Pursuant to the CLG Agreement, OHP must have the opportunity to review and comment on ordinance changes prior to adoption. Changes that do not meet the CLG requirements could affect certification status. Per City Council feedback: minor clarifications will be made to the existing Ordinance, it will be made clear in the Ordinance that eligible/potential structures are not part of the HRI; eligible/potential structures will be removed from the spreadsheet; and an ‘opt-in’ process will be established for designation. Motion Passed 3-0-1 (Moore Absent) NON-AGENDIZED ORAL COMMUNICATIONS Franklin Maggi from Architectural Archives announced a March 24th 2017 workshop on creating an effective Ordinance, identifying new historic resources, and utilizing the Mills Act. The 6-hour workshop will count towards the Board’s Certified Local Government training requirement. Staff will register all interested Board members and the City will pay the $25 registration fee per individual from the annual training allowance. Historic Preservation Board - Meeting Minutes January 25, 2017 Page 2 of 3 PUBLIC HEARING None NEW BUSINESS None OLD BUSINESS 1. Brochure: The HPB discussed the latest draft of the brochure and a suggestion to use the five architectural styles, identified in the Historic Design Guidelines, for the images. The Board intends to finalize the text and produce the brochures in-house for the time being. Staff will send Board Member Walter the City logo. Chair Blake will approach homeowners for volunteers to include an image of their home in the brochure. 2. Historic Mobile Application: The museum has provided staff with images, text, videos, and news articles of the Ainsley House for the first beta test of the My Tours mobile application. The intern working on the project will provide a presentation to the HPB in March or possibly April. 3. Historic Preservation Ordinance (Chapter 21.33): The HPB continued discussion of the update, including new definitions. FUTURE AGENDA ITEMS (no discussion) 1. Cambrian and Kennedy Annex areas. The HPB would like to begin the windshield surveys after the Ordinance update is completed. 2. Boundary/Overlay Map: Chair Blake would like to create a Historic overlay map for East Campbell Avenue from Winchester Boulevard to the railroad track. Board Member Anderson also suggested including a boundary that encompasses streets north and south of East Campbell Avenue. HPB MEMBER / STAFF ANNOUNCEMENTS / COMMUNICATIONS 1. HPB recruitment: Staff will be setting up an orientation with the new HPB Member. He intends to start attending HPB meetings in April. 2. 209 Railway: No update. 3. Envision Campbell General Plan Update: Staff informed the HPB that historic preservation will be one of the topics discussed at the February 27th GPAC meeting. Brochure: Board Member Walter advised the HPB that photos of historic homes in Campbell are needed. Chair Blake has offered a photo of her historic home and is in the process of obtaining permission from at least one other homeowner. 2. Historic Preservation Mobile application: Federico Madden, summer intern with the Community Development Department, gave a presentation to the HPB on the progress he has made to date on the historic preservation app. The HPB discussed the color palette, city logo, graphics, and the additional pages dedicated to the Historical Museum and the Historical Foundation. Chair Blake indicated that she had materials for 140 S. Peter to be used for the app. Kerry Perkins (Museum staff) indicated that she is working on the audio narrative files that will be incorporated into the app. Ms. Perkins also suggested that the app logo include the Water Tower in lieu of an orchard tree, since it better represents historic Campbell. 3. Historic Preservation Ordinance (Chapter 21.33): The HPB continued their discussion regarding update of the City’s Historic Preservation Ordinance. FUTURE AGENDA ITEMS (no discussion) 1. Meeting Time: The HPB would like to change the time of the HPB meetings to 5:00 p.m. The City Clerk is researching what the process would be to change the time. 2. Historic Preservation Month: Chair Blake will lead the pledge and at the May 2nd City Council meeting proclaiming May as Historic Preservation Month. It is also the 100th anniversary of the Hyde House. A display table will be set up for the meeting. OLD BUSINESS 1. Brochure: Board Member Walter presented the most recent version of the brochure. The HPB discussed whether the brochure should feature homes owned by board members or try and find other homeowners willing to put a photo of their home on the brochure. Chair Blake is working on finding volunteers. 2. Historic Preservation Mobile application: Staff indicated that Federico (intern) was setting up both the Apple and Android beta tests of the Ainsley House. Federico is working with the Museum on the final touches. 