Dear Ms. Spano,
The Planning Division reviewed your building permit plan submittal and sent you a letter on August 29,
200 for a telecommunication facility at 1469 S. Bascom Avenue. As mentioned in the previous letter, the
building permit cannot be approved by the Planning Division since several Conditions of Approval of the
Site and Architectural Review Permit (approved on June 15, 2000) have not been met.
A recent site visit has revealed that the installation of the extension of the lattice tower was completed
without obtaining building permits or receiving clearance from the Planning Division. You stated in a
conversation a few days ago that PG&E was installing the lattice tower extension and that they believed
they did not need to obtain local building permits for work on their towers. Staff is consulting with the City
Attorney to clarify this issue.
The conditions of approval for the Site and Architectural Review Permit that need to be met before building
permits will be issued include [Specific comments:are hi,lighted]:
Approved Proiect: Approval is granted for a Site and Architectural Permit to allow the installation
of a Metricom Wired Access Point with 16 individual antennas that each measure 36.5" in height,
6.25" wide and 3.5" deep on the top of an existing PG&E lattice tower and the construction of an
equipment cabinet surrounded by a fence enclosure located at 1469 S. Bascom Avenue. Project
approval shall comply with project plans prepared by Delta Groups Engineering, Inc., except as
modified herein in the Conditions of Approval.
a. Painting of Antennas: All antenna facilities mounted to the transmission tower shall be
painted to match the color of the transmission tower. [State this on plans. This also
applies to the coaxial cable routing on tower leg.]
b.Materials and Colors: The type of material for the fence shall be fiber cement exterior
siding and the color shall be Bluff's Red. The fence shall be finished and painted to match

Security Required: Prior to issuance of any permits for this facility, the applicant shall provide an
irrevocable letter of credit or other reasonable form of security, satisfactory to the City Attorney, in
an amount reasonably sufficient to cover the cost of removal, for the removal of the facility in the
event that its use is abandoned or its Site and Architectural Review Permit expires or is terminated
and the equipment is not voluntarily removed.

Landscaping: The applicant shall submit four (4) sets of detailed landscaping and irrigation plans
for review and approval by the Community Development Director prior to the issuance of building
permits for the project or installation of any landscaping. The plans shall comply with the City's

and shall effectively screen the lower portion of the transmission tower and the equipment building.
The plans shall include at least four (4) trees and eleven (11) shrubs installed around the building,

telecommunications facility on property located at 1469 S. Bascom
Avenue in a P-F (Public Facilities) Zoning District.
PROJECT DESCRIPTION
The Project consists of the installation of a Metricom Wired Access Point with 16
individual antennas that each measure 36.5" in height, 6.25" wide and 3.5" deep on a 12
foot extension of the top of an existing PG&E lattice tower and the construction of an
equipment cabinet surrounded by a fence enclosure at 1469 S. Bascom Avenue. The
installation method has been found to meet the definition of a stealth facility.
DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a Site and Architectural
Permit to allow the installation of wireless intemet access and data transmission antennas on
a 12-foot extension of an existing PG&E lattice tower, and a ground level equipment
cabinet. The extension will be constructed to mach the existing lattice material. The design
proposed by the applicant meets the criteria set forth in the Telecommunications Ordinance,
Section 21.60.020.36 for a stealth facility. The Ordinance provides that stealth facilities
may be approved administratively with a Site and Architectural Review Permit application.
The antennas and tower extension will be painted gray to match the lattice tower.
The fence surrounding the equipment structure will be finished to match the closest
architectural feature, a fence to the north of the site, and the Cellular One equipment
structure that was approved recently for the site. The fence will consist of a "Hardi Panel"
fiber cement exterior siding painted Bluffs. Landscaping in the form of shrubs and trees
will soften the appearance of the enclosure.

