PLN2015-117 (MND) Conditional Use Permit (PLN2015-30) and adopt a Mitigated Negative
Zamani, F. Declaration (PLN2015-117) to allow previously completed, and
proposed, alterations, repair, and rehabilitation of an existing single-
family residence located in the "A" Street Historic District at 99 Alice
Avenue, within an R-1-6/H (Single-Family Residential/Historic
Overlay) Zoning District.
STAFF RECOMMENDATION
That,the Planning Commission take the following action:
1. Adopt a Resolution, incorporating the attached findings, approving a Conditional Use
Permit (PLN2015-30) and adopting a Mitigated Negative Declaration (PLN2015-117) to
allow previously completed, and proposed, alterations, repair, and rehabilitation, of an
existing single-family residence located in the "A" Street Historic District at 99 Aliee
Avenue, subject to the attached Conditions of Approval.
ENVIRONMENTAL DETERMINATION
Private (and public) development projects are subject to review under the California
Environmental Quality Act, otherwise known as CEQA. The, level of review required under
CEQA is generally commensurate with the scale and complexity of the proposed development.
Minor projects are generally exempt from formal review, other than documenting the applicable
exemption (e.g., minor land divisions, single-family residences, change of use, etc.).
Development proposals that are found not to be exempt require preparation of a multi-
disciplinary report called an Initial Study. An Initial Study analyzes a project for various
potential environmental impacts, including traffic, air and water pollution, greenhouse gas
emissions, noise, and various community impacts.
An Initial Study is required when significant rehabilitation, alterations, and repair efforts are proposed
that cannot be considered Categorically Exempt. However, the Initial Study determined that the
project would not result in any significant environmental effects with incorporation of various
mitigation measures (pertaining to cultural resources and aesthetics). Based on the findings of
the Initial Study, staff prepared a Draft Mitigated Negative Declaration that lists mitigation
measures to be incorporated into the project.
Therefore, staff recommends that the Planning Commission adopt a resolution approving the
Mitigated Negative Declaration. As required by law, the Draft Mitigated Negative Declaration
and Initial Study were filed with the County •Clerk-Recorder's Office for public review, and
posted on the subject property and City website. The public is invited to comment on the Draft
