
having their property added onto the Historic Resource Inventory.
• Added that he also is very supportive of the recommendations provided by the
Historic Preservation Board on these issues. They put a lot of time and effort and
make very good recommendations.
• Stated that he also is a proponent for personal property rights.
• Concluded that he will be supportive of this request for removal from the HRI.
Chair Finch advised that consideration of this item would be forwarded to the City
Council for their meeting in August.
Motion: Upon motion of Commissioner Dodd, seconded by Commissioner
Reynolds, the Planning Commission adopted Resolution No. 4225
approving the request to rescind the inclusion of the residence
(PLN2015-153) located at 119 S. Second Street from the City of
Campbell's Historic Resource Inventory List; will keep this
property on the "potentials" for inventory list, subject to the
conditions of approval, by the following roll call vote:

3. PLN2015-107 Public Hearing to consider the application of Barracuda
Networks, Inc. for Modifications to a Planned Development
Permit and Site and Architectural Review Permit (PLN2015-
107), Tree Removal Permit to allow the removal of 31
protected trees and a Lot Line Merger on properties located
at 3175 S. Winchester and 471/485 Chapman Drive. Staff
is recommending that this project be deemed Categorically
Exempt under CEQA. Planning Commission decision final
unless appealed in writing to the City Clerk within 10
calendar days. Project Planner: Cindy McCormick, Senior
Planner
Ms. Cindy McCormick, Senior Planner, presented the staff report.
Chair Finch asked if there were questions of staff.
Commissioner Rich asked staff to elaborate on the 19 protected trees and of those
how many are rated as having a "low probability of survival"?
Planner Cindy McCormick replied 18 of the 19 have that rating.
Commissioner Rich asked if it would be possible to have no egress/ingress occurring
from the Chapman properties.
Planner Cindy McCormick advised that the Commission can recommend what they
think is best to the City Council who will make the final decision. However, Public
Works is not in favor of that option.
Commissioner Kendall referenced the visibility issues resulting from the corner lot.
Planner Cindy McCormick advised that that property owner has been notified and
given a deadline to correct that overgrowth. If the deadline is not met, Public Works
staff will do the work and charge the owner for it.
Commissioner Reynolds asked if there has been any history of criminal activity on the
property such as vandalism, drugs, etc.
Planner Cindy McCormick said that she is not aware of any.
Commissioner Dodd provided the Site and Architectural Review Committee report as
follows:
• SARC reviewed this project on July 14th and was supportive as proposed.
• Said that the overgrown vegetation obscuring visibility at the corner of Chapman
and Winchester should be cleared by the property owner who has been notified.
Public Works feels that trimming this vegetation should work.
• Suggested signage reading "Watch for Pedestrians" in this area.

• Added that there is potential to use "No right turn" signs. However, the City cannot
compel it but Barracuda can volunteer to install such signage to encourage their
staff not to make right turns off site onto Chapman.
Commissioner Rich reported that he had visited the site yesterday.
Commissioner Kendall said she also visited the site the previous day at 5 p.m. to
observe the traffic and intersection activity
Linda Martinez, PhD, Resident of Los Gatos:
• Said she is an owner of rental property on Hacienda Avenue that she's owned
since 1980.
• Expressed concern with traffic on Waldo and Chapman.
• Stated that this should stay a residential area.
• Questioned the need to destroy this many trees.
• Said this proposal is disruptive to the tranquility of this vicinity.
Director Paul Kermoyan explained that two existing single-family residences on
Chapman Drive would be demolished to allow expanded parking spaces for Barracuda
Networks.
Regina Henley, Resident on Chapman:
• Reminded that the City has already denied Barracuda's attempt to use a residential
lot on Walnut to create additional parking. That same denial should also be issued
with this request for two properties on Chapman Drive to be converted into parking
lots to serve Barracuda.
• Stated that having ingress/egress onto Chapman will create an increase in traffic.
That would be dangerous to the nearby pre-school located on Chapman and
become a public nuisance.
• Advised that the residents also have a legal right to expect the comfortable use of
their neighborhood.
• Suggested that the City abide by its own standards.
Audrey Kiehtreiber, Resident on Walnut:
• Advised that while she serves as President of the San Tomas Area Community
Coalition (STACC) she has also provided a letter outlining her personal views on
this request.
• Reported that Barracuda did work without permits that helped to create the need for
overflow traffic impacts onto their adjacent residential neighborhood.
• Pointed out that the Barracuda site is situated within the boundaries of the San
Tomas Area Neighborhood Plan (STANP).
• Said that commercial traffic is discouraged from being routed into adjacent
residential neighborhoods per the STANP.
• Added that it is against the General Plan's Parking and Circulation Element, which
also discourages commercial traffic being directed into residential zones.
• Suggested that the ingress/egress all be made from two driveways along
Winchester Boulevard.

