The Planning Division has reviewed your Landscaping Plan submittal of October 12, 2000 for a
telecommunication facility at 1469 S. Bascom Avenue. The Landscaping Plans cannot be approved by the
Planning Division at this time since they do not meet the condition of approval for the Site and
Architectural Review Permit, included below:
10. Landscaping: The applicant shall submit four (4) sets of detailed landscaping and irrigation plans for
review and approval by the Community Development Director prior to the issuance of building
permits for the project or installation of any landscaping. The plans shall comply with the City's
Water Efficient Landscape Standards. Landscaping shall consist of trees, ground cover and shrubs
and shall effectively screen the lower portion of the transmission tower and the equipment building.
The plans shall include at least six (6) trees and fifteen (15) shrubs installed around the building,
primarily on the sides that are visible from the street and railway. The minimum size of the trees,
shrubs, and vines shall be as follows:
A. Trees shall be a minimum of 15 gallon in size.
B. Shrubs shall be a minimum of five (5) gallon in size with the exception of accent shrubs
that shall be a minimum one (1) gallon in size.
C. All vines shall be ten (10) gallon in size.
The Planting Plan does not show the proposed equipment building. The proposed planting is located near
the sidewalk and around the lattice tower. It does not effectively screen the equipment building. Sheet A-1
that was approved under the Site and Architectural Review Permit No. PLN2000-58 and submitted with
the Building Permit plan submittal shows 17 shrubs directly around the proposed maintenance building.
The Planting Plan must be revised to include the equipment building and the 17 shrubs that are shown on

sheet A-1 of the plans. It is recommended that you completely revise the landscaping plans to screen both
the lattice tower and equipment building.
In addition, the Planting Plan does not comply with the City's Water Efficient Landscape Standards
(WELS). The proposed Strawberry Tree is listed as a shrub on the City's WELS. Please replace this
species with a tree that is listed on the WELS Tree list (enclosed). Recommended species include oaks,
cedars or redwoods that will grow tall and broad to effectively screen the building and lattice tower. The
proposed California Lilac is also not listed on the City's WELS shrub list. You could replace it with Frosty
Blue California Lilac, which is on the WELS list.

The Landscape Dept. here at DEA Inc. have revised the building permit submittal
plan for the proposed Cellular One site at 1469 S. Bascom Avenue. We have taken into
account, and corrected for, the conditions required by the City of Cambell as stated in the
City of Cambell's letter to Cellular One, dated 8/2/00.
4 sets of detailed landscape & irrigation plans have been submitted for review by
the Community Development Director. The Planting Plan shows an additional 4, 24" box
trees that are California native and drought tolerant. These trees have been utilized as best
as possible to screen the tower from both the oncoming street traffic and the rail line. In
addition to the trees, 19, 5 gallon Cistus hybridus (White Rockrose) shrubs have been
placed around the tower legs for additional screening and beautification. The 1 gallon
groundcover, Ceanothus gloriosus (California Lilac) is low-lying and wide spreading.
Along with organic mulch the groundcover stretches from the tower legs to the limits of
the proposed improvements.
All of the above mentioned plants shall be irrigated by an automatic supply of
water with bubblers to meet the spirit of the City of Cambell's water use requirements.
No spray heads will be used.

installation of a stealth telecommunications facility on property located
at 1469 S. Bascom Avenue in a P-F (Public Facilities) Zoning
District.
PROJECT DESCRIFrlON
The Project consists of the installation of three (3) individual 8-foot long cellular antennas
on the PG&E lattice tower and the construction of a 135 square-foot equipment structure at
1469 S. Bascom Avenue. The installation method has been found to meet the definition of
a stealth facility.
DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a Site and Architectural
Permit to allow the installation of cellular antennas on an existing PG&E lattice tower, and
a ground level equipment structure. The design proposed by the applicant meets the criteria
set forth in the Telecommunications Ordinance, Section 21.60.020.36 for a stealth facility.
The Ordinance provides that stealth facilities may be approved administratively with a Site
and Architectural Review Permit application.
The antennas will be painted gray to match the lattice tower.
The equipment structure will be finished to match the closest architectural feature, a fence to
the north of the site. The equipment structure will have a "Hardi Panel" fiber cement
exterior and a dimensional composition shingle roof. The siding will be painted Bluff's Red
and the fascia, gutter, door, frame, and air-conditioning/exhaust fan will be painted Sierra
Vista. Landscaping in the form of trees, shrubs, and ground cover will soften the appearance
of the enclosure.