Findings for Approval of a Site and Architectural Review Permit (PLN2000-77) to allow the
installation of a stealth telecommunication facili _ty.
The Community Development Director finds as follows with regard to File No. PLN2000-77(S).
Wireless communication facilities are permitted in the Public Facilities Zoning
District. Projects that meet the definition of a stealth facility may be approved
administratively with the granting of a Site and Architectural Review Permit.
The antennas will be placed in such a way as to match the existing PG&E lattice
tower. The equipment cabinet will be enclosed by a fence that matches the
design, color and texture of the adjacent telecommunications equipment
structure.
The placement of the antennas on an extension of top of the existing lattice
tower, constructed to mach the existing lattice material, integrates well with the
existing use and provides limited visibility of the antennas from public view.
Landscaping will further screen the equipment enclosure and help the facility
blend with the existing site conditions PG&E Right-of-Way.
Based upon the foregoing findings of fact, the Community Development Director further finds
and concludes that:
The proposed project is consistent with the General Plan and the local Zoning
Ordinance.
The proposed project as conditioned will aid in the harmonious development of
the immediate area.
The establishment, maintenance or operation of the use, as conditioned, will not
be detrimental to the health, safety, peace, morals, comfort, or general welfare of
persons residing or working in the neighborhood of such proposed use, or be
detrimental or injurious to property and improvements in the neighborhood or to
the general welfare of the City.
The proposed site is of adequate shape and size to accommodate the screening,

CONDITIONS OF APPROVAL FOR FILE NO. PLN2000-77
SITE ADDRESS: 1469 S. Bascom Avenue
APPLICANT: Laura Spano
The applicant is hereby notified, as part of this application, that she is required to meet the following
conditions in accordance with the ordinances of the City of Campbell and the State of California.
The lead department with which the applicant will work is identified on each condition where
necessary. Additionally, the applicant is hereby notified that she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to
this development and are not herein specified:
COMMUNITY DEVELOPMENT DEPARTMENT
Approved Project: Approval is granted for a Site and Architectural Permit to allow the
installation of a Metricom Wired Access Point with 16 individual antennas that each
measure 36.5" in height, 6.25" wide and 3.5" deep on the top of an existing PG&E lattice
tower and the construction of an equipment cabinet surrounded by a fence enclosure located
at 1469 S. Bascom Avenue. Project approval shall comply with project plans prepared by
Delta Groups Engineering, Inc., except as modified herein in the Conditions of Approval.
a. Painting of Antennas: All antenna facilities mounted to the transmission tower shall
be painted to match the color of the transmission tower.
b.Matierials and Colors: The type of material for the fence shall be fiber cement
exterior siding and the color shall be Bluff's Red. The fence shall be finished and
painted to match the finish of the adjacent equipment structure, including color,
texture and materials.
c. Maintenance of finish: It is an ongoing obligation of the applicant, assignees and
successors in interest to maintain the exterior finish of the fence and equipment
approved by this action in good order. Faded, peeling, or damaged paint shall be
repainted as soon as practical.
Development Approval Expiration: The Site and Architectural Review Permit approval for
this project will be valid for a period of one year from approval. All conditions of approval
specified herein must be completed within one year from the date' of approval or the Site and
Architectural Review Permit shall be void.
Length of Permit Term: This Site and Architectural Review Permit shall expire five years
after permit approval, on June 15, 2005. If the use is to continue, the applicant shall apply
for additional five-year periods, subject to approval by the Community Development
Director.

Cessation of Operations: The service provider shall provide written notification to the
Director upon cessation of operations on the site exceeding a 90-day period. The service
provider shall remove all obsolete or unused facilities from the site within 180 days of
termination of its lease with the property owner or cessation of operations, whichever comes
earlier.
New Permit Required: If a consecutive period of 180 days has lapsed since cessation of
operations, a new Site and Architectural Review Permit shall be required prior to use or
reuse of the site.
Security Required: Prior to issuance of any permits for this facility, the applicant shall
provide an irrevocable letter of credit or other reasonable form of security, satisfactory to the
City Attorney, in an amount reasonably sufficient to cover the cost of removal, for the
removal of the facility in the event that its use is abandoned or its Site and Architectural
Review Permit expires or is terminated and the equipment is not voluntarily removed.
Upgrading of Facility Required: If technological improvements or developments occur
which allow the use of materially smaller or less visually obtrusive equipment, the service
provider will be required to replace or upgrade the approved facility upon application for a
new Site and Architectural Review Permit application, to minimize adverse effects related to
land use compatibility, visual resources, public safety or other environmental factors.
Graffiti Resistant Paint: The fence must be painted with graffiti resistant paint.
Property Maintenance: The property is to be maintained free of any trash associated with
the use. All structures shall also be required to be maintained free of graffiti. Should graffiti
appear on the building, the applicant shall take measures to remove the graffiti within 24
hours of its appearance.
Landscaping: The applicant shall submit four (4) sets of detailed landscaping and irrigation
plans for review and approval by the Community Development Director prior to the
issuance of building permits for the project or installation of any landscaping. The plans
shall comply with the City's Water Efficient Landscape Standards. Landscaping shall
consist of trees, ground cover and shrubs and shall effectively screen the lower portion of the
transmission tower and the equipment building. The plans shall include at least four (4)
trees and eleven (11) shrubs installed around the building, primarily on the sides that are
visible from the street and railway. The minimum size of the trees, shrubs, and vines shall be
as follows:
A. Trees shall be a minimum of 24-inch box in size.
B. Shrubs shall be a minimum of five (5) gallon in size.
C. All vines shall be ten (10) gallon in size.