• Reminded that Barracuda has indicated a desire to be a "good neighbor" and as
such they should take the opportunity to remove the gate that provides an access
point to Walnut Drive from the Barracuda property.
• Said that staff should work with Barracuda and work out a new plan.
Peter Kiehtreiber, Resident on Walnut Drive:
• Reiterated that this property falls within the boundaries of the STANP.
• Referenced Page 20 that indicates that traffic should be directed away from
residents and onto Winchester. The General Plan also says not to do this.
Questioned why the STANP should be ignored.
• Stated that a lot of high tech companies use valet parking services to help deal with
parking issues.
• Reminded that the gate leading onto Walnut is a point of contention between the
neighborhood and Barracuda. It was put in there so Barracuda employees could
park on their residential street(s).
• Said that if they are allowed to add this additional parking on the two Chapman
properties, Barracuda should then permanently shut that gate and lock it up.
• Stressed the need to make sure that the cars leaving from the Chapman parking
are not allowed to make right turns out in the direction of the residential street(s)
but rather shall be directed to make left turns towards Winchester access.
Joanne Carroll„ Resident on Walnut Drive:
• Advised that she previously submitted a letter outlining her issues with this request.
• Stressed that she is concerned with the two driveways on Chapman.
• Said that those two driveways onto Chapman were not a part of the original
proposal.
• Stated that traffic will become a burden on the nearby streets including Chapman
and Walnut Drives.
• Suggested that traffic exiting these parking lots on Chapman be directed to
Winchester and that consideration be given to traffic calming measures such as
speed bumps in their neighborhood to slow traffic down.
Mitch Stermer, Resident on Walnut Drive:
• Thanked the members of the Commission for the time they devote as volunteers for
the City.
• Referenced Chapter 21.12.030 of the Municipal Code that includes a special area
for Planned Development uses.
• Declared that the provisions of the STANP should prevail and adding new
commercial traffic into their residential neighborhood does not comply with the
STANP.
• Referenced code language that indicates that a permit is required to change
ingress/egress. Therefore the gate leading to Walnut is an illegal gate as it has no
permit for its installation.
Dolores Gunia, Business Owner, Children's Center on Winchester Blvd:

• Said that she had been in contact with Barracuda and in talks to discuss their
acquiring her corner property at Chapman & Winchester, which is a long triangular
lot.
Laura Galban, Resident on Chapman Lane:
• Advised that she too had submitted written comments.
• Said that a major concern for her is the safety of her children and children who
attend the child center.
• Offered that this is simply too narrow a street to handle this much traffic.
• Opined that trimming the existing overgrown hedges at the corner will not solve the
visibility problem. Instead she suggested a stoplight be installed there.
• Suggested that the gate leading to Walnut be closed permanently.
• Recounted a rude verbal confrontation experience that one neighbor, a police
officer, had with a Barracuda employee over improper street parking (how car was
positioned). That Barracuda employee flipped the bird to her neighbor. Later that
neighbor found "bb" holes in a window of her home.
• Expressed her fear for those who live on Chapman Drive.
Susan Landry, Resident on Curtner Avenue:
• Stated that she is a landscape architect.
• Said that she doesn't know/understand why more creative modes of parking such
as tandem parking are not investigated.
• Added that she doesn't understand what it means that those trees "will not survive".
That's a rather ambiguous definition.
• Pointed out that 15-gallon trees would grow three times faster than the 36-inch box
trees that are proposed and are cheaper as well.
• Agreed that the gate to Walnut should be closed.
Rick McDonald, Resident on Wendell Drive:
• Stated that he was not in favor of this proposal.
• Cautioned that traffic would stack on Chapman.
• Pointed out that Barracuda employees have been parking perpendicularly along
Walnut Drive, which is not the normal method of parking on a residential
neighborhood street.
Truman Roe, Resident on Stevens Court:
• Stated that he is not in favor of this request due to existing traffic problems.
• Reported that Winchester is backed up from Pollard past Hacienda.
• Cautioned that no one will be able to get out of Barracuda from Chapman.
• Said that despite the recommendation from another speaker to install a stoplight
that would result in a total of six stoplights within less than a mile distance.
Tim Janke, Resident on Audrey Avenue:
• Said he is a Software Engineer and used to recommend Barracuda products as
good.
• Added that he would no longer use their products nor recommend them because
they have been such bad neighbors.

• Added that if Barracuda's bad behavior is rewarded by the City then the City will
just get more such bad behavior and other businesses will also notice that.
• Asked that the Commission send a message and deny this application and ask
Barracuda to work with their neighbors to come up with a better solution.
David Keesen, Resident on W. Hacienda Avenue:
• Said that Barracuda tried to strong arm the City but was denied by the Council.
• Added that they are trying again against General Plan and STANP standards.
• Said that there is an auditorium in their building that is without permits and with
inadequate parking to serve it. People coming to Barracuda are seen parking
along Chapman, Walnut and Capri. That includes weekends when there are 10
Barracuda marked vehicles that are sitting unused in their lot.
• Pointed out that while there is the ongoing construction on Hacienda, many are
using Chapman and attempting left turns to get onto Winchester Boulevard. It has
taken up to 30 minutes to make a left turn out from Chapman onto Winchester.
• Stated that this request by Barracuda should not be approved.
Marko Tehranian, Resident on Chapman Drive:
• Said that he sees two issues -parking and safety.
• Reported that the gate leading to Walnut is opened often and is noisy and a
nuisance.
• Stated that access to Walnut is not necessary and creates a safety problem in his
neighborhood.
Leslie D. Tanaka, Resident on Steinway Avenue:
• Stated that she has lived for 32 years in this neighborhood. It is a wonderful
neighborhood and a nice place to live.
• Said that she can support approval of allowing parking on these two Chapman
parcels but not to have any ingress/egress from the parking areas onto Chapman
itself.
• Reported that Steinway has become a raceway and people must wait to get out
onto Winchester.
• Added that cutting down so many trees won't help the situation.
Tracy Ollie, Resident on Chapman Drive:
• Said that her street is now full of traffic and that Winchester is now an expressway
with people flying through.
• Recounted that she has almost gotten hit by cars several times.
• Advised that recently 28 cars passed by her house before she was able to back out
of her driveway.
• Reminded that the STANP captures how this neighborhood wants to live.
• Opined that the Chapman ingress/egress should be denied and the gate leading
onto Walnut Drive should be removed.
• Asked that this situation be fixed. It's not too late.
Fran Guza, Resident on Virginia Avenue:
• Stated that everything previously said by her neighbors is true.