SITE ADDRESS: 1469 S. Bascom Avenue
APPLICANT: Maureen Edwards
Findings for Approval of a Site and Architectural Review Permit (PLN2000-58) to allow the
installation of a stealth telecommunication facility.
The Community Development Director finds as follows with regard to File No. PLN2000-58(S).
Wireless communication facilities are permitted in the Public Facilities Zoning
District. Projects that meet the definition of a stealth facility may be approved
administratively with the granting of a Site and Architectural Review Permit.
The antennas will be placed in such a way as to match the existing PG&E lattice
tower. The equipment cabinet will be enclosed in a building that matches the
design, color and texture of the adjacent fence.
The placement of the antennas on the existing lattice tower, constructed to mach
the existing lattice material, integrates well with the existing use and provides
limited visibility of the antennas from public view.
Landscaping will further screen the equipment enclosure and help the facility
blend with the existing site conditions PG&E Right-of-Way.
Based upon the foregoing findings of fact, the Community Development Director further finds
and concludes that:
The proposed project is consistent with the General Plan and the local Zoning
Ordinance.
The proposed project as conditioned will aid in the harmonious development of
the immediate area.
The establishment, maintenance or operation of the use, as conditioned, will not
be detrimental to the health, safety, peace, morals, comfort, or general welfare of
persons residing or working in the neighborhood of such proposed use, or be
detrimental or injurious to property and improvements in the neighborhood or to
the general welfare of the City.

landscaping and other features required in order to integrate the

The applicant is hereby notified, as part of this application, that she is required to meet the following
conditions in accordance with the ordinances of the City of Campbell and the State of California.
The lead department with which the applicant will work is identified on each condition where
necessary. Additionally, the applicant is hereby notified that she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to
this development and are not herein specified:
COMMUNITY DEVELOPMENT DEPARTMENT
Approved Project: Approval is granted for a Site and Architectural Permit to allow the
installation of three (3) individual 8-foot long cellular antennas on the PG&E lattice tower
and the construction of a 135 square-foot equipment structure located at 1469 S. Bascom
Avenue. Project approval shall comply with project plans prepared by TDS Architects, Inc.,
except as modified herein in the Conditions of Approval.
a. Painting of Antennas: All antenna facilities mounted to the transmission tower shall
be painted to match the color of the transmission tower.
b.Matierials and Colors: The type of material for the building shall be fiber cement
exterior siding and the color shall be Bluff's Red. The fascia, gutter, door, frame,
and air-conditioning/exhaust fan shall be Sierra Vista. The roof shall be
dimensional composition shingle. The equipment enclosure shall be finished and
painted to match the finish of the adjacent fence, including color, texture and
materials.
c. Maintenance of finish: It is an ongoing obligation of the applicant, assignees and
successors in interest to maintain the exterior finish of the structures and
equipment approved by this action in good order. Faded, peeling or damaged
paint shall be repainted as soon as practical.
Development Approval Expiration: The Site and Architectural Review Permit approval for
this project will be valid for a period of one year from approval. All conditions of approval
specified herein must be completed within one year from the date of approval or the Site and
Architectural Review Permit shall be void.
3. Len~h of Permit Term: This Site and Architectural Review Permit shall expire five years
after permit approval, on May 25, 2005. If the use is to continue, the applicant shall apply

for additional five-year periods, subject to approval by the Community Development
Director.
Cessation of Operations: The service provider shall provide written notification to the
Director upon cessation of operations on the site exceeding a 90-day period. The service
provider shall remove all obsolete or unused facilities from the site within 180 days of
termination of its lease with the property owner or cessation of operations, whichever comes
earlier.

