The Planning Commission meeting of October 24, 2017, was called to order at 7:30
p.m., in the Council Chambers, 70 North First Street, Campbell, California by Chair
Rich and the following proceedings were had, to wit:

APPROVAL OF MINUTES
Motion: Upon motion by Commissioner Young, seconded by Commissioner
Hernandez, the Planning Commission minutes of the meeting of
October 10, 2017, .were approved as presented (6-0-1;
Commissioner Ostrowski was absent)

PUBLIC HEARINGS
Chair Rich read Agenda Item No. 1 into the record as follows:
1. PLN2017-175 Public Hearing to consider the application of John Miller_ for a
Modification (PLN2017-175) of apreviously-approved Planned
Development Permit (PD70-8) to' allow an approximately 348-
square-foot addition and remodel to an existing clubhouse
building in the Greenery Apartment Homes complex on property
located at 999 W. Hamilton Avenue. Staff is recommending that
this item be deemed Categorically Exempt under CEQA.
Tentative City Council Meeting Date: November 21, 2017.
Project Planner: Victoria Hernandez, Assistant Planner
Director Paul Kermoyan presented the staff report.
Chair Rich asked for the SARC report.
Commissioner Young provided the Site and Architectural Review Committee report as
follows:
• SARC was supportive of the 16-foot setback as it was not seen as being impactful
of the open space.
• Added that SARC was also supportive of the parking since this small addition to
the clubhouse was not creating an added parking demand.
Chair Rich asked if there were questions for staff or SARC.
Commissioner Rivlin asked for clarification that there are no other perceived impacts
and/or life and safety concerns with these differences from standards.
Director Paul Kermoyan replied no. Both Fire and Building have reviewed the plans
and had no concerns as proposed.
Chair Rich opened the Public Hearing for Agenda Item No. 1.

John Miller, Project Architect:
• Said that this is an easy project.
• Explained that this update is needed as this clubhouse looks old and dated. The
owner wants to update and add accessibility and a larger office within. They are
also eliminating the conversation pit. They want to make the clubhouse more
prominent as seen from Hamilton Avenue.
• Reported that project planner, Victoria Hernandez, did an excellent job on the staff
report.
• Stated that he was a Planning Commissioner for nine years and found this staff
report very clear and concise. He commended her work.
Chair Rich asked if there were questions for Mr. Miller. There were none.
Chair Rich closed the Public Hearing for Agenda Item No. 1.
Commissioner Young said that this is a good project and covers all the bases for what
we look for. It will provide a nice update to this existing clubhouse building.
Commissioner Rivlin said that he was supportive "as is".
Motion: Upon motion of Commissioner Young, seconded by
Commissioner Dodd, the Planning Commission adopted
Resolution No. 4413 recommending that the City Council approve
a Modification (PLN2017-175) to apreviously-approved Planned
Development Permit (PD70-8) to allow an approximately 348-
square-foot addition and remodel to an existing clubhouse
building in the Greenery Apartment Homes complex on property
located at 999 V11. Hamilton Avenue, by the following roll call vote:
AYES: Dodd, Hernandez, Krey, Rich, Rivlin and Young
NOES: None
ABSENT: Ostrowski
ABSTAIN: None
Chair Rich advised that this item would be considered by the City Council for final
action at its meeting on November 21, 2017.

REPORT OF THE COMMUNITY DEVELOPMENT DIRECTOR
Director Paul Kermoyan made the following additions to his written report:
• Reported on the accessory structure appeal that was considered by the City
Council at its last meeting.
• Explained that staff had done further research and met with the appellants. An
HCD (State of California's Housing & Community Development Department) memo
that interpreted the ADU Law differently from Campbell's ADU Ordinance.

• Added that this "new" HCD memo actually came out a few. weeks after Campbell's
ADU Ordinance had already been finalized and adopted to meet the State's
established deadline that was by the end of 2016.
• Stated that based on that information, Council reversed the City's decision, upheld
the appeal and compelled staff to reverse its decision and to reconsider this
request based on this new information from HCD.
• Advised that staff will work with the application.

The Planning Commission meeting adjourned at 7:43 p.m. to the next Regular
Planning Commission Mee ' of November 14, 2017.