• Reminded the Commissioners that they are dedicated to preserving the Campbell
way of life and she asked them to keep that in mind.
• Pointed out that the Barracuda vehicles are "weird".
Rebecca Campos, Resident on Chapman:
• Said that she realizes that change is coming.
• Added that the closing of Hacienda for repaving has created traffic impacts on the
surrounding residential streets.
• Urged the provision of a traffic study.
• Said that this situation is unprecedented.
Truman Roe, Resident on Stevens Court:
• Said that he had an arborist at his property and he was told that the adverse
impacts on trees these days are a result of the drought. Trees can come back to
life with more water.
Diane Honda, General Council for Barracuda Networks, said that she is available for
any questions. She introduced Patrick Chen, Civil Engineer, who is a consultant for
Barracuda in this matter.
Commissioner Rich asked whether the original proposal did or did not include access
from Chapman or is that new.
Diana Honda said it was not new. The driveways are already there. They are just
using what is already there.
Commissioner Bonhagen asked if with this added parking would there no longer be the
need for overflow parking from Barracuda Networks to go into the nearby residential
neighborhoods to park on the street.
Diane Honda:
• Replied that this is the plan.
• Advised that they would be restriping the existing parking so all spaces are
standard.
• Cautioned that they would lose about 10 parking spaces if they don't have
ingress/egress from the Chapman parcels.
• Reported that they have done surveys and find that on average there are from 15
to 20 on-street parkers and they are adding 40 new parking spaces under this
proposal.
Commissioner Bonhagen asked if the pedestrian gate was installed to allow
employees to park on the residential streets and then get on site.
Diane Honda said that people use the gate to take walks around the area. She
reminded that gates are allowed on a property and pointed out that this one is code
secured.

Commissioner Bonhagen said that neighbors have mentioned noise impacts from the
use of the gate at various times of day and night.
Commissioner Kendall asked Ms. Honda why they chose 36-inch box trees over 15-
gallon trees.
Patrick Chen, Barracuda's Civil Engineer, advised that the reason for the larger tree is
to provide more shade and cover initially. He said that on top of 14 replacement trees
they are also planting an additional 41 trees on site.
Diane Honda:
• Added that the feedback they have received indicated that the neighbors wanted
larger trees.
• Said that they would be planting a "wall of junipers" along the large wall to create a
visual barrier and will also add more trees around the loading dock to help screen
the back of the building from neighbor's view.
Commissioner Reynolds asked Ms. Honda if she believes the gate and auditorium are
unpermitted improvements. If so, is Barracuda willing to bring both into compliance?
Is that assertion of unpermitted work factual or not?
Diane Honda:
• Said that is not true.
• Added that there is not a 200-person auditorium that has been added. That space
was there when they occupied the site and had been for a very long time.
Barracuda simply refreshed the space with new screens. It is only used by their
employees.
Commissioner Reynolds asked Director Kermoyan if the gate is permitted or whether a
permit is even required.
Director Paul Kermoyan deferred to Senior Planner Cindy McCormick and said he was
not sure when the gate was installed.
Planner Cindy McCormick said that the gate was discussed at the time of Planned
Development Review for the site in 1984. The Planning Commission at the time
recommended it.
Commissioner Rich said that he counted cars on Chapman and Walnut. He asked Ms.
Honda if there would be additional hiring by Barracuda for this location.
Diane Honda:
• Said that there would be moderate hiring but they are at capacity at this location,
which is their headquarters.
• Said that she understands that the overflow parking into the neighborhood has
been hard on the neighbors and their plan for this extra parking will allow them to
stay within the confines of their own property.

• Added that they can move aspects of their business to their San Jose location if it
becomes necessary but as this is their headquarters this is an important location to
Barracuda.
Commissioner Rich asked if the use of valet parking services had ever been explored.
Diane Honda said that concept (valet parking) had been evaluated but such a parking
service is intended to serve a larger number of cars than needed at this location.
Commissioner Dodd asked if the parking on site will be sufficient to serve any special
events that may occur.
Diane Honda responded that it should be enough.
Chair Finch opened the Public Hearing for Agenda Item No. 3.
Audrey Kiehtreiber, Resident on Walnut:
• Clarified the previous inquiry about when the gate leading to Walnut was installed.
• Stated that while the gate was "suggested" with the original plan in 1984, at the
time the applicant preferred not to install the gate due to safety of the neighborhood
and the security of his own property.
• Reported that she has a video tape of when the gate was put in last year.
Commissioner Reynolds asked Ms. Kiehtreiber if that occurred about 8 to 10 months
ago by Barracuda to accommodate their off-site parking.
Audrey Kiehtreiber said that the neighborhood wants to work with Barracuda. They
have three requests: no driveway off the Chapman properties, keep some of the trees
proposed for removal and remove the gate leading onto Walnut.
Diane Honda:
• Said that Audrey Kiehtreiber is correct. The gate was installed about a year ago
when a hole was cut into the existing wall to place it there.
• Reported that they always intended for there to be a gate there and it is a secured
gate.
• Admitted that they had not investigated rebuilding that section of wall but as soon
as they get their added parking they would no longer need to use it. However, it
would be useful to retain in place for use in the event of an emergency to facilitate
exiting.
Commissioner Dodd asked who has the code for the keypad entry at the gate.
Diane Honda replied that most employees have the code.
Chair Finch closed the Public Hearing for Agenda Item 3.
Commissioner Reynolds:

• Said that he believes in supporting business and that Barracuda is an important
business to the City. However, he said that it can reach a point when a use
becomes a disturbance to the neighbors.
• Added that based upon what he has heard this evening, he is not convinced that
Barracuda is being a good neighbor.
• Stated that Barracuda may have outgrown that location. However, he doesn't want
to lose having them in Campbell and hopes that this proposal is an opportunity to
correct the existing off-site parking situation.
• Said that he is ready to say no to the use of Chapman properties for parking and
simply leave the homes in place and to require that they close off that gate to
Walnut.
• Continued that as a second thought, he could see a redesign of the use of the
Chapman properties for parking except that they can instead exit that parking using
the Winchester driveways even if that means losing some of the proposed spaces.
• Stated that this business is trying to encroach into the residential area.
• Explained that the reason that commercial is situated on Winchester is to serve as
a buffer between that road and residential uses.
Commissioner Kendall:
• Questioned why Commissioner Reynolds wants to second guess Public Works'
recommendation that there should be egress onto Chapman.
• Added that even if this request is denied, Barracuda can still tear down the houses
currently on their two Chapman properties. Those two properties are zoned for
commercial uses.
• Pointed out that as Campbell grows there are (and will be) more people on our
streets.
• Reminded that the reason Barracuda's request to create parking by the use of a
residential parcel on Walnut was denied is because that would have required a
rezoning from residential to commercial.
• Advised that this request currently under consideration does not require rezoning of
the property because these two parcels are already zoned for commercial uses.
• Added that as commercially zoned parcels, there is a right for the owner to have
ingress and egress using their driveways.
• Said that in regard to the gate, as long as fewer people have the access code, it
could be retained for emergency exiting purposes.
Commissioner Reynolds:
• Referenced page 7 of 9 that provides an option to block off Chapman into a cull de
sac.
• Admitted that he is looking for a reprieve for the nearby community.
• Said that perhaps the cull de sac option would provide a safe buffer and help cut
noise and traffic impacts.
Commissioner Kendall:
• Suggested placement of one of those electronic speed signs that indicates the rate
of speed of those cars as they pass by the sign.
• Added that perhaps speed bumps could be installed to slow traffic.

• Stated that once the work along Hacienda is completed, that will help relieve a lot
of pressure on these nearby streets.
Commissioner Reynolds:
• Said that he is not a fan of those "no left/right turn" signs.
• Recounted that the townhome development at Campbell Avenue and San Tomas
Expressway has "no left turn" signs but they are useless as they are ignored.
• Added that instead some form of physical barrier is needed to prevent unwanted
turns.
Director Paul Kermoyan:
• Said that the General Plan designation and zoning for these properties were in
place for a Yong time even when the San Tomas Area Neighborhood Plan (STANP)
was created. It was found to be consistent with the STANP. If not, it would have
been changed.
• Said that it is not a City practice to close off a street because commercial uses abut
residential uses.
• Added that if Chapman was to be closed off, traffic then moves to Hacienda and
Parr.
• Agreed that good points have been made by the public speakers this evening.
• Said that issues that may help fix existing conditions can be considered:
o Look at the gate. Is it really needed?
o Consider options for the Chapman parcels such as:
^ Close off the driveways on Chapman; or
^ Have one driveway off Chapman rather than two.
Commissioner Rich clarified with staff that the proposed provision of parking on the
Walnut parcel was denied because a rezone of the parcel was denied.
Director Paul Kermoyan replied yes.
Commissioner Rich asked when the Hacienda road work would be completed.
Commissioner Dodd said she hoped by August 18th because that is the start of school.
Commissioner Rich:
• Said he went by the site.
• Explained that if this request is denied, that would not resolve the 20 plus cars
currently being parked by Barracuda employees on the street on both Chapman
and Walnut.
• Advised that he supports allowing the creation of parking on the Chapman
properties but with no egress onto Chapman.
Commissioner `Young:
• Said that he had hoped to hear some positive opinions from the neighbors on this
proposal.
• Added that the question is "what is the best decision here?".

• Reminded that the current construction on Hacienda is creating problems in the
area.
• Agreed that there is an issue of property rights and these two Chapman parcels are
zoned commercial.
• Pointed out: that Barracuda has taken the time to have their two parcels engineered
as proposed and Public Works is recommending it as proposed.
• Said that he hopes that there are mitigation measures available but he feels the
need for more information.
Commissioner Dodd:
• Expressed agreement with Commissioner Young.
• Said that this is about balance and "give and take".
• Added that she sees that desire on the part of both sides.
• Reiterated that there are property rights issues since these parcels are zoned for
commercial use. Additionally, the residential property owners also have their
property rights.
• Suggested that something be done about the gate and that its use be discontinued
once the parking is in place on site.
• Said that she likes the idea of eliminating the pass-through.
• Suggested one option of entering from Chapman but exiting from Winchester.
• Pointed out that as to trees, they will be adding new trees and landscaping and the
neighbors may want to let go of the tree removal issue.
• Cautioned that Barracuda will likely need new driveways on Chapman as those
existing are not designed for commercial sites.
Commissioner Bonhagen:
• Stated that ''`Business 101" calls for getting along with neighbors.
• Added that he is a property rights advocate.
• Said that being a good neighbor is important part of being a part of Campbell.
• Agreed that Winchester traffic is busy.
• Said that he didn't believe that use of the Chapman driveway access wouldn't make
a large difference on traffic going to Winchester.
• Said that he has heard a lot of emotion this evening and he likes to hear facts.
• Pointed out that the parking lot solves the problem of street parking on Walnut
Drive.
• Reiterated that he doesn't see an increase of traffic going into Chapman if the
exiting goes out onto Winchester then if traffic exited onto Chapman and then onto
Winchester.
• Asked staff to confirm that this proposal conforms to the San Tomas Area
Neighborhood Plan and the General Plan.
Director Paul Kermoyan:
• Advised that the STANP just gives big picture guidance on commercial uses in the
plan area but the majority of the STANP deals with residential development and
design. The small portion on commercial simply calls for commercial traffic to feed
onto arterial streets.