New Permit Required: If a consecutive period of 180 days has lapsed since cessation of
operations, a new Site and Architectural Review Permit shall be required prior to use or
reuse of the site.
o
Security Required: Prior to issuance of any permits for this facility, the applicant shall
provide an irrevocable letter of credit or other reasonable form of security, satisfactory to the
City Attorney, in an amount reasonably sufficient to cover the cost of removal, for the
removal of the facility in the event that its use is abandoned or its Site and Architectural
Review Permit expires or is terminated and the equipment is not voluntarily removed.
Up~ading of Facility Required: If technological improvements or developments occur
which allow the use of materially smaller or less visually obtrusive equipment, the service
provider will be required to replace or upgrade the approved facility upon application for a
new Site and Architectural Review Permit application to minimize adverse effects related to
land use compatibility, visual resources, public safety or other environmental factors.
8. Graffiti Resistant Paint: The building must be painted with graffiti resistant paint.
Property Maintenance: The property is to be maintained free of any trash associated with
the use. All structures shall also be required to be maintained free of graffiti. Should graffiti
appear on the building, the applicant shall take measures to remove the graffiti within 24
hours of its appearance.
10. Landscaping: The applicant shall submit four (4) sets of detailed landscaping and irrigation
plans for review and approval by the Community Development Director prior to the
issuance of building permits for the project or installation of any landscaping. The plans
shall comply with the City's Water Efficient Landscape Standards. Landscaping shall
consist of trees, ground cover and shrubs and shall effectively screen the lower portion of the
transmission tower and the equipment building. The plans shall include at least six (6) trees
and fifteen (15) shrubs installed around the building, primarily on the sides that are visible
from the street and railway. The minimum size of the trees, shrubs, and vines shall be as
follows:
A. Trees shall be a minimum of 15 gallon in size.

B. Shrubs shall be a minimum of five (5) gallon in size with the exception of accent
shrubs that shall be a minimum one (1) gallon in size.
C. All vines shall be ten (10) gallon in size.
Landscape Irrigation: Imgation must be provided with a permanent, automatic supply of
water. Truck or hand-watering will not suffice.
Landscape Maintenance: The landscaping shall be maintained in good condition at all times,
and the applicant shall be responsible for replacing damaged, dead, or decaying landscaping.
Amendments or modifications to the approved landscape plans and landscape materials shall
be submitted for review and approval by the Community Development Director.
Utilities: All new on-site utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companies.
Business License Required: Cellular One shall obtain a City Business License for this
operation and renew it annually.
Cables: All external cables or equipment shall be obscured from public view by enclosing
them in architecturally designed cabinets painted to match the structure.
Compatibility With City Emergency Services: The facility shall not be operated, nor caused
to transmit on or adjacent to any radio frequencies licensed to the City for emergency
telecommunication services such that the City's emergency telecommunications system
experiences interference.
Lighting: The use of lighting shall not be allowed on wireless telecommunication facilities
unless required as a public safety measure. Where lighting is used, it shall be shielded to
prevent glare on adjacent uses.
No Advertising: No advertising signage or identifying logos shall be displayed on wireless
telecommunications facilities, except for small identification plates used for emergency
notification or hazardous or toxic materials warning.
Noise. The wireless telecommunication facility, including power source, ventilation and
cooling facility, shall not generate noise discernible beyond the property lines.
Back-Up Generators: Backup generators shall comply with the noise standard referenced
above and shall only be operated during power outages or for testing and maintenance
between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

Heat Generation: The wireless telecommunication facility, including power source and
cooling facility, shall not be operated so as to cause the generation of heat that adversely
affects any building occupant.
Odors: The testing of back-up generators shall not produce odors that adversely affect the
public.

Public Access Restricted: Antennas are to be sited in such a way and barriers and
signage provided to prevent a person from passing within the safety limits established
by the FCC-adopted standards for controlled access.

Warning Signs: Signage shall be maintained at the facility identifying all wireless
telecommunication facility equipment and safety precautions for people nearing the
equipment as may be required by any applicable FCC-adopted standards, including
the RF radiation hazard warning symbol identified in ANSI C95.2-1982, to notify
persons that the facility could cause exposure to RF emissions.
Emissions Conditions: It is a continuing condition of this authorization that the
facilities be operated in such a manner so as not to contribute to ambient RF/EMF
emissions in excess of then current FCC adopted RF/EMF emission standards;
violation of this condition shall be grounds for revocation.
Do
Periodic Safety Monitoring: The wireless telecommunications service provider shall
submit to the Community Development Director 10 days after installation of the
facilities, and every two years thereafter, a certification attested to by a licensed
engineer expert in the field of EMR/RF emissions, that the facilities are and have
been operated within the then current applicable FCC standards for RF/EMF
emissions. The report shall be written in plain English.

