Sarinana, A. Administrative Planned Development Permit with a Parking
Modification Permit (PLN2015-387) to allow, reinstatement of
a previous. administrative approval for establishment of a large
fitness studio within a commercial building on a property
owned by Campbell Plaza Development Co., located 2525 S.
Winchester Blvd. in the P-D (Planned Development) Zoning
District.
STAFF RECOMMENDATION
That the Community Development Director takes the following action:
1. Approve the Administrative Planned Development Permit with a Parking Modification
Permit (PLN2013-347) to allow establishment of large fitness studio, incorporating the
attached findings and subject to the attached Conditions of Approval.
ENVIRONMENTAL DETERMINATION
Staff recommends that the Community Development Director find that this project is
Categorically Exempt under Section 15301, Class 1 of the California Environmental Quality Act
(CEQA), pertaining to the operation and leasing of an existing private structure.

The submitted application would allow reinstatement of a previous (expired) administrative
approval granted in Apri12014 which had allowed for establishment a boxing gym within an
existing commercial tenant space formally occupied by an auto parts store (Intex Auto Parts).
The approved use would accommodate 10 to 15 boxers and trainers between the hours of 8 AM
to 5 PM and 15 to 20 boxers and trainers after 5 PM until closing at 10 PM. The studio would not
accommodate any events or spectators. Interior improvements include a boxing ring, an open
training area, changing rooms, and a reception area.
The current application would have a maximum of 15 players and two trainers at any given time
with proposed business hours of 4:00 PM to 9:00 Monday through Friday and 8:00 AM to 6:00
PM Saturday and Sunday. However, given the presence ofmotor-vehicle repair shops who
typically have standard 8-5 hours, the conditions of approval would require a 5:00 PM opening
time, consistent with the previous approval.