• Pointed out that a parking lot is the least disruptive use of a commercial property
than any other allowed uses.
Commissioner Bonhagen:
• Reported that those marked Barracuda vehicles can be seen driving all over during
the day. They are parked on site at night.
• Advised that he supports allowing ingress/egress from Chapman and doesn't see
that as causing a major traffic problem but rather will not really increase traffic at all.
• Added that he is on the fence about keeping the gate access to Walnut.
Commissioner Reynolds:
• Suggested that Barracuda work with the Water District to seek approval for an
access gate on the north side fence to get allow their employees to access the
percolation ponds as a walkable area. With that in place, they should then block off
the gate that currently leads out to Walnut Drive.
• Said that he is leaning toward blocking access from the Chapman parcels, blocking
the gate to Walnut and to keeping more of the trees proposed for removal.
Commissioner Young:
• Said that his issue is the traffic from those using the proposed parking lots on
Chapman versus traffic that comes onto Chapman off Winchester at a fast rate of
speed and what might occur if drivers come across a car stopped in order to enter
onto the Chapman parking.
Commissioner Dodd:
• Said that Barracuda has a large facility that does not currently have adequate
parking to serve it.
• Suggested coming up with something creative including some other propositions
that have a better traffic flow.
Commissioner Rich expressed safety concern for the corner pre-school and wants to
see new traffic limited on Chapman from users of this proposed parking lot.
Chair Finch:
• Stated that she too is a proponent for property rights.
• Reiterated that these Chapman properties are both zoned commercial.
• Opined that the Commission cannot deny the use of these commercially zoned
parcels for parking lot use.
• Said that there is not a perfect solution and that compromises must be reached.
• Reported that at the time that Kohl's was seeking its entitlements, it was decided
that "no right turn" signs would be installed to prevent traffic leaving Kohl's from
using residential Almarida Drive for pass-through traffic. However, a lot of people
do still turn right. Additionally speed bumps and stop signs were installed along
Almarida. At the beginning, Campbell Police were there for a couple of months to
help train the public to honor the signs -first with warnings and later with tickets.

• Said that a parking lot use is the best use for these two Chapman parcels. If they
don't secure this proposal for additional off-street parking to serve Barracuda, the
on-street parking problems will persist.
• Said that she too is concerned with ingress/egress occurring from the Chapman
parking lots and agrees that should happen from Winchester instead.
• Stated that there may be property rights to have a gate, it would be best to close off
the gate to Walnut once the new parking is implemented on site to serve all of
Barracuda's parking needs on site. If the gate is left in place it should be for
emergency egress and there should be restrictions on when it can be used.
Commissioner Reynolds:
• Stated that he too supports eliminating driveway access from the Chapman parking
lot.
• Suggested putting in a pedestrian gate that allows access onto Chapman and then
block the gate currently allowing access onto Walnut.
• Said that he is okay with the removal of trees as requested.
• Admitted that he likes the idea of replanting with the smaller 15-gallon trees that are
known to grow faster.
• Reminded that the site is getting more new trees than it is losing through removals.
Commissioner Rich asked Commissioner Reynolds what he thinks about his previous
recommendation of a gate on the north wall allowing access to the perc ponds.
Commissioner Reynolds said that he likes that as a suggestion and/or option if
Barracuda wants to pursue it.
Commissioner Young said that he remains concerned about traffic on Chapman and
wants to see some traffic calming occur there.
Chair Finch said that if there is no driveway access from the Chapman lots than any
desire for traffic calming on Chapman would be an issue that is separate from this
request.
Director Paul Kermoyan reminded that the Planning Commissioner is forwarding a
recommendation on to Council on this matter.
Chair Finch thanked all in attendance for their participation in trying to reach awin-win
solution.
Commissioner Bonhagen said that he doesn't see an issue with access off Chapman.
Motion: Motion of Commissioner Reynolds, seconded by Commissioner
Rich, that the Planning Commission to adopt a resolution
recommending that the City Council approve Modifications to a
Planned Development Permit and a new Site and Architectural
Review Permit (PLN2015-107), Tree Removal Permit and a Lot
Line Merger on properties located at 3175 S. Winchester and

471/485 Chapman Drive, subject to the conditions of approval as
amended:
• Require that the driveway access from the two Chapman
parcels be blocked off;
• Require that the pedestrian gate on Walnut be closed from
regular use;
• Allow the installation of a pedestrian gate to access
Chapman;
• Investigate the possibility of placing a pedestrian gate on the
north side to allow Barracuda employees to access the open
space area surrounding the percolation ponds next door;
• Require the applicant to plant 15-gallon replacement trees
rather than the proposed 36-inch box;

Director Paul Kermoyan suggested that the Commission consider putting forward a
different motion and/or to call for a continuance. If the motion is for a continuance, the
maker of the motion should indicate just what additional information is being
requested.
Commissioner Bonhagen said it is important to have facts about the traffic conditions
Commissioner Kendall said that she is not inclined to require a Traffic Study and would
instead support cutting off the parking lot access driveways from Chapman. She
added that she'd like more feedback from Public Works as to why they prefer
Chapman driveways to having all ingress/egress occur from Winchester.
Commissioner Kendall suggested completely blocking access to the main parking lot
from the Chapman parking lot.
Director Paul Kermoyan said that a third option could be to have entry only from
Chapman and exiting from Winchester.
Commissioner Reynolds:
• Said that it was important to keep in mind that this proposal is accomplishing
something. The neighborhood is getting what they are asking for and Barracuda is
getting their parking lot.
Commissioner Young:
• Said that he doesn't agree.
• Stated that he is looking for more information on the traffic conditions on Chapman
both existing and with this proposal.

