Pre-App - 2012Community Development Department November 9, 2012 Villa Developers and Investment, LLC c/o Tony Baig 4546 B10 El Camino Real #190 Los Altos, CA 94022 Re: File No: FRE2012-003 Address: 1395/1411/1421 Westmont Avenue Application: Pre-Application Dear Mr. Baig, Thank you for your October 10, 2012 submittal of a preliminary application for a proposed ten parcel single-family residential subdivision on property located at the above referenced address. Based on a review of the pre-application materials, the Campbell Municipal Code (CMC), the San Tomas Area Neighborhood and Public Improvement Plans, staff has the following preliminary comment: PLAN REVISION Subdivision Desis?n: The purpose of new development review pursuant to the Campbell Municipal Code and the State of California Subdivision Map Act is to preserve the public health, safety and general welfare, and promote orderly growth and development. As such the proposed subdivision design appears to be inconsistent with the purpose set forth based upon the provided lot configurations. Orderly development would entail standard parcels with fiont yards abutting the public street, minimum 60 foot lot widths, and rear yards that are directly opposite. Additionally, the side lines of all lots, so far as possible, shall be at right angles to the public street or radial or approximately radial to curved streets. As your pre-application requires a study session before the Planning Commission, I reconunend revisiting the subdivision design in order to present the best possible project. If you still feel that the previously submitted subdivision design is the most desirable, please respond accordingly and your current proposal will be presented to the Planning Commission. Following the study session, staff will prepare a formal response letter incorporating the Planning Division's review comments and sumanarizing the Planning Commission's study session discussion. Subsequently, you will be able to submit for a Tentative Subdivision Map application. f PRE2012-003 ~ 1395/1411'- __ ?1 Westmont Avenue P>;. 2 of 2 DEPARTMElO1TAL REVIEW In addition to the Planning Division, the preliminary project plans were reviewed by the Building Division, the Public Works Department, and the County Fire District. Comments from Public Works and the Fire District are enclosed. These comments are in the form of anticipated conditions of approval and post-entitlement requirements. The Building Department has no comment at this time. As noted, additional Planning Division comments will be provided following the Planning Commission study session.
