CALL TO ORDER Chair Blake called the Historic Preservation Board Regular Meeting of Wednesday, July 26, 2017, to order at 5:03 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: Susan Blake, Chair Dawn Anderson, Vice Chair Todd Walter Laura Taylor Moore Michael Foulkes Board Members Absent: None Staff Members Present: Cindy McCormick, Senior Planner APPROVAL OF MINUTES 1. Board member Walter made a motion to approve the Meeting Minutes of March 22, 2017. Vice Chair Anderson seconded. Motion Passed 3-0-2 (Moore/Foulkes abstained since they were not in attendance at the March meeting). 2. Board member Walter made a motion to approve the Meeting Minutes of June 28, 2017. Board-- Member Foulkes seconded. Motion Passed 4-0-1 (Anderson abstained since she was not in attendance at the June meeting). Historic Preservation Board - Meeting Minutes Minutes for July 26, 2017 meeting NOWAGENDIZED ORAL COMMUNICATIONS None PUBLIC HEARING None NEW BUSINESS Page 2 of 3 1. 300 N. Central Ave: Vice Chair Anderson indicated that the property has not been maintained for a long time. She will be submitting a code enforcement compliant form so that building staff can inspect the property to determine if it is violating any code requirements (e.g., has become a public nuisance). 2. August Meeting date: The August meeting date was moved from August 23rd to August 17 due to scheduling conflicts. OLD BUSINESS 1. Update on 20 Alice Avenue: Senior Planner Cindy McCormick informed the HPB that staff has asked that the applicant revise the plans to detach the garage consistent with the neighborhood, and General Plan land use strategy LUT-20.1 b. Members of the HPB further indicated that detaching the garage may introduce additional driveway coverage which is not desired for the Alice Avenue neighborhood. 2. Brochure: Board Members Moore presented the latest draft of the brochure. The HPB would like the brochure to be posted to the city's website. The HPB would also like to explore the idea of putting the brochure in the Parks and Recreation mailer, and displaying the brochure at the Historical Museum, the Ainsley House, and the Community Development lobby. The HPB intends to send the brochure to historic homeowners and realtors. 3. Historic Preservation Mobile application: Members of the HPB provided feedback on improving the mobile application including: adding more content; hiring an intern to help add more content; getting more participation from the Museum; highlighting more properties; adding content on the canning industry, our early native American settlers, and our Spanish heritage; adding credits to the photos (e.g., the museum) 4. Historic Preservation Ordinance (Chapter 21.33): The HPB continued their discussion regarding the Ordinance update. Members of the HPB would like to see some of the deleted "demolition by neglect" language reinserted into the draft ordinance. Staff will work on recommended language. The HPB would also like to see language from the deleted Certificate of Compliance incorporated into the findings for project approval. The HPB would also like a reference to the Historic Preservation Advisor for projects that require a Site and Architectural Review permit. HPB MEMBER / STAFF ANNOUNCEMENTS / COMMUNICATIONS Chair Blake announced that the historic home at 149 Harrison Avenue has sold. The seller would like to donate historic memorabilia to the Historical Museum, including a railway cart and brick that was demolished as a result of the 1906 earthquake. FUTURE AGENDA ITEMS (no discussion) Chair Blake would like to draft a letter to the owner of the commercial building at 1940 Hamilton Avenue.
