HPB Mins 09/27/2017of - CA4y, cr O O a f L� •CRCH AR' HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES 5:00 p.m. -Wednesday City Council Chambers SEPTEMBER 27, 2017 CALL TO ORDER Chair Blake called the Historic Preservation Board Regular Meeting of Wednesday, September 27, 2017, to order at 5:08 p.m. in the City Council Chambers, located at 70 North First Street, Campbell, California, and the following proceedings were had to wit. ROLL CALL Board Members Present: Susan Blake, Chair Todd Walter Laura Taylor Moore, Vice Chair (late) Michael Foulkes . Board Members Absent: Dawn Anderson, Vice Chair (last meeting) Staff Members Present: Paul Kermoyan, Community Development Director Cindy McCormick, Senior Planner Fonn BoonPrakob, Intern APPROVAL OF MINUTES Board member Foulkes made a motion to approve the Meeting Minutes of August 17, 2017. Board member Walter seconded. Motion Passed 3-0-2 (Moore, Anderson absent) NON-AGENDIZED ORAL COMMUNICATIONS None Historic Preservation Board - Meeting Minutes Minutes for September 27, 2017 meeting Page 2 of 3 PUBLIC HEARING None NEW BUSINESS 1. Election of Vice Chair: Board member Walter made a motion to elect Board member Moore as the Vice Chair of the HPB. Board member Foulkes seconded. Motion Passed 4-0-1 (Anderson absent) 2. HPB recruitment: Staff announced that Board member Foulkes was appointed to another term on the HPB. The recruiting period was extended for a new HPB member to fill the vacancy left by outgoing Vice Chair Anderson. Board member Foulkes suggested that the City Clerk might reach out to the other person that applied when he was originally appointed. OLD BUSINESS 1. Brochure: Vice Chair Moore announced that the brochure has been printed (500 copies) and will be distributed soon to realtors and other interested persons. The purpose of the brochure is to educate the public/city officials and relieve anxiety of homeowners. Chair Blake indicated that she had met with a realtor who suggested a Q&A cheat sheet as a separate handout that could also be available on the City's website. Chair Blake will work with the realtor on the content of the Q&A/FAQ handout. The realtor also invited a representative from the HPB to attend a County realtor's luncheon to provide a brief summary of the brochure and historic preservation efforts in Campbell. 2. Historic Preservation Mobile application: Staff introduced intern Fonn BoonPrakob to the HPB. She gave the HPB an update on her initial observations and next steps to update the app. Board member Foulkes indicated that the museum has a lot of good information that can be incorporated into the app. 3. Historic Preservation Ordinance (Chapter 21.33): Staff provided the latest edits to the draft Ordinance following review by the City Attorney. The following feedback from the HPB will be incorporated into the latest draft to be scheduled for a formal HPB public hearing in October: Add a sentence to the applicability section indicating where applicable documents can be located, and use softer language regarding recordation of HRI properties at the County HPB MEMBER / STAFF ANNOUNCEMENTS / COMMUNICATIONS 1. Chair Blake indicated that she will be inviting an expert to speak to the HPB at a future meeting about solar panels. 3. Chair Blake announced that the homeowner of 91 S. Second Street invited Council members and planning staff to tour the historic James Henry & Jesse Campbell House. ADJOURNMENT The meeting adjourned at 6:05 p.m. The next regular meeting will be held on October 25, 2017, at 5:00 p.m., City Council Chambers, 70 North First Street, Campbell, California.