Emergency Contact: The service provider shall provide signage as required, including
phone numbers of the utility provider, for use in case of an emergency. The sips
shall be visibly posted at the communications equipment cabinet.
Permits Required: A building permit application shall be required for the proposed
equipment shelter structure. The building permit shall include
Electrical/Plumbing/Mechanical fees when such work is part of the permit.
Construction Plans: The conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.

26. Size of Plans: The maximum size of construction plans submitted for building permits shall
be 24 in. by 36 in.

Foundation Inspections: A pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection.
This certificate shall certify compliance with the recommendations as specified in the soils
report and the building pad elevation and on-site retaining wall locations and elevations are
prepared according to approved plans. Horizontal and vertical controls shall be set and
certified by a licensed surveyor or registered civil engineer for the following items:

finish floor elevation (first floor)
foundation comer locations

Special Inspections: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to
the Building Official for approval prior to issuance of the building permits, in accordance
with U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from
the Building Inspection Division Counter.

The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control
Program specification sheet shall be part of plan submittal. The specification sheet (size 24"
by 36") is available at the Building Division service counter.

The Planning Division has reviewed your pre-application for a telecommunication facility mounted on an existing
PG&E Tower 0/4 E1 Patio on South Bascom Avenue. Below, please find comments from the Planning Division.
The project will require a Conditional Use Permit and a Site and Architectural Review Permit. These permits must
be approved by the Planning Commission at a public hearing.
Additional information is required to be submitted with your official application. Information which you have
already submitted is checked off: however, you may need to submit additional copies of some documents with
your official submittal. The checklist below is excerpted from section 21.60.040 of the Campbell Municipal Code.

It is recommended that you revise your plans for the equipment shelter to make it more architecturally compatible
with the surrounding buildings, including Chili's and the office buildings on South Bascom Avenue. It is also
recommended that you consider alternative siting for the building away from South Bascom Avenue to reduce its
visibility.
The Public Works Department, Building Division and the County Fire Department did not have any comments at
this time.

PROJECT DESCRIPTION AND JUSTIFICATION
INTRODUCTION
Bay Area Cellular Telephone Company d/b/a CellularOne ("CellularOne"), a federally licensed
California public utility, hereby submits its application for a use permit to the County of Alameda
Planning Department. Grant of this application would allow the construction and operation of a
cellular telephone communication facility ("cell site") located at Tower 0/4 El Patio, South Bascom,
Campbell.
This proposal describes the scope of the proposed project by providing specific information
regarding the project location, zoning, specifications, and required services. Also included is
general information regarding cellular systems and use.
Project Goal
CellularOne's goal with this project is to improve the quality of the cellular coverage along
Highway 17 area in an environmentally sensitive manner, consistent with all policies and
ordinances of the County of Alameda.
GENERAL PROJECT DESCRIPTION
Project Overview
CellularOne proposes to construct a cellular telephone facility on a portion of the property
identified as APN 282-24-002 located in Campbell, and owned by Pacific Gas and Electric.
CellularOne has leased an approximately 472-square-foot area on this parcel to construct the
cellular facility..

Buildinq - The proposed facility consists of a 9'x15'x11', equipment shelter
of non-combustible materials, designed to accommodate CellularOne's radio
Support Poles/Antennas -We proposing to mount three (3) individual 8-foot long cellular antennas
on the lattice tower. The structures and antennas can also be painted if so desired by the County
of Alameda.
Utilities - CellularOne will arrange electrical power with PG&E to run electrical service to the
facility. CellularOne will arrange telephone service to the facility with Pacific Bell.
Facility Maintenance - The proposed facility would be used strictly as a cellular transmitting and
receiving facility, and for no other purposes. The facility is completely self-operating and therefore
unmanned. Once the facility has been constructed, technicians from CellularOne will visit the site
approximately once per month for maintenance purposes during normal operations. The site is
fully maintained by Cellular One's Network Operations Center. In the event of trespass etc.,
Cellular One would dispatch its technicians for inspection.
PROJECT JUSTIFICATION
Improved Cellular Coverage
CellularOne has identified a pressing need for a facility in the area of the proposed cell site to
improve cellular coverage along Highway 17 in Campbell. This cell site will allow better coverage
and increased system access and quality to the growing number of cellular telephone users. The
proposed facility was selected after an investigation of the topographic characteristics, frequency
analysis, adjacent cell interconnection, and site land-use compatibility. The FCC has established
the desirability and need for cellular mobile telephone service to facilitate telephone conversations
between mobile units and the existing telephone system. The FCC authorized cellular service to
help alleviate the nation's radio spectrum and communications shortage. Because cellular
handles so many calls so efficiently, it makes possible more effective emergency radio services
and other frequency uses. It serves the public interest and would indirectly benefit all members of
the public.
Required Findings
The granting of the Use Permit will not be detrimental to the health, safety, or general welfare of
persons residing or working in the neighborhood, or injurious to property or improvements in the
vicinity. The operation of the cell site would involve only Iow-power radio transmissions and Iow
power consumption.
Radio Interference
Electronic interference between the cellular system and commercial radio, television or civilian
aeronautical communication is extremely unlikely. The FCC is responsible for assigning cellular
radio frequencies in such a way as to eliminate the possibility of interference with existing
transmission. Cellular telephones operate in the FCC approved frequency bands of 825-835 MHz
and 870-880 MHz. The frequencies are sufficiently spaced from other uses such that interference
will not arise. For example, commercial radio, VHF and aeronautical transmissions all operate at
frequencies which are less than 300 MHz.
CellularOne has a number of cell sites located within or near other communication entities, such
as radio and TV stations, airports, office buildings and hospitals, and has yet to experience any
interference problems.
SITE ANALYSIS GENERAL