3. Historic Preservation Ordinance (Chapter 21.33): The HPB continued their discussion regarding update of the City’s Historic Preservation Ordinance. Chair Blake and board member Walter will meet with staff to go over the powerpoint presentation before the City Council study session. The HPB would like to suggest that the Council adopt fines for demolition and demolition by neglect, similar to Los Gatos. FUTURE AGENDA ITEMS (no discussion) 1. 91 S. 2nd Street (potential designation as Landmark). Chair Blake indicated that the owner was not agreeable to designating their home as a Landmark. 2. PREPARED BY: ______________________________________ Cindy McCormick, Senior Planner APPROVED BY: ______________________________________ Susan Blake, Chair PUBLIC HEARING: ITEM NO. 1 CITY OF CAMPBELL ∙ HISTORIC PRESERVATION BOARD Staff Report ∙ MAY 24, 2017 Eaton Hall PLN2016-76/99 Public Hearing to consider the application of Eaton Hall Architecture for a Site and Architectural Review Permit (PLN2016-76) to allow a façade restoration and seismic retrofit of an unreinforced masonry commercial building listed on the Historic Resource Inventory and an associated Modification (PLN2016-99) to a previously approved Conditional Use Permit (PLN2007-183) to modify the interior configuration of an existing restaurant with approved general alcohol sales and late-night operational hours, on property located at 360 E. Campbell Avenue. STAFF RECOMMENDATION That the Historic Preservation Board take the following action: 1. Adopt a Resolution, recommending that the Planning Commission approve a Site and Architectural Review Permit (PLN2016-76) and a Modification (PLN2016-99) to a previously approved Conditional Use Permit (PLN2007-183). ENVIRONMENTAL DETERMINATION Staff recommends that the Planning Commission find that this project is Categorically Exempt under Section 15301 Class 1 of the California Environmental Quality Act (CEQA) pertaining to minor alterations to an existing private structure, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. DISCUSSION Project Location: The project site is located at the southwest corner of Campbell and Central Avenues within the C-3 (Central Business District) Zoning District (reference Attachment 2 – Location Map). The property is developed with the Second Bank of Campbell Building, a designated historic resource constructed circa 1911 in an Italian Renaissance Revival style (reference Attachment 3 – DPR Form), as shown in the historical illustration to the right. The building's current color scheme—a dark green used at the wainscoat and trim—was approved by the Board in 2007. The structure was originally used as a bank, then an office, a vehicle showroom, retail store, and for the last twenty years, a restaurant (starting with Alley's Café, Rico's Mexican Café, Café Campbell, and currently Pino's Trattoria). Staff Report ~ Historic Preservation Board of May 24, 2017 Page 2 of 4 PLN2016-99 ~ 360 E. Campbell Ave. Applicant’s Proposal: The proposed project is primarily an application for a Site and Architectural Review Permit (PLN2016-76) to allow a façade restoration and seismic retrofit of the subject building (reference Attachment 4 – Project Plans). The project also includes an associated application to modify an existing Conditional Use Permit in order to allow minor changes to the internal configuration of the existing restaurant. Outdoor seating for the restaurant is not part of this project as the C-3 Zoning District specifies that outdoor seating is governed by a permit issued by the Community Development Director. Background: The subject building is an unreinforced masonry building (URM) that is required under local ordinance to be seismically retrofitted no later than January 2018. The City initially received a building permit application for the seismic retrofit that would have included installation of two exterior structural support columns in front of the building. This approach was determined to be inappropriate for an historic resource property; the applicant was therefore instructed to revise the design to incorporate the structural support within the building. Given the extent of this work, staff also encouraged that the project be used as an opportunity to restore the structure's storefront to its original (approximate) condition. The revised scope of work required submittal of a formal development application—rather than just a simple building permit—which was received in February 2016. Upon submittal of the application, the Board reviewed the plans at a March 23, 2016 meeting to provide early review comments to the applicant. The Board provided the following feedback: • Relocate the front entry to the northeast corner of the building, if financially feasible. • Architecturally treat the (existing) horizontal support member in a manner consistent with the building. • Raise the window height of the storefront windows and extend the horizontal banding consistent with the treatment along the side of the building. • Use a single pane of glass for the new storefront windows instead of divided panels. • Address accessibility compliance as part of the application. Proposed Design: The proposed project will restore the building's façade in spirit and form to the original's building design by