Dear Mr. Edsinger:
The Community Development Director has conditionally approved your application for a Tree
Removal Permit (PLN2004-56) to remove one (1) redwood tree located on the north side of the
residence on the referenced property. This approval is final in that no appeals have been filed.
As the applicant, you have indicated a desire to pay an in-lieu tree replacement fee due to the
limited space on site to accommodate a replacement tree. A 36 inch box tree size is required by
the Tree Preservation Ordinance, consequently, the in-lieu fee is $350.00 dollars. This fee shall
be paid prior to the removal of the tree.
It is recommended that the tree be removed by persons who are experienced and bonded for the
removal of trees and that the stumps be ground out and the roots removed so there will not be re-
growth of the tree.

The Community Development Director intends to conditionally approved your application for a Tree
Removal Pennit (PLN2004-56) to remove one (1) redwood tree located on the north side of the residence
on the referenced property. This requested will be approved based upon supporting documentation
prepared by Ian Geddes, a certified arborist, that the subject tree has a major structural fault
approximately 20 feet above grade that will eventual result in limb failure that could result in property
damage or possible safety concerns. The Tree Removal Pennit has been approved based upon the City's
detennination, with supporting recommendation by a Certified Arborist, that the Redwood tree has
structural faults that could led to an unsafe condition.

City Clerk's Office, 70 N. First Street, Campbell, on or before Fridav. June 11. 2004 at 5:00 p.m. The
tree may not be removed until after the 10-day appeal period has passed and the in lieu fee has been paid.
If no appeals are filed, staff will send you a letter to let you know that the Tree Removal Pennit is final.
A notice of tree removal will be posted on the property where it is visible to the public and a notice will
be sent out to all the property owners within 300 feet of the property.

NOTICE OF TREE REMOVAL
Notice is hereby given that the Community Development Director of the City of
Campbell has reviewed and intends to conditionally approve an application for a Tree
Removal Permit (PLN2004-56) to remove one Redwood in the northern side yard of the
residence located a 268 Union Avenue. (see map on reverse).
Reason for Grantine: Tree Removal
The Tree Removal Permit will be approved based upon the City's determination, with
supporting recommendations by a Certified Arborist, that the tree has a structural
weakness approximately 20 feet above grade that will lead to limb failure thus creating an
unsafe condition.
Conditions of Approval for Tree Removal
The applicant is required to pay an in-lieu fee of $350.00 to a Tree Planting Fund in the
City to replace this tree in that limited space is available on site to accommodate a new
tree.

Dear Mr. Edsinger:
Thanks for the opportunity to become involved in your tree related issues. Following
your contact with this office, I understand my assignment to inspect one large Redwood
at the above referenced address, in support of a removal application.
The tree in question is a somewhat large, although young in terms of natural longevity,
California Coast Redwood, (Sequoia sempervirens). The tree reaches an approximate
height of65 feet, possesses spread of near 35 feet and a DBH, (Diameter at Breast
Height), of29.5 inches. From a physiological standpoint, the tree enjoys a moderate state
of well-being. From a structural standpoint, however, the tree can be considered
seriously compromised. A major structural fault, in the form of a co-dominant stem,
occurs at approximately 20 feet from grade. This bifurcation has led to a very narrow
angle of attachment ofthe two trunks, which make up the top 60% of the tree. This type
oftree fault is frequently associated with failure, even during calm conditions, and the
likelihood of failure of one of the stems is dramatically increased during periods of
adverse weather.
The failure of this particular tree is not a possibility, but a certainty if it remains
unaddressed, the only uncertainty is when this will occur. Essentially the tree is an
accident waiting to happen.

The tree is located 6 feet to the north of the property, in a relatively high use area. The
results of any failure are likely to have property damaging, and possibly life-threatening,
consequences. I have no hesitation in recommending this tree as a candidate for removal
and replacement with a more suitable species.
