consider an application of J. Arthur Hansen, on behalf of Larkspur Hospitality, for approval of
an expressway oriented sign on a new hotel being constructed on property located at 550 W.
Hamilton Avenue in a Planning Development Zoning District.
After due discussion, the City Council adopted Resolution No. 9588 approving an expressway-
oriented sign for a new hotel (Larkspur Landing) to be constructed on property located at 550

BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CAMPBELL APPROVING AN EXPRESSWAY-ORIENTED SIGN
FOR A NEW HOTEL (LARKSPUR LANDING) TO BE
CONSTRUCTED ON PROPERTY LOCATED AT 550 W.
HAMILTON AVENUE IN A PD (PLANNED DEVELOPMENT)
ZONING DISTRICT. FILE NO. SA 99-12.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the City Council finds as follows with respect
to application SA 99-12:
1. The proposed expressway-oriented wall sign identifies the on site business.
The hotel business is depend upon the traveling business person who may not be familiar
with the area and business location. Adequate signing assist the traveling public in locating
this business.
The hotel use is so situated adjacent to a County Expressway that expressway oriented
signing provides adequate identification afforded similarly situated lodging uses in the
community.
4. The proposed size of the wall sign is proportional to the building frontage and facade and is
no larger than necessary to provide adequate identification.
5. The design of the proposed signs complement the architectural style of the building.
The expressway-oriented sign will promote the economic viability of the City by providing
adequate identification and visibility of the new business, and will also best serve the
traveling public and is in keeping with the principles and purposes of the City's Sign
Ordinance.
Based on the foregoing findings of fact, the City Council further finds and concludes that:
1. The proposed sign is consistent with the purposes of the Sign Ordinance by preserving and
improving the visual character of the community.
2. The proposed sign will not be detrimental to the public welfare or persons in the
neighborhood or the City as a whole and allows for reasonable business identification.

TITLE
Application of J. Arthur Hansen, on behalf of Larkspur Hospitality for approval of an
expressway oriented sign on a new hotel being constructed on property located at 550 W.

RECOMMENDATION
The Planning Commission recommends that the City Council take the following action:
1. Adopt a Resolution approving the proposed expressway oriented sign, subject to the
conditions of approval.
ENVIRONMENTAL DETERMINATION
This project is categorically exempt under Section 15303 Class 3(e) (New Construction of
accessory structures) of CEQA; therefore, no environmental action is required.
BACKGROUND
The applicant is requesting approval of an expressway oriented sign as a part of a sign
program to identify the new Larkspur Handing Hotel currently under construction at the
southeast comer of San Tomas Expressway and West Hamilton Avenue.
At its meeting of August 10, 1999, the Planning Commission considered the applicant's
request for approval of a sign program that includes wall signs, a monument sign, sign
logos and on-site directional signs. The Planning Commission considered the size, type
and location of the various signs and approved the signing program with the deletion of
the east facing wall sign.
The sign program includes a wall sign that is oriented to San Tomas Expressway and
consequently requires City Council action per the Sign Ordinance. One of the approved
wall signs faces Hamilton Avenue and may be visible from the expressway but it's primary
orientation is to West Hamilton Avenue.
ANALYSIS
Sign Requirements: Under Section 21.53.090 of Sign Ordinance, a comer commercial
business is permitted two (2) wall signs with a size no greater than one square foot of sign
area for each linear foot of business frontage, with a maximum sign area of 50 square feet,
or one wall sign and identification on a freestanding sign, again a maximum of 50 square
feet in area would be permitted. The applicant would be allowed two 50 square foot signs
under this standard for this project.
Signing which is consistent with these standards may be approved administratively by the
Community Development Director. However, sign proposals that vary from the type, size

and number permitted must be considered by the Planning Commission for approval
and/or City Council in the case of expressway oriented signing.
Expressway Oriented Sign: The proposed expressway oriented wall sign is shown with an
individual letter format mounted above the fourth floor sill. 'Larkspur Landing' is back lit
and 'Home suite Hotel' is internally illuminated. The wall sign measures 129 square feet in
area. The proposed wall sign shown on the building exceeds the area permitted by the sign
ordinance and is oriented towards San Tomas Expressway.
The Commission found that the sign area proposed is proportional to the building frontage
of 130 feet and that the sign style and colors are architecturally compatible with the
building. Additionally, the Commission found that the applicant's business is dependent
upon signing oriented towards the expressway to attract customers that are traveling on
the expressway and to assist guests who may be unfamiliar with the location. Similar
oriented signs have been approved for the Campbell Inn and Pruneyard Inn.
Planning Commission Action: The Commission adopted Resolution No. 3234
recommending approval of the applicant's sign program which included the expressway
oriented sign.
ALTERNATIVES
1. Deny the Expressway Oriented Sign
2. Approve the Expressway Oriented Sign, subject modified Conditions of Approval, or
3. Continue for further review.

deletion of the third wall sign on the east elevation. The third wall sign was not approved
as the Commission found it to be excessive and unnecessary in identifying your location.
The wall sign facing San Tomas Expressway will require City Council approval. This

Further, the applicant is notified as part of this application that they are required to comply with
all applicable Codes and Ordinances of the City of Campbell and the State of California which
pertain to this application and are not herein specified. And, that this approval is granted subject
to the following Conditions of Approval.
Approved Plans: Approval is granted for an exception to the sign regulations to allow a sign
program identifying the hotel to be located at 550 West Hamilton Avenue. Approval shall
substantially comply with the plans as submitted by Ad Art dated 7/6/98, except as herein
modified by the Planning Commission.