reconstructing and extending the storefront using new brick plaster to match the existing. Based on the Board's comments, the entry has been relocated to the original left side, the windows have been raised, the wainscot will be extended across the front, single pane windows will be used, and the horizontal support member will be painted to match. Original Design (Feb. 2016) Revised Design (April 2017) Staff Report ~ Historic Preservation Board of May 24, 2017 Page 3 of 4 PLN2016-99 ~ 360 E. Campbell Ave. Exterior alterations to historic resource properties should be reviewed in accordance with the Secretary of the Interior's Standards. The following is an excerpt from the Interior Department's Illustrated Guidelines for Rehabilitating Historic Buildings.1 The proposed restoration satisfies the latter criteria in that the proposed new storefront is an accurate representation of the original storefront, without creating a false historical appearance. Storefronts ....Replace recommended..... Replacing in kind an entire storefront that is too deteriorated to repair--if the overall form and detailing are still evident--using the physical evidence as a model. If using the same material is not technically or economically feasible, then compatible substitute materials may be considered. not recommended..... Removing a storefront that is unrepairable and not replacing it; or replacing it with a new storefront that does not convey the same visual appearance. Incompatible replacement storefront and inappropriate window alteration. Design for Missing Historic Features The following work is highlighted to indicate that it represents the particularly complex technical or design aspects of rehabilitation projects and should only be considered after the preservation concerns listed above have been addressed. recommended Designing and constructing a new storefront when the historic storefront is completely missing. It may be an accurate restoration using historical, pictorial, and physical documentation; or be a new design that is compatible with the size, scale, material, and color of the historic building. Compatible, contemporary storefront design replaced a later, non-significant storefront. not recommended..... Creating a false historical appearance because the replaced storefront is based on insufficient historical, pictorial, and physical documentation. Introducing a new design that is incompatible in size, scale, material, and color. Campbell Ave. Internal Layout: Extending the storefront out creates a grade differential with the public sidewalk, as the building's finish floor is a foot higher than the sidewalk. To address the accessibility issue that would result, the interior of the restaurant would now include a level landing at the entry with a ramp (and step) up into the restaurant. The rear door would remain in its current form, which includes a non-complaint sloping ramp from the public sidewalk. The applicant has provided a certified access specialist (CASp) report (reference Attachment 5)— which has been reviewed and confirmed by the Building Official—that indicates this configuration complies with the applicable accessibility requirements so long as the rear door is marked as a staff/delivery entrance only. Next Steps: The Board will have an opportunity to discuss the design with the project architect, ask questions, and request revisions. If the Board believes that the design as currently presented is suitable, it may adopt the attached resolution recommending approval to the Planning Commission. Given the prominence of this structure, the resolution includes a requirement for the construction drawings to be reviewed by the Board prior to issuance of a building permit (a similar requirement was imposed for the Grower's National Bank Building). CAMPBELL AVENUE. After notification and public hearing, as specified by law and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Historic Preservation Board did find as follows with respect to application PLN2016-76/99: 1. The project site is zoned C-3 (Central Business District) and designated Central Commercial by the General Plan Land Use Element. 2. The project site is located at the southwest corner of Campbell and Central Avenues in Downtown Campbell. 3. The project site consists of a 1,677 square-foot parcel, historically developed as the Second Bank of Campbell Building. 4. The Second Bank of Campbell Building is listed as a historic resource on the Campbell Historic Resource Inventory. 5. The proposed project is an application for a Site and Architectural Review Permit (PLN2016-76) to allow a façade restoration and seismic retrofit of an unreinforced masonry commercial building listed on the Historic Resource Inventory and an associated Modification (PLN2016-99) to a previously approved Conditional Use Permit (PLN2007-183) to modify the interior configuration of an existing restaurant with approved general alcohol sales and late-night operational hours. 6. The proposed façade restoration will restore the building's façade in spirit and form to the historic building design by reconstructing and extending the storefront (flush with the building face). 