Attached for your reference is a copy of the Revised Public Works Department Conditions of Approval/Memo of Understanding dated 02.21.07. Planninq Conditions: 7. Please see attached colored elevations. Architecture: To present a more unified architectural style,we have revised the projected KFC and A&W corner"tower" elements so that they share the same architectural vocabulary, proportions, and colors, and have added a similar entrance tower on the North Elevation. 7have also simplified the material and color palette. We have added a cornice to all elevations. c. We have provided window sill trim to the North, East, and South Elevations at all areas with windows and/or base tile. The West, (rear) Elevation of the building will feature a projected stucco base and trim. d. To emphasize the main entrance from the parking lot,we have added a projected entrance tower with a higher parapet wall height. e. After clarifying the intent of this statement with Planning Staff,we have eliminated other canopy styles and retained the projected metal "eyebrow" fascia. This fascia occurs on the North, East, and South Elevations,wraps continuously around the A&W corner tower, and breaks at the KFC corner tower to allow for signature KFC awnings. Awnings of the same profile have also been added to select windows and doors to tie the elevations together. f. We have strengthened the street presence by adding the A&W corner tower element, removing the false windows originally proposed, and adding real windows that engage passersby with a view into the dining room. To break the long elevation into more pedestrian scaled sections,we have added a vertical stucco reveal line to demarcate a change in wall color and base treatment. To create visual interest, we have extended the metal fascia and checked pattern wall treatment approximately 2/3 of the length of the elevation and softened the lower portion of the wall with landscape lattices. g. We have eliminated all inconsistent awning and canopy types and heights around the building. The elevations now strictly feature two types: 1) the projected metal "eyebrow" fascia and 2) awnings with matching profile, heights, and materials. h. N/A as the design for the shopping center is on hold. We have been in consultation with Staff in the creation of the proposed color/material palette. i. Per Staff,the checked pattern will remain and will be executed with 3/4" wide metal stucco reveals, painted in a more subdued color scheme. j. We have revised the Southeast (A&W) corner tower to a flat parapet in keeping with the building's other projected tower elements. 3. Signage: a. As the colonel face logo is a critical design element for the Applicant,we have consulted with Staff to reduce the proposed number of colonel building signs from two to one, rather than to eliminate the colonel entirely. The North Elevation of the KFC corner tower will receive a "KFC" lettering sign instead. These signs will be internally illuminated. b. We have modified the existing monument sign to coordinate with the new building design by providing a matching diagonal the base, refurbishing (as necessary) and repainting the existing sign cabinet in colors to match the new color palette, and providing new sign faces to match the new building signs. c. Due to the addition of the A&W corner tower element that wraps both the East and South elevations,we have increased our originally proposed A&W signage from one to two signs to provide one building sign centered in the tower recess for each elevation. These signs will be internally illuminated. 4. Landscaping: a. A conceptual irrigation plan is included in the revised plan set. b. We have added the ornamental pear trees per the City's request. c. After consultation with Staff, we have agreed to remove parking space #30 and provide landscaping in this area per the City's agreement to include in the Conditions of Approval that the Applicant is given "credit" for one parking space = three dining seats in the event of any future expansion of the building. In other words, the Applicant will not be penalized in the future for voluntarily reducing the number of parking spaces from 30 to 29. d. We have eliminated some groundcover from the North and West perimeter planting strips and added new plants and shrubs per the revised Landscape Plan. We feel that the density of landscaping proposed is optimal to provide sufficient expansion area for growth and, on the East and South perimeter planting strips, for pedestrian safety and visibility around corners and driveways. e. We have provided three new lattices with climbing plants on the Latimer (South) Elevation. 5. Street Improvements: See following section entitled "Public Works Conditions." 6. Simply moving the driveway to the west on Latimer Avenue will make access for sit-down customers circuitous. The architect needs to give the on-site circulation and access more thought and needs to re- submit revised site plan dealing with the above issues for further City review. 5.
