HPB Mins 02/22/2017OF ~ CAMn ~~ ~~ v r 0 0 •~RCH A0.• HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 4:15 p.m. -Wednesday City Council Chambers February 22, 2017 CALL TO ORDER Chair Blake called the Historic Preservation Board Regular Meeting of Wednesday, February 22, 2017, to order at 4:15 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: Susan Blake, Chair Dawn Anderson Todd Walter Board Members Absent: Laura Taylor Moore Staff Members Present: Cindy McCormick, Senior Planner APPROVAL OF MINUTES 1. Vice Chair Anderson made a motion to approve the Meeting Minutes of January 23, 2017. Board Member Walter seconded. Motion Passed 3-0-1 (Moore Absent) NON-AGENDIZED ORAL COMMUNICATIONS Franklin Maggi from Architectural Archives announced a March 24t" 2017 workshop on creating an effective Ordinance, identifying new historic resources, and utilizing the Mills Act. The 6-hour workshop will count towards the Board's Certified Local Government training requirement. Staff will register all interested Board members and the City will pay the $25 registration fee per individual from the annual training allowance. Historic Preservation Board -Meeting Minutes February 22, 2017 PUBLIC HEARING None NEW BUSINESS None OLD BUSINESS Page 2 of 3 Brochure: The HPB discussed the latest draft of the brochure and a suggestion to use the five architectural styles, identified in the Historic Design Guidelines, for the images. The Board intends to finalize the text and produce the brochures in-house for the time being. Staff will send Board Member Walter the City logo. Chair Blake will approach homeowners for volunteers to include an image of their home in the brochure. 2. Historic Mobile Application: The museum has provided staff with images, text, videos, and news articles of the Ainsley House for the first beta test of the My Tours mobile application. The intern working on the project will provide a presentation to the HPB in March or possibly April. 3. Historic Preservation Ordinance (Chapter 21.33): The HPB continued discussion of the update, including new definitions. FUTURE AGENDA ITEMS (no discussion) 1. Cambrian and Kennedy Annex areas. The HPB would like to begin the windshield surveys after the Ordinance update is completed. 2. Boundary/Overlay Map: Chair Blake would like to create a Historic overlay map for East Campbell Avenue from Winchester Boulevard to the railroad track. Board Member Anderson also suggested including a boundary that encompasses streets north and south of East Campbell Avenue. HPB MEMBER /STAFF ANNOUNCEMENTS /COMMUNICATIONS HPB recruitment: Staff will be setting up an orientation with the new HPB Member. He intends to start attending HPB meetings in April. 2. 209 Railway: No update. 3. Envision Campbell General Plan Update: Staff informed the HPB that historic preservation will be one of the topics discussed at the February 27th GPAC meeting. The next regular meeting (4t" Wednesday) will be held on March 22, 2017, at 4:15 p.m., City Council Chambers, 70 North First Street, Campbell, California.