Sign Deletion: The proposed wall sign on the building's east elevation is not approved in that
it is found to not be necessary for business identification. The Community Development
Director may approve flags depicting the hotel logo which are proportional and
architecturally compatible to the hotel design and similar to national and state flags which
may be installed.
3. Building Division Requirements: Applicant shall comply with all Building Code
requirements and obtain necessary permits as determined by the Building Division.
4. City Council Approval: City Council approval is required for any expressway oriented sign
as provided in section 21.53.030 (c) of the Sign Ordinance.

Council Meeting Date: September 7, 1999.
Mr. Tim J. Haley, Associate Planner, presented the staff report as follows:
· Advised that the applicant is seeking approval of signs for a new
business hotel under
construction at the San Tomas Expressway and Hamilton Avenue.
· The proposed sign program includes a monument, three building and directional signs.
This application is before the Planning Commission because of the number and size of the
proposed signs which total 129 square feet of signage area and because one of the proposed
signs faces San Tomas Expressway.
· The Commission forwards a 'recommendation to Council for approval of any
freeway/expressway-oriented signs.
· Staff recommends approval of all the signs except for one wall sign which is proposed on the
Llewellyn Avenue frontage.
· Staff suggests that the Commission adopt a Resolution approving this sign program with the
deletion of one wall sign.
Mr. Jeff Jennings, AdArt, the Sign Company for this project:
· Advised that they seek the placement of a wall sign on the east elevation to identify the hotel
to people coming from the airport to the hotel.
· Added that Larkspur is a new franchise which is not as recognized as others and their site
needs to be identified by their guests before they drive past the hotel.
· Stated that their signage is consistent and is not overbearing or dominant. It compliments the
architecture.

Commissioner Lindstrom presented the Site and Architectural Review Committee report as
follows:
· Advised that SARC did not feel that the third wall sign accomplished anything, that it was
non-productive for them.
· SARC recommended approval of all but the third wall sign.
Commissioner Lowe asked which sign was considered the third wall sign.
Acting Chair Gibbons advised that the third wall sign in this proposal is facing Llwellyn, near the
Jack In The Box restaurant.
Commissioner Lowe asked if the sign facing the San Tomas Expressway would be visible with
the trees on the Expressway.
Acting Chair Gibbons advised that with the proposed location, the Expressway-oriented sign
would indeed be visible.
Acting Chair Gibbons opened the Public Hearing for Agenda Item No. 1.
Mr. Chris Passaro, Representative, Larkspur Landing:
· Advised that among the signs in their proposed sign program are a monument side along W.
Hamilton Avenue, logo can sign, directional signs with logo. Mosaic tile logos will be
installed at the building entrances.
· Stated that the elimination of the third wall sign in their proposal will hinder their ability to
identify themselves to travelers.
· Advised that there are currently five Larkspur hotels built.
· Stated that visibility is instrumental to their company's growth as they are a new product.
Acting Chair Gibbons:
· Stated that the sign program is in keeping with the architecture of the building and is in good
taste. The mosaic tile is another architectural feature.
Commissioner Francois asked whether moving the monument sign to the east would help.
Mr. Chris Passaro:
· Advised that the height of the monument sign will be lower than the proposed wall sign and
that it would not help to move the location of the monument sign.
Commissioner Keams asked about the use of logo flags.
Mr. Chris Passaro advised that they do use flags. Again said that they are hoping to get their
name out there.

Commissioner Keams stated that their guests would normally have reservations. At the time
reservations are made, directions can be provided in locating the hotel.
Commissioner Francois advised that the goal in regulating signs is to avoid visual pollution.
Commissioner Lindstrom stated that the applicant has done an excellent job but that they are
proposing one sign too many. That sign does not improve anything for the applicant and it
represents more signage than is allowed.
Mr. Steve Piasecki added that the use of flags is not a part of this application. Advised that logo
flags would be another form of signage that would require approval.
Acting Chair Gibbons closed the Public Hearing for Agenda Item No. 1.
Motion:
Upon motion of Commissioner Lindstrom, seconded by Commissioner Lowe,
the Planning Commission adopted Resolution No. 3234 recommending
approval of a Sign Program (SA 99-12) including an expressway-oriented
sign for a new hotel (Larkspur Landing) to be constructed on property
located at 550 W. Hamilton Avenue with the elimination of the third wall
sign (along Llewlleyn Avenue) and the added Condition of Approval that the
applicant work with the Community Development Director to ensure that
any use of corporate logo flags be of such a size and scale so as to be
compatible with other uses of flags in the City, by the following roll call vote:

DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a Sign Program (.SA 99-12) to
identify a recently approved hotel on the southeast comer of San Tomas Expressway and West
Hamilton Avenue. The signing program includes three wall signs to be placed on the street
elevations of the approved hotel, a monument sign at the entry driveway and two logo signs on
the building.
ANALYSIS
Sign Requirements: Under Section 21.53.090 of sign ordinance, a comer commercial business is

linear foot of business frontage, with a maximum sign area of 50 square feet, or one wall sign and

The proposed wall signs are shown as an individual letter format mounted above the third and
fourth floor sill. 'Larkspur Landing' is back lit and 'home suite hotel' is internally illuminated. The
wall signs measure 129 square feet in area. The three proposed wall signs shown on the building
exceed the area, number and type permitted by the sign ordinance. Additionally, one of the
proposed signs is oriented towards San Tomas Expressway.
Staff finds that the sign area is proportional to the building frontages of 130 and 295 feet and that
the sign style and colors are architectural compatible. Additionally, staff finds that the applicant's
business is dependent upon signing oriented towards the expressway due to the lodging nature of
their business and guest familiarity with the location. Similar oriented signs have been approved
for the Campbell and Pruneyard Inns.
Staff is not supportive of the third wall sign facing east in that it is considered excessive and not
necessary for business identification.

Monument Sign:
The requested monument sign is located within a median island proposed within the entry
driveway from Hamilton Avenue. The signing area of 18 square feet and the sign height of 4' 8"
is substantially less than the 50 square feet and height of 14 ' permitted by the sign ordinance. The
individual metal letters and recessed lighting will result in an attractive entry sign which is
architecturally compatible to the building and use of which it is associated. Staff is supportive of
this sign.
Logo Wall Signs:
The two proposed logo wall signs are proposed on the building wall at the fourth floor level
above the building entrance. The small size of the logos at 2.25 square feet provides more of a
decorative function than one of identification. Staff does not consider this signing significant and
supports their approval.
Site and Architectural Review Committee: The Site and Architectural Review Committee
reviewed the application at its meeting of July 27, 1999 and concurred with staff's
recommendation that the third wall sign on the east elevation be deleted.

The applicant is hereby notified, as part of this application, that he/she is required to meet the
following conditions in accordance with the Ordinances of the City of Campbell and the State of
California. Additionally, the applicant is hereby notified that he/she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of Califomia that pertain to
this development and are not herein specified.
Approved Plans: Approval is granted for an exception to the sign regulations to allow a sign
program identifying the hotel to be located at 550 West Hamilton Avenue. Approval shall
substantially comply with the plans as submitted by Ad Art dated 7/6/98, except as herein
modified by the Planning Commission.
2. Sign Deletion: The proposed wall sign on the building's east elevation is not approved in that
it is found to not be necessary for business identification.
3. Building Division Requirements: Applicant shall comply with all Building Code requirements
and obtain necessary permits as determined by the Building Division.
4. City Council Approval: City Council approval is required for any expressway oriented sign as
provided in section 21.53.030 (c) of the Sign Ordinance.

Notice is hereby given that the Planning Commission of the City of Campbell has set the time of 7:30
p.m., or shortly thereafter, on Tuesday, August 10, 1999, in the City Hall Council Chambers, 70 North
First Street, Campbell, California, for a Public Hearing to consider the application of J. Arthur Hansen,
on behalf of Larkspur Hospitality, for approval of a Sign Program (SA 99-12) including an
expressway-oriented sign for a new hotel (Larkspur Landing) to be constructed on property located at
550 W. Hamilton Avenue in a PD (Planned Development) Zoning District. This project is
Categorically Exempt.
Interested persons may appear and be heard at this hearing. Please be advised that if you challenge the
nature of the above project in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this Notice, or in written correspondence delivered to the
City of Campbell Planning Commission at, or prior to, the Public Hearing. Questions may be

Decisions of the Planning Commission may be appealed to the City Council. Appeals must be
submitted to the City Clerk in writing within 10 calendar days of an action by the Commission.

Now that construction is well underway, we are anxious to finalize the issuance of the property's sign
permit. The Larkspur Landing logo was designed as an integral part of the hotel's architecture and the signs
located in areas on the building that were specifically designed to receive the signs. The scale of the sign
program is consistent with the residential theme of the property, which our extended stay guests appreciate.
Signs are an important feature of any commemial operation. This is especially true for lodging properties
located deep in a suburban area and for sites that had prior commercial uses. The Larkspur Landing
product is a relatively new product and needs as much exposure as possible to insure its' success. The
property's primary guest segment is the traveling business person. Many times these guests are not familiar
with the area or our product, even though they may have a reservation. Proper signage will make it easier
for him or her to find the property and insure that their first visit to Campbell and the Larkspur Landing is a
positive experience.
In addition to a low level monument sign at thc hoteFs entry, three wall signs have been oriented to the
primary access routes to the property. It is extremely important that the three wall signs exist. One is
oriented to south San Thomas Expressway, one to the east on West Hamilton and one to the West Hamilton
property fron~e.
