HPB 09/23/2015 MinutesHISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 4:00 p.m. -Wednesday City Council Chambers September 23, 2015 CALL TO ORDER -Chair Walter called `the Historic Preservation Board Regular Meeting of Wednesday, September 23, 2015, to order at 4;08 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: Todd Walter, Chair Susan Blake Laura Taylor Moore JoElle Hernandez Board Members Absent: > George Niczewicz, Vice-Chair Staff Members Present: Cindy McCormick, Senior Planner APPROVAL OF MINUTES Board Member Blake made a motion to approve the Regular Meeting Minutes of August 19, 2015 as amended. Board Member Moore seconded. Motion Passed 3-1-1 (Niczewicz absent, Hernandez abstained): NON-AGENDIZED ORAL COMMUNICATIONS City staff Stephen Rose notified the HPB that the owner for 235 S. First Street, the Hattie Du Puy House, requires a building permit to lift the foundation of the home and other ministerial improvements, consistent with the Secretary of Interior Standards. The information is being provided as a courtesy and no action is needed from the HPB. Historic Preservation Board -Meeting Minutes September 23, 2015 Page 2 of 3 PUBLIC HEARING None NEW BUSINESS 1. 109 N. First St. (St. Mary's Church) & 121 N. First Street: City staff Stephen Rose presented the report. Regarding a 325 square-foot addition to an existing church meeting hall along with other improvements. The building is not currently on the Historic Resource Inventory (HRI), and staff requested feedback as to whether the HPB wanted to consider reviewing the property for potential listing on the HRI a# a future meeting. HPB member Blake indicated that a previous HPB member wanted to add it to the list and that it is an important part of agrarian history. HPB member -_ Hernandez agreed. but felt that a commemorative plaque and photos in the museum would be more appropriate due the loss of the buildings integrity over the .years.: HPB member Blake agreed that the building had lost its integrity .and that a plaque . would be_ appropriate: HPB member Moore .and Chair Walter also agreed to a commemorative plaque~and photos in the museum. 2. 99 Alice: City staff Stephen Rose provided a summary of the field inspection of 99 Alice Avenue by Chair Walter and HPB member Blake, recommending that the owner extend the width of .the sills. and install an angled system over the flashing on the front porch. 3. Certified Local Government (CLG) educational requirements: It is a CLG requirement that all HPB members and staff to the HPB attend at least one training program relevant to the City of Campbell HPB each year. Each member will sign up for a webinar and report back to the HPB in October. The HPB may also want to watch a webinar at a future HPB meeting to continue their training. Board member Blake also gave a summary of her training in Capitols. 4. Historic Virtual Home Tour (City Website): After some discussion about the extensive planning, number of volunteers needed, and fundraising collection concerns for a historic home tour, the HPB considered the idea of aself-guided home tour or virtual home tour on the City's website. HPB member Blake can work on a narrative and photos. HPB member Hernandez and Chair Walter will form a subcommittee to do research on a virtual tour, possibly including a mobile application. 5. Historic Preservation Ordinance (Chapter 21.33): HPB member Blake highlighted some potential workplan items regarding the City's Historic Preservation Ordinance, including reviewing the Ordinance (e.g., criteria to be a Landmark), Mills Act incentives, strengthening the definition of "neglect", defining a "cohservation district" and the role of the HPB if implemented; appeals procedures, and other incentives. There was also some interest in tying the "evaluation sheet" questionnaire to the Ordinance, although- the Ordinance already contains criteria. 6. Historic Context Statement (1996): The HPB should review the statement. OLD BUSINESS 1. None ANNOUNCEMENTS/COMMUNICATIONS 1. Update on the brochures (tri-fold brochures for realtors, etc.). HPB member Blake has property value_sales info of HRI properties which could be highlighted in the brochure.: 2. Update on historic plaques in Downtown Campbell. HPB member Blake brought the .plaques to the meeting to show the other`members.
