CALL TO ORDER
ChairWalter called the Historic Preservation Board Regular Meeting of Wednesday,
December 16, 2015, to order at 4:00 p.m. in the City Council Chambers; located at 70
;North-First Street, Campbell, California, and the following proceedings were had to wit.

APPROVAL OF MINUTES
Board Member Hernandez made a motion to approve the Regular Meeting Minutes of
September 23, 2015 as amended. Board Member Blake seconded. Motion Passed 3-
0-1 (Moore absent).

PUBLIC HEARING
• 146 Alice Avenue -Mills Act Application (PLN2015-334):
The homeowner indicated that they would like to remodel and rehabilitate portions, of
the home using period-appropriate materials and historic colors to maintain its historic
bungalow character. They indicated that matching siding was available and the home's
exterior would look :the same after the renovations. They would like to make the
windows operable (currently they are painted shut). They do not .intend to replace the
windows but would use wood if needed. They would also like to remove the fireplace
which appears to have been added later and was damaged in an earthquake: .
The Board would. like the homeowner to retain the chimney if it was built as part of the
original construction and. suggested the homeowner check with the Historic Museum to
find pictures that would help make this determination.
The Board also recommended that the homeowner refer to the- City's Historic Design
Guidelines for Residential Buildings and The Secretary of the Interior's Standards for
the Treatment of Historic Properties to assist them in rehabilitating the home.
Board Member Blake made a emotion to recommend that the City Council approve a
Mills Act Contract -for ,the property at 146 Alice Avenue. Board Member Hernandez
seconded. Motion Passed 3-0-1 (Moore absent).
NEW .BUSINESS
1, 166 Alice Avenue: The property owner submitted plans for an addition to a home
and construction of a new detached garage and new detached artist studio in the
Alice Avenue Historic District.
The Board appreciated the fact that the addition and studio would not be visible from the
road due to its lower elevation. The Board also indicated that the garage to be
demolished and rebuilt does not appear to be historic. .
The Board was in support, of the building permit application and recommended that the
homeowner refer to the City's Historic Design Guidelines for Residential Buildings and
The Secretary of the Inferior's Standards for the Treatment of Historic Properties to
assist them in rehabilitating the home.

OLD BUSINESS
1. Historic home tour/Mobile app: No update
2. Historic Preservation Ordinance (Chapter 21.33) /Historic Context Statement:
Board Member Blake indicated that she had sent an email to Mayor Baker regarding
the Board's request to update.the Historic Preservation Ordinance as part of the
upcoming workplan.
ANNOUNCEMENTS/COMMUNICATIONS
1. Brochures: No update
2: Historic plaques in Downtown Campbell: Board Member Blake indicated that the
Volunteer is in the process of installing the plaques.
3. Trainin :The deadline for complying with the training requirement for maintaining
status as a Certified Local Government (CLG) was September 30, 2015. Board
Members Blake, Hernandez, Taylor, and Walter and staff member Cindy McCormick
have completed their training. Staff is in touch with former member Niczewicz
regarding his training.
4. New Board Member: Community Development Director Kermoyan indicated that
three applications were received for the vacant HPB seat. An update will be provided
at the next HPB meeting.
5. General Plan Update: Community Development Director Kermoyan indicated that
the General Plan Update subcommittee had reviewed four proposals and narrowed
the candidates down to two consulting firms: Interviews will take place on January
15th. The City Council will need to approve a contract, after which time the GPAC will
start meeting.
