Hi Long/cordon -Just to recap this morning's meeting. Before we schedule a Planning Commission study
session, you'll provide the following:
• An additional simulation showing the rear of the building and its relationship to the residential
neighborhood
• A letter from a land use attorney explaining why the easements on the property cannot be removed
• Preliminary analysis of C-3 requirements so that it can be understood if the site configuration can
adequately accommodate stormwater management facilities
• Copy of the existing development's CC&Rs.
I'm also attaching comments from Building and Public Works. I should have Fire Department comments later
this week.

change-the notch in the back-isn't sufficient to get a different or favorable response from the Planning
Commission or the neighboring residents. When it comes down to it I don't waste your time or the Planning

Also, as heads up, the plans don't take into account contemporary stormwater management requirements
which will require a substantially amount of the parking lot to be utilized for treatment area.
Lastly, I still think there needs to be serious consideration to unwinding the easements that are encumbering
this property. If that can be achieved, these buildings can be flattened which will significantly reduce their
massing. This will be brought up at the Planning Commission study session.

Good Morning:
I hope last night's study session was informative. Clearly, there are concerns from both the neighbors and the
Commission on the project concept. As a quick recap, here are key points as I heard them:
• Height: Certainty four stories was as anon-starter. It's seen as too imposing for the residential neighbors.
Should you go forward, this building should be brought down in height. Perhaps, shifting the massing and
height away (stepping/tapering) from the residential homes at the rear could be considered.
• Land Use: Whether this is the best use for the site seems to bean open question. Further explanation as to
why this approach was taken will likely be necessary. Some Commissioners had issue with the single purpose
building General Plan policy, but I think there's some recognition that this site is already storage and the
project wouldn't change that.
• Condominiumization: There seemed to some concern about the desirability of splitting the buildings into
separate air parcels. More explanation as to how a owners association and CC&Rs would be structured may
help to alleviate some concerns. That being said, perhaps limiting condo mapping to no more than two condo
parcels per building should be the most that should be proposed. Four owners seems reasonable, eight or
more, less so.
• Design: It appears the design approach was generally supported. Concerns regarding the overall size/FAR
were a reflection of the building's height. Working on window placement to further maximize visibility into the
building should also be considered.
• Operational Characteristics: Explaining how the facility will operate is important, particularly with respect
to hours of operation, safety/security, lighting, and noise generation.
• Caretaker unit: Please ensure that the caretakers unit is reduced in size to 640 sq. ft. per CMC 21.36.040.

Commission to discuss your preliminary proposal. We have a few items that evening, so you should plan for a
late night. The meeting will start at 7:30 PM.
For the study session, I'll provide a brief presentation to provide context for the pre-application review.
However, the purpose of the meeting is to allow you to engage the Commission in dialog. To that extent, it's
typically expected that the applicant prepare a presentation, which should do the following:
• Introduce the development team;
• Describe the project;
• Discuss the approach or process the development team has undertaken to arrive at this particular
development proposal;
• Discuss the factors that were considered in developing the site plan, scale and general orientation of the
development;
• Discuss what architectural style and/or features will be proposed and why; and
• Discuss the merits of the project with respect to City-wide community benefit or value added to the
neighborhood.
Also, for the meeting I'll need ten 11"x17" copies of the plans.
