Dear Mr. Lobaugh,
Thank you for your June 10, 2011 submittal of a Conditional Use Permit application for removal
and replacement of a Verizon Wireless telecommunications facility on the rooftop of an existing
building located at the above referenced property. The existing facility was approved by
Conditional Use Permit UP 95-17 on October 10, 1995 and allowed for the installation of three
roof mounted antenna poles and an equipment cabinet. As this approval did not specify a permit
duration, it expired five years from the effective date of City Council Ordinance No. 1965, which
establi:;hed a five year teen from permit approval for wireless telecommunications facilities
without an otherwise specified permit length. As such, the permit for the existing facility has
been expired since June 18, 2003.
This proposal was reviewed pursuant to the standards set forth by the C-2 (General Commercial)
Zoning; District, the General Commercial General Plan Land Use designation, and the Campbell
Wireless Telecommunications Ordinance (CMC § 21.34). Based upon this review, this
application has been deemed incomplete. The following additional information and revisions to
the plans are needed in order to continue processing of this application.
1. Minimum Requirements: Rooftop wireless telecommunications installations are subject
to the requirement of CMC Sec. 21.34.150. This proposal is inconsistent with the
following subsections (staff comment below):
h. Antenna height. Notwithstanding subsection D of this section, no roof-mounted antennas,
including support stntctures, shall exceed six feet in height above the parapet of the roof.
The proposed enclosure would have a height (Sb.7 feet) that is 15 feet taller than
the top of the parapet (41.7 feet). Pursuant to this subsection, rooftop wireless
telecommunications facilities cannot exceed 6 feet in height over the parapet

level. Resultingly, the proposed installation height is not permissible. Please
revise the drawings to ensure that the all antennas and related structures are no
more than six feet above the parapet.
Additionally, please ensure that the revised plans would also be consistent with
subsection `e' of this section:
e. Minimize visual impacts. All roof-mounted antennas shall be located in an area of the roof where
the visual impact is minimized. Rooftop equipment installations shall be setback so that they are
not viewed from the street. Screening panels may be used to mitigate visual impacts but shall be
designed to blend with the m-chitecture of the building in terms of scale, material, and color. The
cost or inconvenience to provide screening of visual equipment shall not by itself provide
justification to install visible equipment or antennas. [Emphasis Added]
The method of concealmentconstruction of an enclosure atop an existing
equipment shelter-proposed by this application does not integrate with the
architecture of the building in the manner specified by this subsection. The
structure would clearly be visible from adjacent streets and properties. Please
revise the project plans to better integrate the screening with the building.
2. :Elevations: With resubmittal, please provide expanded elevation sheets showing an
elevation view of the building and proposed facility from all four directions at a scale
sufficient to depict the entire length/width of the building.
3. Coverage Maps: Please revise the submitted coverage maps to show existing and
proposed coverage provided by all existing/planned Verizon sites within the City of
Campbell and within adjacent jurisdictions one-mile of the City's border. With these
maps, please also provide a legend that clearly explains what the map is depicting.
Although staff is supportive of the continued use of this site for wireless telecommunications
facilities, the height needs of Verizon Wireless-discussed in the project support statement
suggest that a concerted effort between the property owner and the wireless carriers to modify
the building to better accommodate these facilities may be warranted at this time. The most
desirable type of modification would be an expansion of the parapet to increase its height
sufficiently to conceal all antennas/equipment within and/or behind it. This would result in a
better aesthetic for the building while also allowing an expedited permit process for all future
permit requests.