Landscape Irrigation: Irrigation must be provided with a permanent, automatic supply of
water. Truck or hand-watering will not suffice.
Landscape Maintenance: The landscaping shall be maintained in good condition at all times,
and the applicant shall be responsible for replacing damaged, dead, or decaying landscaping.
Amendments or modifications to the approved landscape plans and landscape materials shall
be submitted for review and approval by the Community Development Director.
Utilities: All new on-site utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companies.
Business License Required: Metricom shall obtain a City Business License for this
operation and renew it annually.
Cables: All external cables or equipment shall be obscured from public view by enclosing
them in architecturally designed cabinets painted to match the structure.
Compatibility With City Emergency Services: The facility shall not be operated, nor caused
to transmit on or adjacent to any radio frequencies licensed to the City for emergency
telecommunication services such that the City's emergency telecommunications system
experiences interference.
Lighting: The use of lighting shall not be allowed on wireless telecommunication facilities
unless required as a public safety measure. Where lighting is used, it shall be shielded to
prevent glare on adjacent uses.
No Advertising: No advertising signage or identifying logos shall be displayed on wireless
telecommunications facilities, except for small identification plates used for emergency
notification or hazardous or toxic materials warning.
Noise. The wireless telecommunication facility, including power source, ventilation and
cooling facility, shall not generate noise discemible beyond the property lines.
Back-Up Generators: Backup generators shall comply with the noise standard referenced
above and shall only be operated during power outages or for testing and maintenance
between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.
Heat Generation: The wireless telecommunication facility, including Power source and
cooling facility, shall not be operated so as to cause the generation of heat that adversely
affects any building occupant.

22. Odors: The testing of back-up generators shall not produce odors that adversely affect the
public.

Public Access Restricted: Antennas are to be sited in such a way and barriers and
signage provided to prevent a person from passing within the safety limits established
by the FCC-adopted standards for controlled access.

Warning Signs: Signage shall be maintained at the facility identifying all wireless
telecommunication facility equipment and safety precautions for people nearing the
equipment as may be required by any applicable FCC-adopted standards, including
the RF radiation hazard warning symbol identified in ANSI C95.2-1982, to notify
persons that the facility could cause exposure to RF emissions.

Emissions Conditions: It is a continuing condition of this authorization that the
facilities be operated in such a manner so as not to contribute to ambient RF/EMF
emissions in excess of then current FCC adopted RF/EMF emission standards;
violation of this condition shall be grounds for revocation.
Periodic Safety Monitoring: The wireless telecommunications service provider shall
submit to the Community Development Director 10 days after installation of the
facilities, and every two years thereafter, a certification attested to by a licensed
en~neer expert in the field of EMR/RF emissions, that the facilities are and have
been operated within the then current applicable FCC standards for RF/EMF
emissions. The report shall be written in plain English.
Emergency Contact: The service provider shall provide signage as required, including
phone numbers of the utility provider, for use in case of an emergency. The signs
shall be visibly posted at the communications equipment cabinet.
24.
Permits Required: A building permit application shall be required for the proposed
equipment shelter structure. The building permit shall include
Electrical/Plumbing/Mechanical fees when such work is part of the permit.
25. Construction Plans: The conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
26. Size of Plans: The maximum size of construction plans submitted for building permits shall
be 24 in. by 36 in.

Foundation Inspections: A. pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection.
This certificate shall certify compliance with the recommendations as specified in the soils
report and the building pad elevation and on-site retaining wall locations and elevations are
prepared according to approved plans. Horizontal and vertical controls shall be set and
certified by a licensed surveyor or registered civil engineer for the following items:

Special Inspections: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to
the Building Official for approval prior to issuance of the building permits, in accordance
with U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from
the Building Inspection Division Counter.

The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control
Program specification sheet shall be part of plan submittal. The specification sheet (size 24"
by 36") is available at the Building Division service counter.

