HPB Mins 10/25/2017of - CA41' 0 0 1 1, c, •02CH ARC HISTORIC PRESERVATION BOARD OCTOBER 25, 2017 MINUTES 5:00 p.m. - Wednesday City Council Chambers CALL TO ORDER Chair Blake called the. -Historic Preservation Board Regular Meeting of Wednesday, October 25, 2017, to order at 5:09 p.m. in the City Council Chambers, located at.70 North First Street,. Campbell, California, and the following proceedings were had to wit. r ROLL CALL HPB Members Present: Susan Blake, Chair Todd Walter Laura Taylor Moore, Vice Chair HPB Members Absent: Michael Foulkes Staff Members Present: Cindy McCormick, Senior Planner APPROVAL OF MINUTES r HPB member Walter made a motion to approve the Meeting Minutes of September 27, 2017. Vice Chair Moore seconded. Motion Passed 3-0-1 (Foulkes absent) NON-AGENDIZED ORAL COMMUNICATIONS None PUBLIC HEARING 1. 20 Alice Ave. Staff provided an overview -of the proposed plans for an addition to a . - home in the Historic District and a historic exception for a reduced setback. Staff noted that while the applicant detached the garage as recommended by staff, the proposed setback does not meet City Code and therefore requires a historic Historic Preservation Board - Meeting Minutes Minutes for October 25, 2017 meeting Page 2 of 3 exception. Staff also noted that the plans could have been revised to meet the required setback but the applicant has requested the exception. Staff also noted that the CUP application requires approval by the Planning Commission following review and a recommendation by the Site and Architectural Review Committee (SARC). Board Member Walter will represent the HPB at the November 14t" SARC meeting. Chair Blake thanked the applicant for detaching the garage and stated that she could support the requested exception. The other HPB members also acknowledged support for the project as proposed. Vice Chair Moore made a motion to recommend that the. Planning Commission approve the CUP application for an addition and historic exception for the proposed project located at 20 Alice Avenue. HPB member Walter seconded. Motion Passed 3-0-1 (Foulkes absent) 2. Historic Preservation Ordinance (Chapter 21.33): Staff provided an overview of the .proposed changes to the Historic Preservation Ordinance and noted that the current draft was revised in accordance with feedback from the City Council in May. Staff also noted :that the text amendment requires approval by the City Council following review and a recommendation by the. Planning Commission. After the public hearing was opened, resident John Sanders asked if an eligible resource is subject to the ordinance. Staff replied no. Mr. Sanders also asked if he would be notified if the Ordinance is revised to apply to eligible structures. Staff replied yes; noting that all property owners of designated and eligible resources would be notified. No other members of the public spoke. The hearing was closed. . HPB member Walter made a motion to recommend that the Planning Commission recommend that the City Council approve the Historic Preservation Ordinance text amendment. Vice Chair Moore seconded. Motion -Passed 3-0-1 (Foulkes absent) NEW BUSINESS 1. Commission Dinner: Staff reminded the HPB that the Commission dinner is scheduled for October 30t" at Willard Hicks at 6:OO p.m. 2. Mills Act: Staff informed the HPB that a commercial property owner inquired about the Mills Act program for commercial properties. However, Campbell's T Mills Act program does not currently apply to commercial properties. The HPB expressed interest in discussing the topic at a future meeting, asking how many commercial properties exist in Campbell, what the financial -impact might be, and whether or not other cities have commercial Mills Act contracts. Staff noted that any changes to the Mill Act Program will require approval by the City Council. OLD' -BUSINESS 1. Mural: Vice Chair Moore indicated that the owners of the Pruneyard are open to preserving or at least documenting the mural in the Wells Fargo bank building which Historic Preservation Board - Meeting Minutes Minutes for October 25, 2017 meeting Page 3 of 3 is up for lease. Vice Chair Moore noted that the mural was painted by a prolific artist in the area. Vice Chair Moore will contact the newspaper to potentially write an article on the mural. Vice Chair Moore will also schedule a site visit so that the HPB can look at the mural in person. 2. Brochure: Chair Blake will be meeting with a local realtor and will report back at the next meeting. 3. Historic Preservation Mobile application: Staff indicated that Fonn (staff intern) will be able to launch the residential/civic building tour on the app as soon as the Campbell museum provides the applicable historic photos. Fonn will then start working on the commercial building tour which will also include photos from the museum. HPB MEMBER / STAFF ANNOUNCEMENTS / COMMUNICATIONS 1. Vice Chair Moore attended a historic downtown tour on October 21 st hosted by Barney Terrell, a historian and museum staff member who leads several events through the Historical Museum. Vice Chair Moore will work with Mr. Terrell to ensure that he has adequate information on historic properties that are featured in future events. 2. Chair Blake inquired about the number of Planning Commissioners and City Council members who will attend the tour of 91 S. 2nd Street on November 15t". Staff will send a reminder to all invited that the RSVP is due by November 13t". Chair Blake will also remind invitees during the upcoming Commission dinner. ADJOURNMENT The meeting adjourned at 6:05 p.m. The next meeting will be held on November 15, 2017, starting at 4:00 p.m. with a tour of the historic home located at 91 S. 2"d Street, and then reconvening at approximately 5:30 pm in the City Council Chambers, 70 North First Street, Campbell, California.