7. The proposed restoration is consistent with the Secretary of the Interior Standards. 8. The existing restaurant use is consistent with the Central Commercial General Plan Land Use Designation and the C-3 (Central Commercial District) Zoning District. 9. The proposed project would be consistent with the following General Plan policies: Historic Preservation Board Resolution No. 2017-__ Page 2 PLN2017-76/99 – 360 E. Campbell Ave. Policy LUT-8.1: Historic Buildings, Landmarks and Districts and Cultural Resources: Preserve, rehabilitate or restore the City’s historic buildings, landmarks, districts and cultural resources and retain the architectural integrity of established building patterns within historic residential neighborhoods to preserve the cultural heritage of the community. Strategy LUT-8.1c: Adaptive Re-Use: Encourage adaptive reuse of and incorporation of the city’s historic buildings and structures for new development projects, when feasible. Strategy LUT-8.1h: Historic Preservation Incentives: Develop incentives to encourage preservation and restoration including allowing the use of appropriate historic Building and Fire Codes and leniency on certain standard development requirements. Policy CNR-1.1: Historic Resource Preservation: Ensure that the City and its citizens preserve historic resources as much as possible. Policy D-4.1: Historic Preservation and Redevelopment Compatibility: The small town character of Downtown Campbell shall be maintained by encouraging the preservation of important historic resources, promoting the improvement of existing properties and businesses, and encouraging new development compatible in design with existing and newly approved development. Based upon the foregoing findings of fact, the Historic Preservation Board further finds and concludes that: Site and Architectural Review Permit Finding (CMC Sec. 21.42.060): 1. The project will be consistent with the general plan; 2. The project will aid in the harmonious development of the immediate area; 3. The project is consistent with applicable adopted design guidelines; Conditional Use Permit Finding (CMC Sec. 21.45.040): 4. The proposed use is allowed within the applicable zoning district with Conditional Use Permit approval, and complies with all other applicable provisions of this Zoning Code and the Campbell Municipal Code; 5. The proposed use is consistent with the General Plan; 6. The proposed site is adequate in terms of size and shape to accommodate the fences and walls, landscaping, parking and loading facilities, yards, and other development features required in order to integrate the use with uses in the surrounding area; 7. The proposed site is adequately served by streets of sufficient capacity to carry the kind and quantity of traffic the use would be expected to generate; 8. The design, location, size, and operating characteristics of the proposed use are compatible with the existing and future land uses on-site and in the vicinity of the subject property; Historic Preservation Board Resolution No. 2017-__ Page 3 PLN2017-76/99 – 360 E. Campbell Ave. 9. The establishment, maintenance, or operation of the proposed use at the location proposed will not be detrimental to the comfort, health, morals, peace, safety, or general welfare of persons residing or working in the neighborhood of the proposed use, or be detrimental or injurious to property and improvements in the neighborhood or to the general welfare of the city. Liquor Establishment Findings (CMC Sec. 21.46.070): 10. The establishment will be consistent with the Campbell Downtown Alcohol Policy; 11. The establishment will not result in an over concentration of these uses in the surrounding area; 12. The establishment will not create a nuisance due to litter, noise, traffic, vandalism, or other factors; 13. The establishment will not significantly disturb the peace and enjoyment of the nearby residential neighborhood; 14. The establishment will not significantly increase the demand on city services; "Late-Night Activity" Findings (CMC Sec. 21.12.030.H.7): 15. The establishment will not create a nuisance due to litter, noise, traffic, vandalism or other factors; 16. Also address integrity.) The second Bank of Campbell was built in 1911 and located on the southwest corner of E. Campbell Avenue and Central Avenue. While here the bank was merged with the Garden City Bank of San Jose and later merged with the American Trust Company. Since it ceased being a bank, there have been many tenant, including the Ford Motor Company which used it as a showroom; the Campbell Water Company offices; Jeffer’s Clothing Store; an acrobatic shop; and finally in 1978 the Western Lifetime Cookware. A store front was added (date unknown) however, the interior has retained the original woodwork, plaster and bank vault. With little restoration work required this architectural structure of merit is important in maintaining the visual character of the commercial row of Downtown Campbell. B11.