Right-of-Way for Public Street Purposes: Prior to issuance of any permits, the apPlicant
shall cause additional Right-of-Way to be granted for Public Street Purposes along the
Bascom Avenue frontage to accommodate 47 foot half width right-of-way. The applicant
shall cause all documents to be prepared by a registered civil engineer/land surveyor, as
necessary, for the City's review and recordation.

Street Improvements: Prior to issuance of any permits for the site, the applicant shall
execute a street improvement agreement and shall cause plans for public Street
Improvements to be prepared by a registered civil engineer, pay fees, post security and
provide insurance necessary to obtain an encroachment permit for construction of public
improvements, as required by the City Engineer. The plans shall include the following:
Removal of the existing sidewalk from the bridge to the railroad right-of-way.
Construction of a ten foot wide sidewalk, two tree wells, irrigation system, and
commercial ADA compliant driveway approach.

PURPOSE
Thc Site and Architectural Review Area is intended to
promote orderly development; to enhance the character,
stability, and integrity of neighborhoods and zoning districts;
to secure the general purpose of the City's Zoning Ordinance
and General Plan, and to assure high quality architectural
design and optimum site design through the architectural
review process.
PROCESS
Pre-Application Review: It is recommended that the applicant
make an appointment with a planner prior to submitting an
application to discuss the preliminary design of the project.
This will help the applicant determine if the proposal is
consistent with existing review standards and ordinance
requirements.
Filing of Application: The completed application must be
filed with the Planning Department along with the appropriate
fee and all required data. The staff planner who is on duty
will give the application and data a cursory review for
completeness. The application cannot be accepted if the
submittal is incomplete.
After the project has been assigned to a planner, it will be
reviewed in more detail for completeness. A letter stating if
the application is complete or if additional information is
required will be sent to the applicant within 30 days after
receipt of the application.
Environmental Review: Nearly all Site and Architectural
Review requests are required to have an environmental
assessment to determine if it will be necessary to prepare an
Environmental Impact Report or a Negative Declaration.
Traffic safety, congestion, and site circulation;
Landscaping; and
Building and site layout.
Staff Review: The Planning Staff will evaluate the request by
conducting an investigation of the site and considering the
proposal in relation to adjoining stxuctures. Staff will prepare
a written report for the Planning Commission which will
analyze the development proposal and provide staff
recommendations. A copy of this report will be sent to the
applicant.
Site and Architectural Review Committee (SARC): Prior to
the Planning Commission meeting your application will be
reviewed by SARC. The Committee reviews the application
for site layout and building design and then forwards a
recommendation to the Planning Commission.
Public Notice: At least 10 days prior to the public heating,
property owners within 300 feet of the subject property will be
notified by mail of the hearing. In addition, a notice of the
public hearing will be published in the Campbell Express.
Planning Commission Meeting: The Planning Commission is
required to review and approve detailed site, building, and
landscape plans. Staff will present an oral report and
recommendation for the proposed project. This presentation
will be followed by testimony from the applicant and then by
any interested persons who may wish to comment on the
application. The Planning Commission may then close the
public hearing and make a decision approving or conditionally
approving the request, denying the request, or postponing the
decision to a later date. Unless an appeal is filed, the Planning
Commission's decision is final.
Application Review: The Planning Staff, the Site and City Council: Site and Architectural Review applications are
Architectural Review Committee, and the Planning not required to go before the City Council, unless the Planning

Metdcom is proposing to establish a system of antennas designed to offer the community wireless Intemet
access and data transmittal at greater speeds than is currently available.
From the start, Metricom has sought to co-locate its antennas on existing towers or buildings, unwilling to build
another monopole. This particular proposed site is co-located on a PG&E tower located next to 1475 S. Bascom Ave.
The ~'s system requires 16 panel antennas, each measuring 36.5"x6.25'~(3.5", and I equipment
cabinet (40'~(33'~(57'~ located underneath the tower on a 7'6'3(7'6" cement platform.
The frequency at which the system will operate is in the free-band spectrum, and produces no more watts
than common household appliances (902-928 MHz).
The proposed fadllty is a 24 hour unmanned operation, located in a commercial district with an ofrme building
to the south; undeveloped land on the east; r~lroad tracks and a creek to the north, running east to west, foll~ by
a mobile home park.