The subject area is identified as APN 282-24-002, and is currently a Pacific Gas and Electric right
of way.
Visual Resources
This facility is to be placed at a location on the property that will provide the property with minimal
visual impact.
Given the proposed placement of the equipment building and antennas on the property, minimal if
any visual impact will occur to the surrounding views.
CELLULAR SYSTEM OVERVIEW
In 1984, the Federal Communications Commission (FCC) authorized CellularOne to construct and
operate cellular mobile telephone systems in the Greater Bay Area. Under FCC rules, the project
was not a "major action" and did not require the preparation of a federal Environmental Impact
Statement under the National Environmental Policy Act. The California Public Utilities
Commission (CPUC), in its role as regulator of telephone service within the state, licensed
construction and operation of the cellular telephone systems as public utilities. It is CellularOne's
policy, consistent with the CPUC order, to obtain permits for their cellular facilities conform with
zoning, design and other environmental requirements of the jurisdiction where the site is located.
The cellular telephone system divides the service area into a grid of smaller areas, called "cells",
each with its own radio receiver and Iow-power transmitter. The size and location of each cell is
based on the volume of telephone traffic expected in each area and ranges from approximately 1
to 10 miles in radius. From each cell, calls are sent by radio to and from the mobile units, and
then routed through the public telephone system to fixed telephones, or to other cells and other
mobile units. A central "switch" routes all of the calls through the cellular system. The switch also
shifts the frequency and transfers the transmitting/receiving function from one cell to an adjacent
cell as the mobile telephone moves through the service area. The transfer takes but a twentieth
of a second and is not noticeable to the caller. The cellular system permits improved wireless
communications in the service area, and voice transmission quality generally equivalent to that of
a conventional landline telephone.
Businesses, local governments, and emergency service agencies in the Bay Area have long
expressed a strong interest in the uses of cellular technology. The cellular system and the service
it provides are of great benefit to emergency and disaster relief efforts. This was evident during
the 1989 earthquake, the 1990 Yosemite fire, the 1991 Oakland-Berkeley fire, the 1995 California
floods, and the 1995 Marin County fires when many emergency service entities relied heavily
upon cellular communications. Independent back-up power (batteries) allows the cellular facilities
'to remain operational even in the event of PG&E service disruption.
CONCLUSION
CellularOne has identified a quality location for a facility for several reasons. The property
provides an excellent location from which cellular coverage can be enhanced along Highway 17 in
Campbell. Because the visual impact of the facility is Iow, the site will have minimal impact on
existing and future development in the area. In addition, CellularOne is prepared to comply with
all applicable conditions as may be required by either the Planning Commission and the
Environmental Review Committee.

radio fi:equency tests, and 3) Apply for and obtain all land use approvals and permits
which are appropriate for the installation, construction, and continued operation of a PCS
communications site (including antennas and all ancillary equipmem and structures.)
In granting this authorization is understood that: 1) Cellular One agents and contractors
will be licensed and insured for any work they perform: 2) Cellular One will hold harmless
and indemnify PG&E fi:om any claims for damages resulting fi:om the above-mentioned
