Dear Ms. Johnson,
The Planning Division has reviewed your December 22, 2011 submittal of a Conditional Use
Permit application to allow modification of an existing Sprint wireless telecommunications
facility located at the above referenced property. This wireless telecommunications facility was
originally permitted pursuant to Conditional Use Permit UP 96-08, approved by Planning
Commission Resolution No. 3044 (copy enclosed). Although this approval did not provide a
termination date, pursuant to Campbell Municipal Code (CMC) Sec. 21.34.060(E), the permit
was deemed expired. As such, continued operation or modification of the facility is subject to
conformance with current development standards.
This proposal was reviewed pursuant to the standards set forth by the P-D (Planned
Development) Zoning District, the Campbell General Plan, and the Campbell Wireless
Telecommunications Ordinance (CMC 21.34). Based upon this review, this application has been
deemed incomplete. The following additional information. and revisions to the plans are needed
in order to continue processing of this application:
Minimum Requirements: Rooftop wireless telecommunications installations are subject to the
requirement of CMC 21.34.150. This proposal is inconsistent with CMC 21.34.150(H):
H. Antenna height. Notwithstanding subsection D of this section, no roof-mounted antennas, including
support structures, shall exceed six feet in height above the parapet of the roof.
The project plans indicate that the existing antennas to be modified are 15- to 18-feet above
the parapet/roofline. Pursuant to this subsection, rooftop wireless telecommunications
facilities cannot exceed 6 feet in height over the parapet level. Resultingly, the existing
installation height is no longer permissible. Please revise the drawings to ensure that all
antennas and related structures are no more than six feet above the parapet.

Additionally, please ensure that the revised plans would also be consistent with CMC
21.34.150(E) and CMC 21.34.060(H):
E. Minimize visual impacts. All roof-mounted antennas shall be located in an area of the roof where the
visual impact is minimized. Rooftop equipment installations shall be setback so that they are not viewed
from the street. Screening panels may be used to mitigate visual impacts but shall be designed to blend
with the architecture of the building in terms of scale, material, and color. The cost or inconvenience to
provide screening of visual equipment shall not by itself provide justification to install visible equipment
or antennas.
H. Upgrading of facility required. If technological improvements or developments occur which allow the
use of materially smaller or less visually obtrusive equipment, the service provider will be required to
replace or upgrade the approved facility upon application for a new use permit application to minimize
adverse effects related to land use compatibility, visual resources, public safety or other environmental
factors.
These two provisions require that all wireless facilities be concealed to the greatest extent
possible. Ideally, antennas should be integrated into the building structure so as to be entirely
concealed. If the modified facility is sufficiently concealed, the Community Development
Director may consider the design a "stealth" installation, subject to an Administrative Site
and Architectural Review Permit-in lieu of a Conditional Use Permit-negating the need
for a Planning Commission public hearing.