As requested by Metricom, we are providing a report on the RF exposure conditions
associated with the Metricom wireless ISM data system. This report supersedes all
previous reports on this topic.
The Metricom ISM system transmits at both 900 MHz and 2.4 GHz for the purposes of
wireless data communications. A Metricom proprietary transmitter (Metricom Part
Number 108227-100) outputs signals to a 3-foot panel antenna designed and manufactured
for Metricom by Larsen Antenna Technologies (Metricom Part Number 108069-000). The
reported antenna gain is 12.85 dB at 2.4 GHz and 3.85 dB at 900 MHz. Metricom may also
use a 3-foot Hirshman panel antenna for ISM sites. The Hirshman antenna is Model
No. E-5930 and reportedly has the same gain as the Larsen antenna. The transmitters are
co-mounted with the antennas, therefore transmission line runs and associated line losses
are minimal. The maximum effective radiated power at the antenna for the combined
900 MHz and 2.4 GHz operation is 10 watts (this is the "ERP" value, which is equivalent
to 16 watts "EIP").

This report covers only these antennas operating at only this power level.
Background
An ISM base station antenna system was evaluated relative to the extent of fields in excess
of the applicable occupational and public limit under standard operating configurations, under
"worst-case" maximum duty-cycle operating conditions and under a forced 100% duty-cycle
operating condition. The system tested is installed on the roof of the Metricom headquarters
in Los Gatos. The base station consisted of two sectors of four antennas per sector and is
considered to be a typical Metricom ISM installation.
For testing under normal operating conditions and under the condition of maximum duty-
cycle, the ISM facility was used as installed. For the purposes of the 100% duty-cycle
testing, the installed transmitter was replaced with a second unit to facilitate modi'fying the
operating mode of the system. A power meter was used to confirm the output of the
transmitter at both frequencies prior to the 100% duty cycle test. Power levels were
confirmed to be accordance with the operating parameters of the ISM system.

Measurements were performed by myself on both the Larsen and Hirshman antennas on
February 1, 2000, using a Wandel & Goltermann Type EMR-300 Radiation Meter with a
Type 25 Isotropic Electric Field Probe (Serial No. P0008, last calibrated by the manufacturer
on January 20, 1999).
Measurement Procedure and Results
Measurements were made first at one of the antennas on the roof of the Metricom
headquarters with the antennas in normal operating mode. These measurements were
conducted with the measurement probe touching the face of the antenna, as exposure levels
to the back and sides of the antennas were found to be negligible (less than 1% of the public
limit). As the antennas operate with variable power output due to the transmission of data
"packets," continuous measurements were made at a single antenna over a period of
10 minutes. At no time was the public limit exceeded with the probe touching the antenna.
The maximum ambient RF level recorded Was 55% of the applicable public exposure limit.
The Wandel & Goltermanr~ Type 25 Probe is shaped to take into account the variance of the
exposure standard with frequency and, therefore, the operation of the facility at both
900 MHz and 2.4 GHz is taken into account.*
Measurements were then made with ISM system forced to operate continually under its
maximum duty-cycle. Under this condition, the three-dimensional perimeter of fields equal to
the public exposure limit was measured to extend out 2 inches in front of the face of the
antenna. This condition only occurs immediately in front of the 900 MHz patch, from
approximately 3 to 9 inches below the top of the antenna. All other areas on the face of the
antenna measured below the public limit under this condition, even with the probe touching
the face of the antenna.
Lastly, measurements were made under the condition of 100% duty-cycle. While a
transmitter failure would be required for this condition to occur in the field, these
measurements were made in order to completely characterize RF exposure conditions
relative to the ISM system. Under this condition, the three-dimensional perimeter of fields
equal to the public exposure limit was measured to extend out 12 inches in front of the face of
the antenna. This condition only occurs immediately in front of the 900 MHz patch, from the
top of the antenna to approximately 1 foot below the top. All other areas on the face of the
antenna measured below the public limit, even with the probe touching the face of the
antenna.
This result corroborates results of measurements made at the Metricom ISM facility installed at the
Embassy Suites Hotel, 2885 Lakeside Drive in Santa Clara on January 15. 2000. With the site
operating normally, measurements were conducted over a period of 20 minutes with the probe
touching the antenna face. The maximum ambient RF level recorded was 50% of the applicable public
exposure limit, with an average level over 20 minutes of 15% of the public exposure limit. Exposure
levels at 1 foot from the antennas averaged less than I go of the public limit, with a maximum of 5%
of the public limit.