• Said that if there is entrance only on Chapman what impact would that have on
egress onto Winchester from the site.
Commissioner Dodd:
• Said that she'd like to see the flow of the parking lot depicted and proposed a
continuance to allow for the preparation of a better plan for the parking lot
circulation and exiting.
Commissioner Rich
• Stated his agreement with Commissioner Reynolds. Barracuda both gives and
takes.
• Agreed that this is not a 100 percent solution for everyone.
• Said that the benefit of a traffic study is questionable.
Commissioner Bonhagen said he'd like more information from Public Works as to why
they support access from Chapman rather than having all site access from Winchester.
Commissioner Reynolds:
• Reminded that the Commission's action this evening is a recommendation to
forward on to the City Council.
• Added that any serious traffic issues that may come up can be debated further at
the Council hearing for this item.
• Said that there is no real reason to bring this item back to the Planning
Commission. Anything that is discovered between now and the Council meeting
can be addressed by simple answers from staff to Council.
Director Paul Kermoyan suggested the Commission go with the motion as it is and
direct staff to add more traffic analysis on Chapman, Hacienda and Winchester. The
City Council can decide as they wish no matter what the Planning Commission's
recommendation is.
Commissioner Young asked if it might be possible to provide Council with plans for two
separate layouts.
Director Paul Kermoyan said that the August Council meeting date cannot be met with
a continuance. He suggested that plans be prepared with Chapman blocked off and/or
leave the plan as it currently is proposed.
Commissioner Reynolds:
• Pointed out that the existing Council is comprised of people with considerable
background on the Planning Commission.
• Said he would like to see the Commission's motion move forward to Council.
• Admitted that he is not comfortable with the proposed continuance.
Commissioner Rich asked the four members of the Commission who voted against the
motion if there is any additional information that can be provided this evening that
might change their vote.

4. PLN2012-207 Public Hearing to receive public testimony and comment on
the Draft Environmental Impact Report (DEIR) prepared
for the City's Draft Dell Avenue Area Plan (DAAP). The
Draft Dell Avenue Area Plan itself will be brought forth for
public hearing before the Planning Commission on a date not
yet determined. Project Planner: Paul Kermoyan,
Community Development Director
Mr. Paul Kermoyan, Community Development Director, presented the staff report and
read an email received from Michael Tippets expressing concerns about and non-
support for the DAAP.
Chair Finch advised that the Commission will be hearing comments and questions
from the public on the Draft Environmental Impact Report (DEIR). That information will
be forwarded on to the DAAP consultants who will prepare responses to each issue
raised.
Chair Finch opened the Public Hearing for Agenda Item No. 4.
Tim Janke, Resident on Audrey Avenue:

• Reported that traffic numbers are egregious and read out a few examples from the
report.
• Asked that the City consider less impactful options to the DAAP. The plan falls
short and is not the way to go forward.
• Called it a "shoddy piece of work."
Sharon Nelson, Resident on Virginia Avenue:
• Reported that she read the plan and the draft EIR.
• Stated that it is an ambitious plan that lacks a coherent vision.
• Read a portion of the plan aloud.
• Stated that "we can do better."
• Concluded that the DAAP needs more thought and careful planning.
Susan Landry, Resident on Curtner Avenue:
• Said that she is directly impacted by the project.
• Distributed a map to the Commission that she created as an alternative that
includes setbacks for a Riparian Corridor and other such important details.
• Pointed out that this will be the largest development area in Campbell and it is
important to take the process seriously while still being "cautiously" creative.
Audrey Kiehtreiber, Resident on Walnut Drive:
• Explained that a lot of people from the STACC (San Tomas Area Community
Coalition) have spent considerable time reading this material and writing
responses.
• Reminded that the San Tomas Area Neighborhood Plan (STANP) was created 30
years ago with many community meetings and much input. In comparison, The
DAAP had a few meetings with a limited group of stakeholders.
• Questioned referring the DAAP area as a "waterfront environment".
• Asked that the residents of STACC not be treated as adversaries.
• Stated that they helped draft the STANP 35 years ago and can do it again and help
with the development of the DAAP.
Peter Kiehtreiber, Resident on Walnut Drive:
• Started by saying he endorses everything his wife just said.
• Said that the draft DAAP is seriously flawed and a bad plan.
• Added that he can understand the need in the community for a commercial
development core.
• Questioned referring to the DAAP area as a "waterfront". There is no waterfront.
Using that term here is "made up".
• Reminded that the area referenced as DAAP-West is actually located within the
STANP area.
• Suggested that the DAAP-West component be removed altogether from the DAAP
and that the rest of the plan be toned down or better yet restarted from scratch and
try to make it less bad.
Joanne Carroll, Resident on Walnut Drive:
• Said that she too encourages a reduction in this DAAP development plan.

• Pointed out that it is proposing 2 million square feet of development and an addition
of 7,500 people to the DAAP vicinity.
• Suggested perhaps reducing the plan to .75 with a 60-foot maximum height and
half the density impacts to be more in line with Campbell.
• Concluded by supporting the complete elimination of the DAAP-West component to
the plan.
Ellen Dorsa, Resident on Walnut Drive:
• Stated her agreement with what the other speakers have said thus far.
• Said that there is a quality of life concern as proposed.
• Stated that DAAP-West should serve to sensitively transition from commercial to
residential uses. As proposed, they would lose peace and quiet as well as safety.
There would be dumpsters located against six-foot high fences. It would violate the
air quality standard.
• Suggested that the EIR address potential health impacts such as asthma,
emphysema and lung cancer resulting from poor air quality.
• Said that 75 foot tall buildings would loom over the area.
• Suggested reducing the scope of the DAAP, eliminating the DAAP-West
component and including representatives from STACC in the process.
Mitch Stermer, Resident on Walnut Drive:
• Asserted that the quality of life will change.
• Called the DAAP a very ambitious plan.
• Stated that some people will make a lot of money out of this area.
• Suggested the plan be scaled back and that the DAAP-West component is a very
bad idea.
• Opined that this is a really strange project that doesn't have a core vision.
Wayne Prescott, Resident on Robway Avenue:
• Said that he is not directly impacted.
• Opined that the Draft EIR for the DAAP is more significant in what it doesn't say
than in what it does say.
• Stated that people will be directly affected.
• Reported that he works as an appraiser and advised that 15 percent of the
industrial properties on the east side of Winchester are under one ownership. They
can benefit greatly from this plan.
• Agreed that this is a long-term project and he appreciates hearing Director
Kermoyan's advice to the Commission to take their time moving forward with their
review.
Lisa Myers, Resident on California Street:
• Said that she has lived in Campbell for 25 years and has had a business in
Campbell for 30 years. She owns Let's Go Birdie.
• Explained that there are 165 known species living in the Percolation Pond Riparian
Habitat.
• Predicted that this development will change and impact the bird world in the area
that includes falcons, osprey and bald eagles.