Measurements were made on the Hirshman antenna only in 100% duty-cycle mode. In all
cases, fields measured below those measured on the Larsen antenna. This is presumably
due to the greater size and, therefore, lower power density of the Hixshman antenna.
Measurements made under normal operating conditions and under maximum duty cycle
conditions are also be expected to be less than those recorded for the Larsen antenna.
Conclusion
The radiated RF emissions from the Metricom Wireless ISM data system are measured to
be so low as to be considered intrinsically compliant with the prevailing safety standards
limiting human exposure to RF energy. The maximum ambient RF levels do not exceed the
public exposure limit at any point, even touching the antennas under normal operating
conditions. Under worst-case operating conditions, which are highly unlikely to be realized
in the field, the maximum ambient RF levels extend only two inches to the front of the
antenna over a 36-square-inch area at the top of the antenna. Furthermore, the level of fields
within one foot of the antennas is so low as to not be considered a significant contributing
factor at collocation sites, regardless of Metricom antenna placement.

Subject: Antenna Placement on PG&E Towers
This letter is written in response to Metricom's request to place wireless
antennas on our existing high voltage towers, specifically to address the
possibility of placing the antennas under the conductors as we have with the
cellular industry.
Over the last three years, PG&E has worked with the leading cellular carriers to
provide a variety of antenna siting solutions on our existing tower network. We
currently have over 130 sites constructed on transmission towers and other
facilities throughout Northern and Central California and more than 150 sites in
the planning stages for the year 2000.
There are two major differences between a Cellular installation and a Metricom
installation as it applies to our towers. First, the number of antennas, and
second, the configuration of the antennas. Cellular installations typically divide
their site coverage area into 3 sectors, 120 degrees apart and are often able to
use only one antenna to cover each sector. This means that 3 antennas can
cover each sites' area of responsibility. PG&E has been able to accommodate
these antennas on top of our towers or below the conductors on 3 legs of our
towers. The 4th leg is always reserved as the climbing space for our linemen.
Metricom installations typically divide their sites' coverage area into 4 sectors, 90
degrees apart and require 4 to 6 antennas in each sector. This means an
installation of up to 24 antennas on one tower to cover the sites' area of
responsibility. To date, PG&E has only been able to accommodate this antenna
configuration on top of our tower, because there is no climbing leg at the top of
the tower, and we can use all 4 sides of the tower top.

We understand you have encountered some concern from the jurisdictions about
placing things on top of existing structures. However, we have not as yet been
able to accommodate this configuration below the conductor, because the 4th
sector required by Metricom means that we need to secure antennas or a
bracket to all 4 legs of the tower including the climbing leg. Mounting to the
climbing leg is a violation of safe work practices and a violation of the California
Public Utilities Regulations and Rules.
If Metricom indeed requires 4 sectors, it is PG&E's requirement to place all
Metricom installations above the conductor on the top hat similar to the one used
on the Metricom site in Mountain View. This top hat accommodates all of
Metricoms antennas without interfering with our safe climbing of the tower.

LETTER OF AUTHORIZATION
Pacific Gas and Electric Company, as the owner of the transmission tower number 0/4 on
the E1 Patio San Jose 115kV line located on State Board of Equalization number 135 - 43
- 047-1, hereby authorizes Metricom, its agents and contractors to: 1) Access the
property subsequent to advance notice; 2) Conduct necessary activities such as site design
visits, radio frequency tests, and 3) Apply for and obtain all land use approvals and permits
which are appropriate for the installation, construction, and continued operation of a PCS

Subject: General Landscaping Guidelines for PG&E Sites
Dear Mr. Reynolds:
As a Public Utility, PG&E has the responsibility to ensure free and clear access to its
utility facilities. Obstructions that may impede our ability to maintain the facility or
perform emergency work are not permitted. As we construct cellular and PCS antenna
sites on and near our towers, local jurisdiction often require some form of landscaping be
installed and maintained. Generally, our concerns are that the landscaping proposal is
safe, and it allows free access in the event of an emergency. For these reason, PG&E
insists that any landscaping proposals be approved by PG&E as early as possible in the
zoning and permit process as possible.
Although each site is unique, I offer the following guidelines. Whenever feasible, PG&E
prefers no landscaping at all. When landscaping is required, then we require that plants be
low to the ground and slow growing and relatively free of snags. Landscaping plants also
need to be kept well clear of any tower or pole structure to allow clear climbing access.
Remember, during storms our crews are working in very hazardous conditions and should
not have to fight their way through plantings in the middle of the night to get to a tower.
Even low growing plants can be dangerous should a rigging line get tangled in their
branches. Low non-snagging ground cover and removable wood fence sections are
options to shrubbery. Ice plant or other low-growing succulents are often a good choice
for landscape planting in regions that don't experience hard freezes.