• Pointed out that there are no orchards left now.
• Opined that Campbell is a wonderful town just as it is now.
Jo-Ann Fairbanks, Resident on Hacienda Avenue:
• Reminded that the City is beginning its General Plan review process and there may
be additional elements added to that document.
• Pointed out that the size of the DEIR/DAAP document is too large to take in.
• Questioned who sets the thresholds.
• Said that the EIR does not address the impacts on the City as a whole from the
addition of a high-tech center.
• Stated that there are life cycles within high tech areas and environmental, social
and economic impacts.
• Said there is also risk of the demise of small businesses in the area.
• Listed environmental impacts as including: biological resources, the Campbell Tree
Ordinance and the impact of the DAAP on the City's other area plans.
Lee Peterson, Resident on Audrey Avenue:
• Said that he has resided in the San Tomas neighborhood for 35 years, even before
it was annexed into the City of Campbell.
• Added that he participated in the preparation of the STANP.,
• Stated that he was strongly opposed to the DAAP and is concerned that there was
no participation by the nearby residential neighbors in the drafting of it.
• Said that the Draft DAAP lacks balance and needs a better visioning process
including more focus groups. That did not happen here.
• Pointed out that the residents of the STANP have to live with the results of the
DAAP's implementation.
• Advised that Campbell's percentage of park land per capita is the worst in the
County. Although Park Dedication Fees are collected when residential construction
occurs, it should also be collected when new commercial construction occurs.
Lisa Harmer, Resident on Briarwood:
• Advised that she resides in the former Cambrian 36 County Pocket that was
annexed into Campbell.
• Stated her support for the previous comments made.
• Said that a major concern for her is the intersection at San Tomas Expressway and
Highway 17 as well as the intersection of Curtner, Camden and San Tomas
Expressway.
• Reported that while Curtner is a residential street, they experience a lot of spillover
traffic.
• Stated her hope that the Planning Commission makes a fully researched and
informed decision on the DAAP using the soon-to-be updated General Plan. She
suggested waiting until this updated General Plan is ready for review.
Paula Parisi, Representative for Dell Associates II, LLC, 1690 Dell Avenue:
• Advised that she represents a commercial property owner, Dell Associates II, LLC,
owners of 150,000 square feet of multi-tenant space at 490-590 Division Street and
1711-1745 Dell Avenue.

• Said that she has submitted written comments.
• Stated that Dell Associates believes that the DEIR and the DAAP are poorly drafted
and designed. The scope is poor.
• Said that the draft DAAP results in huge unknowns for property owners in the area,
specifically any non-conforming properties. There are huge financial impacts.
• Said that they are willing to meet with City representatives to make the draft DAAP
more palatable to property owners.
• Handed over her written statement for inclusion in the record.
Leslie Takanoza, Resident on Steinway Avenue:
• Said that she came to Campbell 32 years ago when it was rural and beautiful.
• Added that she is a librarian.
• Stated that the DAAP is not a good idea as it has risks for aquafers and the water
table.
• Admitted that this is the first meeting she's attended at the City but she felt strongly
about this matter.
• Reported that she also has a high tech past and experienced three high tech
industry that occurred shortly after huge growth.
Barbara Wally, Resident on Steinway Avenue:
• Said that she is a resident of Campbell and heard about this DAAP from within the
community.
• Reminded that this is a nice residential community with no high rises.
• Stated that she fears the creation of another Santana Row type development that
takes away from what Campbell stands for.
Fran Cucuzza, Resident of Virginia Avenue:
• Joked that she would likely die before this project gets finished.
• Stated that she agrees with what has been said by the other speakers.
• Suggested that what needs to be done is to get more community involvement.
Director Paul Kermoyan:
• Explained that there were just three CAC (Community Advisory Committee)
meetings. There have been more general community meetings that that and there
will be more.
• Assured that this is a process.
Fran Cucuzza asked if there could be changes to the composition of the CAC.
Director Paul Kermoyan said that there will be no additional CAC meetings. The CAC
was just convened as a starting point of the DAAP project.
Eddie Gonzales, Small business owner on Dell Avenue:
• Asked where those in the service industry are supposed to go.
• Questioned just how they can serve Campbell residents if they are pushed out of
Campbell.

Dave Keyson, Resident on Hacienda:
• Advised that he worked in high tech for 30 years and lives in Campbell because he
doesn't want to live in high tech community.
• Stated that Campbell doesn't need to try and be another San Jose or Mountain
View. It can just be Campbell.
Rita Wilson:
• Stated that while she is not directly impacted by the proposed DAAP, she is
interested in it and finds it to be far too ambitious.
• Cautioned the City to take a closer look as the DAAP appears to allow
overdevelopment to occur.
• Expressed her support for the previous speakers' comments.
Kathy Craig:
• Said that she owns properties on both Dell and Sunnyoaks Avenues.
• Added that they rent to small businesses and have since 1952.
• Cautioned that if small businesses are driven out of Campbell, Campbell residents
will have to travel far to get needed services.
• Reminded that small business owners put their life savings on the line when
developing their businesses.
• Reported that they have no vacancies in their properties.
• Assured that small businesses still want to be in this area.
• Suggested that the buildings of the DAAP project area be improved to look better
but the draft DAAP is just too ambitious.
Chair Finch closed the Public Hearing for Agenda Item No. 4.
Chair Finch asked the members of the Commission to provide their individual
comments at this time.
Commissioner Kendall:
• Said that she would like to see further development of alternatives.
• Stressed the need to identify mitigation of impacts from traffic and air quality.
• Said that there had been no mention of traffic from Dell to Camden/Hwy 880.
• Asked if alternative transportation methods have been considered in relation to the
DAAP. Gave examples of scooter trips, low emission shuttles, flex work schedules,
telecommuting and traffic offset with the added Light Rail Station.
• Said that if Alternative 1 is selected, there could be impact on having 75-foot high
buildings on the DAAP-West component as currently zoned.
• Said that doing nothing impacts traffic and air quality.
• Questioned what impacts there could be to the percolation ponds if the setbacks
are reduced.
Commissioner Bonhagen asked if the DAAP stops at Hacienda on the north.

• Explained that the DAAP area is the only C-M (Controlled Manufacturing) zoned
district in the City of Campbell.
• Added that an effort was made not to include M-1 (Light Industrial) zoned areas
within the DAAP in order to save the smaller units so there is transition.
Commissioner Bonhagen:
• Said that he is abig-picture guy and traffic and air quality are the biggest concerns.
• Asked if there is a way to incorporate more help from those agencies that deal
more with infrastructure in this process.
• Asked if there is a way to widen Winchester from San Tomas Expressway to
Knowles?
Commissioner Rich:
• Said that the question is, "What do we want our identity to be in the community?"
• Stated that anything in the DAAP will impact air, traffic and other things.
• Asked how displacement of small businesses should/could be handled?
• Asked if less density has been considered to minimize impacts? Perhaps a happy
medium to minimize impacts?
Commissioner Reynolds:
• Said that he wants to keep in mind that he may not see the DAAP come to fruition
during his lifetime.
• Reminded that this is a long-term plan that will not displace any existing small
businesses in the plan area.
• Said he often asks himself, "What do I want to leave for my children and
grandchildren?"
• Questioned whether the DAAP could be modified to include the McGlincy Area so
those two areas could work in concert together?
• Asked of the DAAP plan could be done in a manner where growth is tied to
transportation expansion.
• Assured that he would have more questions moving forward.
Commissioner Young:
• Asked if the consultant took current climate conditions into consideration? For
example, the current drought conditions.
• Questioned what impacts there might be from building atop the aqua filters.
• Said that he'd like to see increased open space in the DAAP-East portion.
• Added that he'd like to see the DAAP-West portion also increase its open space
requirement and align with the Housing Element.
• Said he'd like to see a better description of the relationship between the DAAP-
West component and its adjacent residential community (STANP).
• Reminded that change to the area will be gradual and not happen all at once.
• Asked if there might be issues by widening the sidewalks along Winchester.
• Asked if alternative materials to concrete might be considered for walkways.
• Asked about CO hot spots.

• Said that the environmental information suggests no impacts on police services.
• Questioned that assertion given that a new restaurant would be operating along the
creek with evening business hours. That is not there right now.
• Inquired whether some housing for employees could be developed as a part of that
DAAP area.
• Asked if the consultant looked at the NetFlix development up the road in Los Gatos.
• Said he is surprised by the reduced speeds on Dell and Hacienda and said he
didn't see a study on that.
• Asked how many accidents there could be when a bike lane is added.
• Said that the EIR mentioned no significant impacts to aesthetics.
• Pointed out that to him, seeing the sky itself is a part of his vista when sitting in his
own backyard. That gave him pause.
• Suggested that the City identify "view corridors" in the General Plan Update.
Commissioner Dodd:
• Admitted that the 75-foot maximum height is what is getting to her.
• Said that it seems that one of the goals is to have residential uses nearby from
where high-tech workers can cross Winchester back and forth in a convenient live-
work lifestyle.
• Asked if it had been looked at as to who currently crosses Winchester to access
restaurants on the other side of Winchester.
Chair Finch:
• Stated that the issue of impacts on aquafers is one that hits hard for her.
• Said that she hopes that EI Nino is coming later this year but we don't know for
sure that it will.
• Agreed that it is important to determine what identity the City wants for itself.
• Agreed it is important to determine where small business goes.
• Added that it is important to decide if the high tech arena is something Campbell
really wants to create.
• Stressed the need to evaluate the effects on the community as a whole. The DAAP
would impact the entire community and not just a localized impact on this
immediate area.
• Said it is important to determine how far reaching impacts could be.
• Questioned what the impacts of removing the DAAP-West component from the
plan could be.
• Wondered what sort of pedestrian movement there would/could be between DAAP-
East and DAAP-West.
Director Paul Kermoyan:
• Said that the alternatives section already provides options.
• Stated that this evening has resulted in a very good conversation.
• Thanked all in attendance for their comments and participation.
• Said that staff would package up all the comments and questions and send them
on to the consultant for response.
• Stated that the next step is plan review. That date has not yet been set.

Director Paul Kermoyan added the following update(s) to his written report:
• Reported that one item originally set for the August 11th meeting has since been
removed. Steak n'Shake is being continued at the applicant's request to allow
them an opportunity for more community outreach to address concerns.
